Impact Study – Trip generation analysis (File: 1203ME02)
Per discussions with Ward Stanford, Fort Collins Traffic Operations Engineer, we
obtained peak hour vehicle counts at an existing 7 Eleven Store, without gasoline sales.
The store is located at 430 Remington Street in Fort Collins. The floor area is 2,500
square feet. This store is open 24 hours per day. There are two other uses (hair salon
and coin shop) in the building. The traffic counts obtained distinguished which vehicle trips
were related to the respective uses in the building. The counts were obtained on Tuesday,
February 28, 2012. The weather was cool and dry.
The morning peak hour was 730-830 am. There were 26 ingressing vehicles and 26
egressing vehicles, for a total of 52 trip ends. The afternoon peak hour was 415-515 pm.
There were 23 ingressing vehicles and 23 egressing vehicles, for a total of 46 trip ends.
In Trip Generation, 8th Edition, ITE, there are two categories for convenience stores,
without gasoline sales: 1) Code 851 – Convenience Market (Open 24 Hours); and 2) Code
852 – Convenience Market (Open 15-16 Hours). The peak hour trip generation rates for
Code 851 are: 1) Morning – 67.03 TE/KSF; and 2) Afternoon – 52.41 TE/KSF. Using Code
851 rates, it is estimated that this store would generate 168 morning peak hour trip ends
and 131 afternoon peak hour trip ends. The peak hour trip generation rates for Code 852
are: 1) Morning – 31.02 TE/KSF; and 2) Afternoon – 34.57 TE/KSF. Using Code 852
rates, it is estimated that this store would generate 78 morning peak hour trip ends and 86
afternoon peak hour trip ends.
Using information contained in the cited reference, the estimated trip generation for
this store is considerably higher than the counted traffic. This is especially true for Code
851, the 24 hour store, which would best fit the description at the Fort Collins store. The
morning peak hour estimate is 3.2 times the counted traffic. The afternoon peak hour
estimate is 2.8 times the counted traffic. Even using Code 852, the 15-16 hour store, the
estimated trip generation is 1.5 times and 1.9 times the counted traffic in the respective
peak hours.
Given this comparison, it is concluded that the trip generation rates for Code 851
should NOT be used in calculating the peak hour trip generation for a convenience store,
without gasoline sales. The rates for Code 852 also result in a considerable
overestimation. It is recommended that an average of the Code 852 rates and rates
calculated from the actual traffic count be used for future peak hour trip generation
estimates for convenience stores, without gasoline sales. These average rates are: 1)
morning peak hour – 25.7 TE/KSF; and 2) afternoon peak hour – 26.5 TE/KSF.
