June 13, 2002 Revised November 27, 2002 Roger Buffington City of Fort Collins Water and Sewer Department 700 Wood Street Fort Collins, CO 80521 Re: Master Utility Summary for the South Campus Overall Development Plan For the Colorado State University Research Foundation Dear Mr. Buffington: The purpose of this letter and exhibits is to summarize the approach taken in master planning the water and sewer facilities for the remaining parcels of the South Campus Overall Development Plan (ODP) based on the City's comments and input. This letter is meant to summarize the current facilities in the area and review the proposed extensions required to service the development parcels. Most of the utilities required to service the development parcels are already in place. The following summary outlines how each parcel will be serviced by either existing or proposed systems. Parcels A & B Parcels A and B are proposed to have office/commercial uses. Water service will be extended into Parcel A either by the existing 12-inch water main in Centre Avenue or the existing 12-inch water main in Research Boulevard. Parcel A sewer service will be provided by the existing 21- inch sewer main in Centre Avenue and/or the existing 12-inch sewer main in Research Boulevard. Water service will be extended into Parcel B from the existing 12-inch water main in Centre Avenue. Parcel B sewer service will be provided by the existing 21-inch sewer main in Centre Avenue. Parcel C Parcel C is proposed to have office/commercial uses and may include student housing. Parcel C water service will be provided by the proposed 8-inch water main extension under Rolland Moore Drive as the roadway is extended west from Centre Avenue to its current stub out east of Shields Street. This will provide further looping of the system in the area. If the Northland Drive extension is required connecting Rolland Moore Drive to Gilgalad Way an 8-inch line will also be extended providing further looping to the area. The smaller western portion of Parcel C on the north side of Rolland Moore Drive will obtain sewer service from the same 8-inch main in Rolland Moore Drive. 420 SOUTH HOWES, SUITE 202 / FORT COLLINS, COLORADO 80521 / 970.221.4158 / FAX 970.221.4159 The principal portion of Parcel C south of Rolland Moore Drive will have the option of obtaining sewer service from the existing 12-inch sewer stub out that is on site, which originally serviced the Center for Advance Technology before the extension of Centre Avenue. It is our understanding that the City intends to extend an 8-inch stub west from the existing 12-inch line under the Rolland Moore Drive. Service to the eastern portion of Parcel C will be facilitated off this extension. The smaller western portion of Parcel C on the north side of Rolland Moore Drive will obtain sewer service from the existing 8-inch sewer line that runs under Rolland Moore Drive. Portions of this sewer may have to be realigned to better conform to the proposed roadway layout. Parcel D Parcel D is proposed office/ recreation/commercial/parking. Parcel D will obtain water service from the existing 16-inch water main in Centre Avenue. Looping service to the 30-inch water main, which crosses the southern portion of the site could also be considered if allowed by the City. Parcel D sewer service will be obtained from the existing 18-inch sewer line that runs along the southern portion of the site. Parcel E Parcel E is proposed office/ recreation/commercial/parking. Parcel E will obtain water service from the existing 16-inch water main in Centre Avenue. Looping or connecting service to the 30- inch water main, which crosses through the center of the site, could also be considered if allowed by the City. Parcel E sewer service will be obtained from either the existing 18-inch sewer line or the existing 27-inch sewer that runs through the site. Parcel F Parcel F is proposed for office/commercial development. Parcel F will obtain water service from the existing eight -inch water main in Prospect Road. Parcel F sewer service will likely be extended from the 15-inch sewer line which flows south along the west side of the Burlington Northern Railroad embankment just off the southeast corner of the site. Summary In summary, the attached Master Utility Plan reflects the intended approach taken to provide water and sanitary sewer service for the CSURF South Campus Overall Development Plan outlined above. This approach utilizes all existing infrastructure while minimizing extension costs. I trust this report provides the information needed for the conceptual design approach for this ODP submittal.
