P.O. Box 98 Fort Collins, CO. 80522 Dear Mr. VanSant: Thank you for submitting the revised plans for the Poudre River Business Park P.U.D. in a timely fashion. There remain, however, a number of items that should be addressed for the November 21, 1988 Planning and Zoning Board hearing. The following comments are offered: 1. In the title block on the lower left corner, please state that request is for a Preliminary P.U.D. As mentioned in our previous discussions, the total package for the P.U.D. is not in final form and the Planning Department is not prepared to recommend approval for a final P.U.D. 2. Please add a date of preparation below the north arrow and scale. 3. In the "Statement of Planning Objectives", it is noted that the traffic study b.� indicates that at completion, the development will generate approximatcl% V 5,242 vehicle trips per day. This seems very high. Could you verify this assumption and correct the "Objectives" if necessary? 4. Please state on the site plan that the existing zoning is B-P, Planned Business. 5. The site plan should also indicate the adjacent land uses and zoning to a distance of 150 feet exclusive of right-of-way. 6. There seems to be a discrepancy between the Notes and the sign schematic. The Notes indicate that the dimensions of the sign will be 5 x 24 and the schematic shows 4 x 20. In either case, Staff still feels the sign is too large for the lot. As other individual parcels develop in the Poudre River Business Park, there will be competition for signage on Lcmay. It is also likely that the park itself may continue to advertise. The result will be a clutter of signage on the Lemay Avenue frontage. For a lot that is less than one acre, and with a total of only 11,800 square feet of floor area, the proposed sign is too large and out of scale. Staff recommends the sign length be reduced to 10 feet in order to complement the environment and match the size of the lot and building. 300 LaPorte Avenue - P.O. Box 580 - Fort Collins, CO 80522-0580 - (303) 221-6750 Page 2 7. A cross -sectional analysis of the sloped area by the City Bike Trail along Lemay has not yet been submitted. This information is important for the Parks and Recreation Department. Of particular concern is the nature of the slope retention, stormwater runoff, and irrigation runoff. 8. Staff is concerned about the area between the City Bike Path and the back of the sidewalk along Lemay Avenue. This area would normally be landscaped by the applicant. The fact that the bikepath separates this area from the -}- property does not relieve the applicant from addressing the treatment of the landscaping. In order to be consistent with other commercial projects in the City, Staff requests that this area be planted with deciduous street trees, two inches in caliper, spaced on 30 foot centers. After establishment, the City Forester, will maintain and prune when necessary. 9. Staff remains concerned about the use of river rock at the corner of Lemav Avenue and the entrance to the Business Park. This will be a highly visible corner and should be upgraded with plant material. If sod encourages corner cutting, perhaps the radius of the sidewalk could be enlarged and medium height junipers substituted for the river rock. Staff is concerned that river rock does not convey a "quality" appearance that would be typically associated with a P.U.D. 10. Finally, Staff is concerned that the typical ten foot separation between the parking lot and Poudre River Drive is not maintained. It is strongly recom- mended that the parking lot be engineered to be shifted as far north as possible in order to gain more separation for street trees along Poudre River Drive. I suggest we meet as soon as possible to discuss these comments in order to stay on schedule for the November 21, 1988 Planning and Zoning Board hearing. Sincerely, Ted Shepard City Planner
