See attached. Stormwater Variance Request Platte River Power Authority HQ Campus Fort Collins, CO What hardship prevents this site from meeting the requirement? Platte River Power Authority recently purchased property that was part of 3405 South Timberline Road, including the access drive from Danfield Court. A portion of this purchased property, including the drive lane, historically drains to four (4) existing inlets on the 3405 South Timberline Road property. The redevelopment project is regrading the drive lane which, per City criteria, would typically require that the area be treated prior to discharging from the site. Due to existing conditions of the drive lane including existing elevations and existing storm sewer elevations, providing water quality prior to discharge could cause significant impacts to the existing parking area at the north end of the site, existing trees in the area, existing offsite storm sewer, existing offsite paving and accesses, and potentially existing utilities located within the drive lane. What alternative is proposed for the site? Where feasible, the redevelopment is proposing to regrade significant portions of the property to limit the amount of area draining to the four (4) existing storm inlets owned by 3405 South Timberline Road property. As such, the total area draining offsite has been reduced from approximately 2.2-acres to 0.4-acres. This has reduced the flowrates during the water quality event from 0.7 cfs to 0.4 cfs and during the 100-year storm event from 6.3 cfs to 4.2 cfs. The 1.8-acre area that historically has left the property without treatment is now being rerouted to the south and is being treated by underground detention and being routed through a standard water quality pond prior to being discharged from the site. The redevelopment is proposing that the drive lane itself remain in its historic conditions of being intercepted by the existing storm sewer system without water quality treatment.
