Both ramps are also used by XCEL and/or the City for maintenance entrances,therefore the ramps on both sides of the crosswalk will need to be access rated for 40,000 lbsin order to accommodate larger maintenance vehicles. Response: A ramp was added to the plans on the south side of Vine Drive, as requested, and notes were added on the Site Plan about the ramp being rated for 40,000 lbs. Cost responsibility will be discussed during October 4th meeting.07/07/2022: FOR HEARING:Please include the crosswalk across E. Vine Drive with the next submittal. Topic: PlatComment Number: 1 09/06/2022: FOR HEARING – UNRESOLVED:08/01/2022: FOR HEARING UPDATED/UNRESOLVED: The note on the plat needs to reference the Whitewater Park LOMRs as the source of the floodplain linework in addition to the Original Map panel. Please include the FEMA Case number and effective date of the LOMRs. There are two LOMRs the second one corrected the zoning for the islands on the map. The map is not clear that the entire site is in the 100year floodplain it seems to show the island is the part that is in. Please clarify through notes about the areas that are in the various Floodplain Zones. Also, the Zone X Shaded is due to the 500year floodplain not due to levee. Response: Please see the notes that are included on the plat under “Notes at the Request of the City of Fort Collins”05/16/2022: FOR HEARING: The floodplain line is not correct. Please see Poudre Whitewater Park LOMR and subsequent corrected LOMR (to fix the islands) for the most up to date linework. We will wait for the LOI from the Lake Canal Ditch company. Lake Canal will be required to sign theUtility Plans and Plat, please add these signature blocks.Response: Lake Canal signature blocks have been added to the utility plans and plat. As noted previously, the ditch company has indicated that they do not want to sign the utility plans.Lake Canal emailed a letter of intent to the City and we received email confirmation from Brandy and Matt Simpson that it meets the City’s needs.07/26/2022: FOR HEARING: Your response to this comment is noted. However, an LOI from the Ditch Company will still be required as condition of going to Hearing for this project.05/17/2022: FOR HEARING:The Lake Canal Ditch Company appears to have an easement on this property. As a result, the Ditch Company will need to approve the final plans. Please add a ditch company signature block to cover sheet. For Hearing you will need to obtain a Letter of Intent (LOI) from the Ditch.**In addition, the proposed bridge crossing over Lake Canal will require theirapproval. Please contact Lake Canal early to discuss requirements.Comment Number: 6 09/06/2022: FOR INFORMATION ONLY:I saw your response to the round 1 comments. Please note that as designed, the natural bottom detention pond at 0.8% slope will not dry out well and may become a maintenance problem for the site owner. I strongly suggest an underdrain (soft pan) to prevent this. Please see the FCSCM Ch 8, Section 3.1 for more information.Response: We appreciate staff’s concern about the ditch bottom, but the ownership group and the design team are comfortable with the maintenance that goes along with the current design.05/17/2022: Please consider increasing the detention pond bottom slope to 2%. This would not require a concrete drainage pan. At 0.5%, as designed, the pond will require a concrete drain pan.Comment Number: 7 09/12/2022: FOR HEARING – UPDATED: The updated storm design and profile will need further revisions to be workable. The City will not accept an inverted siphon design. The design will need to provide 18inches of vertical separation to meet criteria or apply for a variance. We are willing to approve a variance for 12inches of vertical separation. I recognize this is a difficult situation. You will need to revise the proposed design and submit to us the best you can accomplish for further discussion. The Engineering Dept. may need to issue a variance for less than minimum cover. Please consult with Engineering on minimum allowable cover and any additional requirements. Response:We have included an updated storm plan and profile for the pond outlet that utilizes two 12” outlet pipes from the east end of the pond. We have also added a second outlet structure that uses the existing 12” pipe at the west end of the pond that will provide a secondary outlet from the pond in larger events.08/30/2022: FOR HEARING – UPDATED:On the storm profile, add the existing water and sewer crossings. If the water main depth is unknown it can be assumed for PDP, pothole verified for FDP.07/26/2022: FOR HEARING: A profile of this pipe has been provided; however, the shallow pipe depth needs to be reviewed/approved by Engineering first, and then if approved at this depth, the pipe material needs to be discussed with the WFO group..05/17/2022: FOR HEARING:Provide a profile drawing of the proposed storm main crossing E Vine Drive.Comment Number: 10 09/12/2022: FOR HEARING – UPDATED: FOR HEARING – UPDATED: Thank you for providing the exhibit showing depth to groundwater under the detention area. Based on our understanding, most of the detention pond bottom will be less than 2feet to groundwater and about half of the area will be less than 1foot. Based on this the pond design will need to be revised. The northern rain garden also does not have 2feet of separation from groundwater to bottom of LID cross section, this design will need to be revised also. We understand that these situations may need a depthtogroundwater variance. As such, please revise your design with the following guidelines in mind:A)Use the highest measured groundwater elevation.B)Provide 18inches (min.) of vertical separation. (We might be willing to consider 12inches in the immediate vicinity of the outlet structure – however this would need to be discussed further with a specific plan presented to us for consideration.)C)Increase the pond bottom slope, or provide an underdrain (soft pan)D)Apply for a variance to criteria (see attached form).Response: The bottom of the pond has been raised by approximately 15”. This change results in more than half of the pond being at least 2’ above groundwater, and most being at least 18” above groundwater. There is a small area near the outlet that will be approximately 14” above groundwater. The applicant has provided an updated groundwater exhibit illustrating this update. A variance request is included with the submittal.08/30/2022: FOR HEARING – UPDATED: We will need to have a focused follow up discussion on the groundwater depth before the next submittal. Any separation, between pond bottom and groundwater, less than 2feet will require a variance. For follow up, please provide the measured groundwater elevation and compare to the detention pond bottom and to the bottom of the LID cross sections.07/26/2022: FOR HEARING: Please provide groundwater information from the recently installed monitoring well. This information will need to be provided in the drainage report. Please note that if groundwater levels are within 2’ of the detention pond or rain gardens, then the grading plan will need to be modified to accommodate the groundwater depth.05/17/2022: FOR HEARING:The drainage report needs to discuss depth to groundwater below the proposed raingardens and detention pond bottom elevations. The groundwater levels, taken during the high groundwater months (July – Sept), need to be documented at 2feet or greater below the pond and LID features.Comment Number: 14 08/30/2022: FOR FINAL UPDATED: Near the proposed storm outfall, south of Vine Drive, show the existing topography and proposed grading on the design drawings and profile.Comment Number: 15 08/30/2022: FOR HEARING:Vine Drive Storm Drain Crossing:a.The proposed storm drain crossing of Vine Drive will need to be reconfigured. Utilities does not want to have parallel storm pipes. Please tie into an existing inlet in Vine Drive or reconstruct at a flatter slope if necessary. (ADDRESSED)b.The proposed storm drain work south of Vine Drive will be on City property and will require a LOI from the City before Hearing and a temporary construction easement (TCE) for final approval.c.Please note there is a snout in the inlet on the south side of vine. This is a water quality inlet.d.Regarding the proposed valley pan inlet, on the north side of Vine Dr. – Utilities would like this to be a curb combo inlet and not an area inlet. Northern Engineeringalsosent an exhibit to Parks showing the proposed storm pipe in the whitewater park. The last communication received from Aaron Wagner said their legal team is reviewing the letter. We will forward the letter to Brandy and Matt after receiving it.Comment Number: 16 09/12/2022: FOR FINAL PLAN – UPDATED:The drainage easement for the northern rain garden needs expand to include the top elevation of the rain garden.08/30/2022: Round 1 redline comments from Water Utilities regarding the Plat do not appear to have been addressed. The vaults require 4feet min. separation to adjacent structures and retaining walls. Please relocate the 3inch water meter and service and the fire line to a new location. Options might include the College Avenue water main or Jerome Street water main. (Note that previously we requested that you not service water from College Ave, however this was a preference and not a requirement)08/30/2022: FOR HEARING: Water meters may not be located in the public utility easement on the north side of Vine Drive. A different location will need to be determined for the water meters. Additionally, water services should not be routed under a rain garden, this conflict will need to be resolved.Response: The water meter and fire service have been moved back to the west side of the building, where they were originally proposed. Careful attention has been paid to the existing electrical facilities in that area as well as existing trees to avoid conflicts and maintain separations. Aerial access should therefore be available on at least one long side of the building, located within a minimum of 15 feet and a maximum of 30 feet from the building or as otherwise approved by the fire marshal. New and existing buildings shall be provided with approved address identification. Address identification characters shall contrast with their background. Address numbers shall be arabic numbers or alphabetical letters. Numbers shall not be spelled out. The address numerals for any commercial or industrial buildings shall be placed at a height to be clearly visible from the street. They shall be a minimum of 8 inches in height unless distance from the street or other factors dictate larger numbers. Refer to Table 505.1.3 of the 2018 IFC as amended.
