Herin 4255 Westshore Way, J-33 Fort Collins, CO. 80525 Dear Mrs. Herin: Thank you for your letter regarding the Shoreline P.U.D. located on the Harmony Reservoir. Your letter raised several concerns which I will try to address. First, the development review process for this project is in the middle of two phases. The preliminary approval was passed by the Planning and Zoning Board on Monday evening July 27, 1987. The final approval will be consid- ered either in September or October depending on the developer's schedule. It is important to note that the final plan will not be heard at the August Planning and Zoning Board hearing. Second, the drainage ditch that will be piped underground will be sized appropriately by the developer's engineer and reviewed by the City's Stormwater Utility before the project will be considered for final approval. If you have any specific questions regarding the diameter and flow capacity of the pipe, please call Glen Schluter, project engineer for the Stormwater Utility. Third, as planners, we always regret the development of land that enriches a neighborhood as a play area for children and a natural area for wildlife. Hopefully, the proximity of the Landings Neighborhood Park will provide adequate open space and recreational amenities for both children and adults in your neighborhood. Also, it is my understanding that Harmony Reservoir is delinquent on its tax liabilities and the Landings Community Association has been paying the County Treasurer these obligations for the past two years in hopes of taking possession. If the residents of Harmony Cove are members of the Landings Community Association, then this possession would increase the recreational benefits in your neighborhood over and above what they are today. i OFFICE OF DEVELOPMENT T 300 LaPorte Ave. • P.O. Bob Wilkinson of the City's Department of Natural Resources has inspected the site. To the extent possible, the shoreline of the lake will feature natural plantings to protect the water quality and promote a wild- life habitat. Trees will be preserved as best as possible. The ditch adjacent to the Boardwalk Office Park will feature heavy plantings and will be left in its natural state as best as possible. Please feel free to con- tact Bob Wilkinson if you have any further questions or concerns. Unfortunately, the site would be difficult to preserve as open space. Unless the citizens of our community direct our City Council to acquire such areas, the best we can do is work with developers to mitigate the impacts of development. The southwest corner of College and Harmony that you referred to was a situation where the developer made a substantial cash contribution to the Department of Natural Resources to promote wildlife and natural habitats throughout the City. Please contact the Department of Natural Resources for further information. Finally, I would like to address your comment on urban sprawl. The devel- opment of land in Fort Collins is regulated by the section of Chapter 99 of the City Code called the Land Development Guidance System. This system of land regulation awards a series of "points" based on criteria relating to design and locational attributes of a development proposal. Two of the strongest and most heavily weighted criteria of the L.D.G.S. is the avail- ability of urban services and contiguity to existing urban development. The policy is to prevent "leapfrog" development beyond the ability to pro- vide utilities and beyond the built up areas of the City. The Shoreline site is considered an "inf ill" project and is not contributing to urban sprawl. It is considered desirable to have the unbuilt areas within the City develop prior to large, vacant, agricultural tracts on the fringe of the urban area. It is my sincere hope that this letter has addressed your concerns. Please do not hesitate to contact Glen Schluter, Bob Wilkinson, or myself to dis- cuss any issues which relate to land development in Fort Collins. Our reasons may appear selfish, but the view of the lake is enjoyed by our entire complex, not our selves exclusively. Ne object to developement plans on the basis of loss of habitat for waterfoiil and other wildlife which provide so much pleasure for all of us. In addition, we. anticipate problems with the: drainage ditch that was discussed in your Judy 27 meeting. The ditch runs through Harmony Cove, and if covered could fill up and cause seepage... a major concern since we all have basements. This is a nature sanctuary where children play ar'i p)-- e hike, fish and ice skate, with free access to the water should they wish, to put a boat on it. All that will be denied our neighborhood if you decide: to act on the request to erect twelve homes on those 3.008 acres. The once —beautiful southwest corner of Harmony load and Coll— ege Avenue has already been rained by someone's greed. The final design for the shoreline natural area shall be clearly defined and in sufficient detail on the final landscape plan. 2. The final design and treatment of Tract B shall be clearly defined and in sufficient detail on the final landscape plan. 3. All 1-1/2" caliper deciduous street trees shall be upgraded to a minimum of 1-3/4" caliper on the final landscape plan. 4. A note shall be added to the final site plan stating that maintenance and weed control of undeveloped areas shall clearly be the responsibil- ity of the homeowners' association or the developer. 5. Permission from all owners of interest in Harmony Reservoir should be obtained by the time of final submittal. 6. The final design of building envelopes for Lots 1, 2, 3, 4, 6, 8, 9, 10, 11, 12 (all lots except lots 5 and 7) shall be setback from the street a minimum of 34 feet in order to allow four off-street parking spaces in the driveway. 7. The final submittal shall include an accurate survey of the shoreline of Harmony Reservoir specifically including the inlet ditch and the Vermeu- len property. 9. The existing Russian Olive which would be removed by the building on Lot 5 shall be relocated elsewhere on the property.
