We were quite naturally concerned about the impact that HCI's proposed facility would have on Oakridge Business Park. As it turns out, we were very impressed with HCI's corporate operations as well as both the appearance and the administration of their health care facilities. Once the facility is built, we believer that it will be a tremendous asset to both our 0akridge development and to the City of Fort Collins. By Gary Haxton and Stuart MacMillan INTERNATIONAL FACILITIES (HCI) First thing Tuesday morning, May 19th, we Inc.'s Corporate offices in Austin. There their Corporate facility. It's one of th office environments I have ever seen. All star atrium that is filled with plants an extremely dynamic work place. It is wort e d h visited Healthcare International are approximately 200 employees in best laid out and most attractive of the offices open into a four water fountains creating an anyone's time to see. We then visited the Oaks (one of the Brown Schools' facilities), a psychiatric hospital with 120 beds, built in 1971. The hospital is in a very stable neighborhood of basically middle income families with home prices in the mid -eighties on up. The area immediately behind the hospital is completely built-up. There were few "For Sale" signs in the entire neighborhood. This area is mostly residential for a one and one-half mile radius and is well maintained in all directions. The Lolla Adom elementary school was less than 1/2 mile from the Oaks and a very large high school was built after the Oaks and is located next door. The school district asked the Oaks to allow kids to cross the Oaks property to get to school. There are 239 staff members for the 120 beds. All adolescents (ages ten through eighteen) with above normal IQ. This is a sixteen year old facility and has been very well kept. Jim Eberwine, Executive Director, has been there for six years and has only had two police calls. We then flew from Austin to Corpus Christie Tuesday afternoon. Corpus Christie is very similar to Fort Collins (250,000 - 300,000 SMSA). The HCI facility (Bayview) opened in 1986 (their one year anniversary was that night). Bayview is surrounded by residential housing with prices ranging from $75,000 to $150,000. There is a Mormon Church directly across the street from Bayview and there is also a Baptist church within 1/2 mile and an Episcipal church just bought land within 1/2 mile to build on. Hogan Builders & Developers have a show home within two hundred yards of the facility and, according to some salespersons with Hogan Builders, the hospital has created no problems. People driving by have thought Bayview was a condominium project. It is a very attractive and well kept facility. There is some undeveloped land around, but the area is developing and is very similar to the Oakridge area. Developments adjacent and within a one mile radius are well kept and are very nice. HCI built a doctors office's as an integral part of the hospital. Doctors are now occupying those offices. They are similar to what is to be included in the Fort Collins facility. The hospital is on thirteen and one-half acres and is very open and nicely landscaped. There are three large apartment house projects within 1/2 mile. There are fewer homes for sale around the hospital than in most Fort Collins subdivisions. The hospital employees approximately 120 people. Sally Reagan, Administrator, was very helpful. There is a Baptist church within 1/2 mile and an Episcipal church just bought land within 1/2 mile to build on. Wednesday morning we flew to San Antonio from Corpus Christi and visited Laurel Ridge. It a 160 bed psychiatric hospital under construction and is scheduled to open in September. It is a beautiful facility!l the attention to detail and the hospital layout is extra ordinary. The site is in an area of San Antonio that is developing middle to upper income housing areas and is within a 1/2 mile radius of the hospital. Sales people in a show home 1/2 mile from the hospital were not aware of any problems and were not really aware of the hospital. A study of 200 houses within a 1/2 mile radius of the hospital were priced from $80,000 to $250,000 with an average of over $150,000. This facility should be similar to the one in Fort Collins, only larger. Conclusions: Everitt Companies can feel very good about supporting this facility, both from a use and aesthetics standpoint. Also, this facility will. employ over 120 people in various job classifications, and Healthcare InternationV s investment in the project will be in excess of $8,000,000. We feel very comfortable that this facility will be a tremendous asset to Oakridge and the community as a whole. qtF i G. T. LAND �r COLORADO INC. Healthcare International Inc. and the Everitt Companies have asked me to respond to the proposed Healthcare International Inc. facilities on Lemay. Avenue. After reviewing the proposed plan, I believe the facilities will be a beneficial addition to the area. Healthcare International Inc. has indicated to me that they will be a good neighbor to adjacent property owners. After meeting with them personally and reviewing their plans, I agree that the buildings and the greenbelt plan they are proposing will be compatible with the neighborhood. I would be happy to discuss this matter in more detail if you so desire. Please keep me advised of any further developments regarding the proposed facilities and any changes that occur. More specifically, our clos,.. association and physical proximity to Cedar Springs Psychiatric Hospital has allowed us to place some very disturbed children in a high quality treatment center. Furthermore, we have been able to monitor the progress of these children and have been able to reduce our placement costs because of our cooperative work with Cedar Springs. I would also point out that Cedar Springs is a well -staffed and pro- fessionally operated hospital and thus it has been welcomed by the community as well as by the school district (we have two elementary schools within one mile of the hospital). Again our district is pleased to have the close association with Cedar Springs Psychiatric Hospital and look forward to continued joint ef- forts to meet the needs of our seriously disturbed students. Unfortunately, I received further information about the project after I signed the petition. Collins, Co. 80525 ` June 16, 1987 Members of the Planning and Zoning Board: Over 100 residents of Golden Meadows subdivision are concerned about the location of Healthcare International's proposed psychiatric hospital on Lemay south of Harmony Road. We feel the proposed location is too close (1/2 mile) to Werner Elementary School. By Healthcare International's own admission, there were 12-15 "elopements" in one year at their Colorado Springs facility which is similar to the one proposed here. Elopements are "walk-aways" or unauthorized patient leaves among patients supposedly under close supervision. The hospital would be an unlocked, open campus whose patients are"ambulatory." It seems inappropriate to locate this type of facility in an area surrounded by homes to the south, north, and west; not to mention a grade school. We have gathered over 100 signatures in an attempt to halt construction of the facility in this location. Please consider our concerns and deny the zoning of Healthcare International's psychiatric hospital at the proposed location on Lemay south of Harmony Road.
