The site is zoned E-1, Estate. RECOMMENDATION: Denial EXECUTIVE SUMMARY: This extension request is for an approved preliminary subdivision, which is located outside the Fort Collins Urban Growth Area. The site is identified in the Larimer County Comprehensive Plan as an area appropriate for "rural development". The approved plan does not qualify as rural development. Staff cannot support the extension request, since the approved plan is not in conformance with the Larimer County Comprehensive Plan. OFFICE OF DEVELOPMENT 300 LaPorte Ave. • P.O. Background: The surrounding zoning and land uses are as follows; N: FA-1; agricultural S: FA-1; agricultural E: FA-17 vacant W: FA-.1; rural single family residences The preliminary subdivision was approved by Larimer County on June 22, 1987 and consisted of 25 single family lots on 64 acres. The Planning and Zoning Board was scheduled to review this item as a County Referral at the June 22, 1987 Board meeting. Staff requested that the County delay action on the plan until the Planning and Zoning Board made a formal recommendation; however, the County Commissioners chose to approve the plan without input from the City of Fort Collins. The applicant is requesting a six-month extension of the preliminary approval, due to a death of one of the partners and a delay in completing engineering work. 2. Land Use: The proposal is located outside the Fort Collins Urban Growth Area, in an area identified for "rural development" in the Larimer County Comprehensive Plan, .. Rural development is defined in the. County's Policy Plan as "land uses naturally and normally incidental to, subordinate to, or exclusively accessory to farming, forestry, or livestock production, including agri-business uses." While the approved plan may be in conformance with the existing zoning, it is not in conformance with the Larimer County Comprehensive Plan. The. pro- posed density is low, in nature. Such developments, according to the Intergov- crnmental Agreement, should be located in areas which have: A. Easy access to existing or planned neighborhood shopping facilities; B. Easy access to major employment centers; C. Within easy walking distance to an existing or planned elementary school. D. Within walking distance to an existing or planned neighborhood park and within easy access to a community park. E. Have primary access which is provided by a collector street. The approved development does not meet these guidelines. Such low -density developments are provided for in the Rural Non -Farm areas identified in the Larimer County Comprehensive Plan. While staff recognizes that this project has already received approval by Larimer County, staff cannot recommend approval of an extension of a project that is inconsistent with adopted plans and policies and believes that the project should be allowed to expire. Therefore, staff recommends denial of the six-month extension request.
