The Autawash Car Care Center, Park South Commercial Plaza — Lot 2-13, request is for a 12,008 square foot building within the Park South Commercial Plaza Planned Unit Development. The facility will be utilized primarily for cleaning and detailing automobiles. The site is located on the south side of West Horsetooth Road and west of Manhattan Avenue, adjacent to and east of Autozone. The property is zoned as C - Commercial District. The affected property owners list for this public hearing is derived from official records of the Larimer County Assessor. Because of the lag time between home occupancy and record keeping, or because of rental situations, a few affected property owners may have been missed. Please feel free to notify your neighbor of this pending meeting so all neighbors may have the opportunity to attend. Collins, CO 80522-0580 Re: Traffic concerns for project #37-94B Dear Mr. Fuchs: This letter is in response to your notification regarding the development plan for an Autawash on Horsetooth Road. My apologies for the delayed response, I was out of town. My concerns are not with the Autawash itself but with the existing problems of high speed and volume of traffic on Manhattan Avenue.I am a resident of that neighborhood and have seen the speeding problem escalate over the past two years. Manhattan is residential street with posted signs for 25 mph. Speeds however reach well into the 40 mph range and this is of serious concern for our neighborhood children. I have written two letters to Richard Brewbaker, traffic engineering technician, requesting speed bumps or traffic slowing devices to be placed but have failed to receive any action. I was informed that because Manhattan is a collector street, 70% of the —1 100 homes in the area must approve of the devices, an unrealistic number of neighbors to contact. Richard Brewbaker has stated "the city is aware that Manhattan Ave. is a major problem." Flashing speed limit signs were placed long ago and have failed to have any effect on the speeding traffic. A speed bump was recently placed further south on Manhattan near the Troutman Park and has been very successful in slowing traffic for those residents. My concern, and neighborhood, are to the north where the Carmike Movie Theater is located. The Autawash is sure to bring more traffic through Manhattan and my neighborhood. My suggestion is to place a 4 way stop at Haven Street (connector street for Auto Zone, Carmike theater and Autawash) and a 3-way stop at Walden Way and/or Dennison St. By placing these stop signs, accompanied by painted crosswalks, it gives our neighborhood children a safe crossing to the Carmike theater AND slows the speeding traffic through our neighborhood. It is my sincere hope and expectation that these concerns will be addressed. The speeding traffic on Manhattan Ave. is lowering our quality of life. A response to this letter is expected.
