INTRODUCTION This master transportation impact study (MTIS) addresses the capacity, geometric, and control requirements for the proposed Paradigm Property development. The proposed Paradigm Property site is located in the southeast quadrant of the Interstate 25 (I-25)/Prospect Road interchange in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner (Paradigm Properties LLC), the project planning consultant (BHA Design, Inc.), the project engineering consultant (Coffey Engineering), and Fort Collins Traffic Operations. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Paradigm Property TIS, October 2017 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Paradigm Property is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily commercial, residential, and open space (agricultural). There are commercial and industrial uses to the south and east of the site. There are residential uses to the east of the site. The center of Fort Collins lies to the west of the proposed Paradigm Property site. Streets The primary streets near the Paradigm Property site are Prospect Road, Summit View Drive, the SW Frontage Road, the SE Frontage Road, and Larimer County Road 5 (LCR5). Figure 2 shows a schematic of the existing geometry at the key intersections. Prospect Road is to the north of (adjacent to) the Paradigm Property site. It is an east-west street designated as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, it has a rural two-lane cross section with an existing speed limit of 45 mph. At the Prospect/Summit View Drive intersection, Prospect Road has eastbound and westbound left-turn lanes and one through lane in each direction. The Prospect/Summit View intersection has signal control. At the Prospect/SW Frontage Road intersection, Prospect Road has eastbound and westbound left-turn lanes and one through lane in each direction. The Prospect/SW Frontage Road intersection has signal control. At the Prospect/SE Frontage Road and Prospect/LCR5 intersections, Prospect Road has all eastbound and westbound movements combined into single lanes. The Prospect/SE Frontage Road intersection has stop sign control on the SE Frontage Road. The Prospect/LCR5 intersection has all-way stop sign control. The geometry at the Prospect/I-25 Ramp intersections is shown. Over a number of years, it has been demonstrated in various traffic studies that improvements at this interchange are needed. There is a cooperative effort involving CDOT, Fort Collins, and various property owners/developers to fund the necessary improvements. In light of this, detailed analyses of the I-25 interchange were not included in this MTIS. Summit View Drive is to the west of the Paradigm Property site. It is a north- south street designated as a collector street on the Fort Collins Master Street Plan. Currently, Summit View Drive has a two-lane cross section and an existing speed of 35 mph. Currently, the SW Frontage Road has a rural two-lane cross section with an existing speed limit of 45 mph, north of Prospect Road, and 30 mph, south of Prospect Road. At the Prospect/SW Frontage Road intersection, the SW Frontage Road has all northbound and southbound movements combined into single lanes. The SE Frontage Road is a north-south street designated as a collector street, north of Prospect Road, and a local street, south of Prospect Road, on the Fort Collins Master Street Plan. Currently, the SE Frontage Road has a rural two-lane cross section with an existing speed limit of 30 mph, north of Prospect Road, and 45 mph, south of Prospect Road. At the Prospect/SE Frontage Road intersection, the SE Frontage Road has all northbound and southbound movements combined into single lanes. Larimer County Road 5 is a north-south street designated as a four-lane arterial street on the Fort Collins Master Street Plan (also Timnath Transportation Plan). However, LCR5 is outside the Fort Collins Growth Management Area. Currently, LCR5 has a rural two-lane cross section with an existing speed limit of 45 mph. At the Prospect/LCR5 intersection, LCR5 has all northbound and southbound movements combined into single lanes. Existing Traffic Recent peak hour traffic volumes at the Prospect/Summit View, Prospect/SW Frontage Road, Prospect/SE Frontage Road, and Prospect/LCR5 intersections are shown in Figure 3. The counts at the Prospect/Summit View intersection were obtained by the City of Fort Collins in June 2017. The counts at the Prospect/SW Frontage Road intersection were obtained in February 2015. The counts at the Prospect/SE Frontage Road and Prospect/LCR5 intersections were obtained in September 2017. Raw traffic count data is provided in Appendix B. Since the counts were performed on different days and different years (Prospect/SW Frontage Road intersection), the traffic volumes were averaged/balanced between the key intersections. The averaged/balanced recent peak hour traffic is shown in Figure 4. CDOT was contacted to obtain recent peak hour counts at the I-25 Ramp intersections. Those counts were not available. In discussions with Fort Collins Traffic Operations staff, it was decided that those counts and subsequent operational analyses would not be necessary for this MTIS. Existing Operation The Prospect/Summit View, Prospect/SW Frontage Road, Prospect/SE Frontage Road, and Prospect/LCR5 intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The key intersections are currently operating acceptably with existing control, geometry, and signal timing in the morning and afternoon peak hours. This intersection is controlled by CDOT. The peak hour signal timing was not available. Therefore, the SYNCHRO analyses at this intersection optimized the timing. The calculated delay is shown at level of service E for some movements/legs at the Prospect/Summit View-Hageman’s intersection in this MTIS. The intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. Acceptable operation at arterial/ collector and arterial/local unsignalized intersections during the peak hours is defined as level of service D or better overall, and level of service F for each approach leg. It is expected that there would be substantial delays to the minor street movements at unsignalized intersections during the peak hours. This is considered to be normal and acceptable in urban areas. Acceptable operation at arterial/arterial unsignalized intersections during the peak hours is defined as level of service E, overall, and level of service F for each approach leg. It is important to note that several intersections along Prospect Road in this area warrant auxiliary turn lanes. At the Prospect/Summit View intersection, a westbound right-turn lane is warranted with the existing afternoon peak hour volume. At the Prospect/SE Frontage Road intersection, eastbound and westbound left-turn lanes are warranted with the existing peak hour volumes. At the Prospect/LCR5 intersection, left- turn lanes are required since both Prospect Road and LCR5 are classified as arterial streets. Pedestrian Facilities There are no sidewalks along Prospect Road, Summit View Drive, the SW Frontage Road, the SE Frontage Road, and LCR5. Bicycle Facilities There are narrow bicycle lanes along Prospect Road, west of the SE Frontage Road, and Summit View Drive within the study area. Transit Facilities Currently, this area of Fort Collins is not served by Transfort transit service. DELICH Paradigm Property TIS, October 2017 ASSOCIATES Page 10 III. PROPOSED DEVELOPMENT The proposed Paradigm Property development will include retail, gas/C-store, restaurant, hotel, and office uses. Figure 5 shows a conceptual site plan of the Paradigm Property site. The long range analysis year is considered to be 2040 and includes full development of the Paradigm Property site, background growth, and development of other properties in the area. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 9 th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected uses at the Paradigm Property site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation for the Paradigm Property site on a daily and peak hour basis. The trip generation for full development of the Paradigm Property site resulted in 7602 daily trip ends, 456 morning peak hour trip ends, and 631 afternoon peak hour trip ends. Internal trip capture and passby trips were calculated using the information contained in the Trip Generation Handbook, 3 rd Edition, ITE. Trip Distribution Trip distribution for the Paradigm Property site was based on existing/future travel patterns, land uses in the area, consideration of trip attractions/productions in Fort Collins and elsewhere, and engineering judgment. Figure 6 shows the trip distribution for the long range (2040) analysis future. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 7 shows the site generated peak hour traffic assignment. Background Traffic Projections Figure 8 shows the long range (2040) background traffic projections. The short range (2021) background traffic was developed by generally increasing the existing traffic counts by two percent per year and including the following developments: Gateway at Prospect, Mustang Meadows, and Serratoga Falls. The background traffic growth was agreed to by City of Fort Collins staff in the scoping discussions. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. The Prospect/ Summit View and Prospect/SW Frontage Road intersections are currently signalized. For the roads in the vicinity of the Paradigm Property development, four hour and/or eight hour signal warrants are applicable. These warrants require much data and are applied when the traffic is actually on the area road system. It is acknowledged that peak hour signal warrants should not be applied, but since the peak hour forecasts are readily available in a traffic impact study, it is reasonable to use them to estimate whether other signal warrants may be met. If peak hour signal warrants will not be met at a given intersection, it is reasonable to conclude that it is not likely that other signal warrants would be met. If peak hour signal warrants are met, it merely indicates that further evaluation should occur in the future as the development occurs. However, a judgment can be made that some intersections will likely meet other signal warrants. Using the long range (2040) background peak hour traffic, peak hour signal warrants will be met at the Prospect/SE Frontage Road and Prospect/LCR5 intersections. Peak hour signal warrants are provided in Appendix D. Geometry As mentioned earlier, several intersections along Prospect Road in this area warrant auxiliary turn lanes with the existing traffic volumes. At the Prospect/Summit View intersection, a westbound right-turn lane is warranted with the existing afternoon peak hour volume. At the Prospect/SE Frontage Road intersection, eastbound and westbound left-turn lanes are warranted with the existing peak hour volumes. At the Prospect/LCR5 intersection, left-turn lanes are required since both Prospect Road and LCR5 are classified as arterial streets. Figure 10 shows a schematic of the long range (2040) geometry. It is assumed that Prospect Road and LCR5 would be improved to a four-lane arterial, as shown on the Fort Collins Master Street Plan and the Timnath Transportation Plan. The I-25/Prospect Interchange will be subject to CDOT long range planning. Operation Analysis Operation analyses were performed at the Prospect/Summit View, Prospect/SW Frontage Road, Prospect/SE Frontage Road, Prospect/LCR5, and the Site Access intersections. Detailed operational analyses were not performed at the I-25 Ramp intersections. The operations analyses were conducted for the long range future, reflecting year 2040 conditions. Calculation forms for these analyses are provided in Appendix E. Using the traffic volumes shown in Figure 9, the key intersections operate in the long range (2040) total traffic future as indicated in Table 4. Calculation forms for these analyses are provided in Appendix F. Pedestrian Level of Service Appendix G shows a map of the area that is within 1320 feet of the Paradigm Property site. There will be three pedestrian destinations within 1320 feet of the Paradigm Property. These are: 1) the residential uses to the east of the site; 2) the commercial uses to the east of the site; and 3) the commercial/industrial uses to the south of the site. This site is in an area type termed “commercial corridor.” The level of service determination assumes that this development will build their streets and adjacent streets in accordance with Fort Collins Standards. The Pedestrian LOS Worksheet is provided in Appendix G. The minimum level of service for “commercial corridor” is B for all categories, except for Street Crossing which is level of service C. As future development occurs in the area, it is assumed that the future developments will build their streets in accordance with Fort Collins Standards. Bicycle Level of Service There are no bicycle destinations within 1320 feet of the site. This site is connected to bike lanes on Prospect Road. Acceptable level of service will be achieved for the bicycle mode based upon future improvements to the street system in the area. Transit Level of Service Currently, this area of Fort Collins is not served by Transfort transit service. CONCLUSIONS This study assessed the impacts of the Paradigm Property site on the street system in the vicinity of the proposed development in the long range (2040) future. As a result of this analysis, the following is concluded: - The development of Paradigm Property is feasible from a traffic engineering standpoint. The trip generation for full development of the Paradigm Property site resulted in 7602 daily trip ends, 456 morning peak hour trip ends, and 631 afternoon peak hour trip ends. Internal trip capture and passby trips were calculated using the information contained in the Trip Generation Handbook, 3 rd Edition, ITE. - The key intersections operate acceptably with the existing control, geometry, and signal timing. - The Prospect/Summit View and Prospect/SW Frontage Road intersections are currently signalized. Peak hour signal warrants will be met at the Prospect/SE Frontage Road intersections with the long range (2040) background traffic. - In the long range (2040) future, given development of the Paradigm Property site and an increase in background traffic, the key intersections are likely to achieve acceptable levels of service with Prospect Road as a four-lane arterial by/before the long range (2040) future. - The long range (2040) geometry is shown in Figure 10. It is assumed that Prospect Road and LCR5 would be improved to a four-lane arterial, as shown on the Fort Collins Master Street Plan and the Timnath Transportation Plan. - The Pedestrian LOS can be achieved in the long range (2040) future provided other properties in the area development the adjacent streets per Fort Collins Street Standards. Acceptable level of service is achieved for the bicycle mode based upon future improvements to the street system in the area. Currently, this area of Fort Collins is not served by Transfort transit service.
