HomeMy WebLinkAboutPOUDRE VALLEY HEALTH SYSTEM HARMONY CAMPUS, FREESTANDING EMERGENCY DEPARTMENT - PDP/FDP - FDP140029 - SUBMITTAL DOCUMENTS - ROUND 1 - TRAFFIC STUDYDELICH UCHealth Harmony Campus ED TIS, November 2014 ASSOCIATES Figure 4 shows the site plan for the UCHealth Harmony Campus ED. The UCHealth Harmony Campus ED will be approximately 17,400 square feet. Access to the site will be via the existing private drive to/from Snow Mesa Drive. Trip Generation, 9th Edition, ITE is customarily used as the reference document in calculating the trip generation. However, the UCHealth Harmony Campus ED land use is not contained in the cited reference. Therefore, information provided by UCHealth was used to calculate the trip generation for the UCHealth Harmony Campus ED. The ED staff (all uses within the building) will be on 12 hour shifts (7 am-7 pm/7 pm-7 am). Shift changes do not occur during the typical peak hours (7:30-8:30 am/4:30-5:30 pm). Staff is in the building during the respective shifts. There are 35 staff on day shift and 11 staff on night shift. The anticipated ambulance and public ED visits were determined from information provided by UCHealth. The lab and pharmacy are uses that are an integral part of any ED facility. However, this lab will also have some visits by the public for lab work. The estimate of this aspect was provided by UCHealth. While the pharmacy is primarily to support the ED, it will be open 24 hours a day with potential sales to the public. However, this will not be advertised as such, so the public access will be minimal according to UCHealth. Table 2 shows the trip generation for the UCHealth Harmony Campus ED. The UCHealth Harmony Campus is expected to generate 554 daily trip ends, 88 morning peak hour trip ends and 54 afternoon peak hour trip ends. The trip distribution for this site is shown in Figure 5. The trip distribution was determined using the existing traffic counts, knowledge of the existing and planned street system, development trends, and engineering judgment. Figure 6 shows the site generated peak hour traffic assignment of the UCHealth Harmony Campus ED. Figure 7 shows the short range (2019) background morning and afternoon peak hour traffic at the Harmony/Snow Mesa intersection. Background traffic volume forecasts for the short range (2019) future were obtained by reviewing traffic studies for other developments in this area and reviewing historic counts in the area. Traffic volumes on Harmony Road were increased at a rate of 1.0 percent per year. The lab use proposed in the ED building is currently within the Redstone building on the Harmony Campus. That lab facility will be moved to the ED building. Adjustments could be made to either the site generated traffic or the background traffic to avoid “double counting” the lab trip generation. However, no adjustments were made since it is expected that another medical related use would occupy the former lab portion of the Redstone building. Table 3 shows the short range (2019) background morning and afternoon peak hour operation at the key intersections. Calculation forms are provided in Appendix D. The Harmony/Snow Mesa intersection will meet the City of Fort Collins Motor vehicle LOS Standard during the morning and afternoon peak hours with existing control and geometry in the short range (2019) background future. Figure 8 shows the short range (2019) total morning and afternoon peak hour traffic at the Harmony/Snow Mesa intersection. Table 4 shows the short range (2019) total morning and afternoon peak hour operation at the key intersections. Calculation forms are provided in Appendix E. The Harmony/Snow Mesa intersection will meet the City of Fort Collins Motor vehicle LOS Standard during the morning and afternoon peak hours with existing control and geometry in the short range (2019) total future. DELICH UCHealth Harmony Campus ED TIS, November 2014 ASSOCIATES The UCHealth Harmony Campus ED site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix F shows a map of the area that is within 1320 feet of the UCHealth Harmony Campus ED site. The UCHealth Harmony Campus ED site is located within an area termed as “commercial corridor,” which sets the pedestrian level of service threshold at LOS B for all measured categories, except for Street Crossing at LOC C. There are three destination areas within 1320 feet of the proposed UCHealth Harmony Campus ED: 1) the commercial area to the north, 2) the residential area to the east, and 3) the Harmony Urgent Care Center to the west. Appendix F contains a Pedestrian LOS Worksheet. Based upon Fort Collins bicycle LOS criteria, there are no destination areas within 1320 feet of the UCHealth Harmony Campus ED site. Appendix F contains a Bicycle LOS Worksheet. Currently, this area is served by Transfort Routes 16 and 17. The transit service is acceptable. It is concluded that, with development of the UCHealth Harmony Campus ED, the future level of service at the Harmony/Snow Mesa intersection will be acceptable. The UCHealth Harmony Campus ED can be built without additional geometric or other street improvements.
