General information about the project is presented below, and detailed information about the nature of this request follows. General Information The project site is located at the northeast corner of College Ave. and Vine Dr. in north Fort Collins. The site currently houses an auto repair shop and is proposed to be developed into a non-residential development, including a multi-story building utilized by the Colorado State University Energy Institute for office space, education, and research purposes, among others. The size of the combined site contains just under 5 acres and includes the Josh Ames Ditch on the north edge of the site. Vine Drive Vine Drive runs along the south edge of the property. Larimer County Urban Area Street Standards (LCUASS) Table 7-3 dictates that the minimum grade in a street flowline shall be 0.5%. Design constraints, including minimal vertical fall across the site, make it difficult to achieve this requirement. Discussions with City staff led to the recommendation to submit this variance request regarding the flowline grades. We would like to propose a minimum allowable flowline grade of 0.4% along the frontage of the Powerhouse 2 site with Vine Drive. 0.5% grade will be implemented wherever possible, and 0.4% will be used as a minimum (holding as close to 0.5% as possible when the need arises to design to less than 0.5% grade). The adjustment in flowline grade will still effectively convey runoff flows to stormwater improvements. If you have any questions, please feel free to contact me directly.
