Collins, CO80522 RE: Prospect 7-Eleven Store No. 35506 Project Development Plan – Variance Request REG Project # 111101 Dear Mark: On behalf of the applicant of the abovementioned project, the purpose of this letter is to request approval to a variance of certain City of Fort Collins (City) engineering design standards that are listed in the Larimer County Urban Area Street Standards (LCUASS). The specific codes are listed below with the applicants reason to request the variance. Code : 8.2.9 Curb Return Radii and minimum curb return radii as defined in Table 8-2. Variance: The applicant has proposed driveway connections that are generally consistent with the details in LCUASS Drawing 706, Type 1. The applicant has modified this detail to allow for an additional 2-feet of widening on either side of the driveway at the flowline to better facilitate vehicular movement similar to curb returns. This configuration allows for minimizing impacts to existing utilities within the right of way. Code: 8.2.12 Access Ramps and 16.3.1 Ramp Requirements Variance: Variance to the requirement that the curb ramp(s) in the southeast quadrant of the intersection of Prospect Road and Overland Trail be constructed in accordance with the Construction Drawings 1603 – 1607. Due to existing utility and traffic signal infrastructure a modified curb ramp is proposed at this intersection. The modified ramp has a width of 8 feet but utilized curb head to limit the amount of horizontal foot print and therefore avoid conflicts with the existing infrastructure improvements. Code: 8.2.13 Right of Way Variance: The requirement of a 15-foot easement along the two arterials is requested to receive relief to allow for an eight foot utility easement. The dedication of 7.5 feet of right of way along both of the arterial frontages in addition to 15 feet of utility easement dedication makes this 1/3 acre site difficult to layout for the purposes proposed. The eight foot easement will allow for the layout as is proposed. This request has been discussed with the applicable utility providers (including City Electric/Water/ Sanitary and Storm, Comcast, Xcel and Century Link) and received favorable support from all conditional on the review of the PDP.
