KM✓XL- Vaught" Frye Architects VAUGHT FRYE architects May 11, 1999 Steve Olt Planning Department 281 North College Ave. Fort Collins, CO 80524 RE: Planning Objectives for AUTAWASH Integrated car care center Dear Steve, The applicant is proposing a integrated car care center consisting of two I -story buildings and a free standing roof structure on lot 2-B of the Park South Commercial Plaza Minor Subdivision. Lot 2-B is a 1.18-acre site located on the south side of Horsetooth Road just east of Manhattan Avenue (east and adjacent to the existing AutoZone Store). Proposed services to be provided include car wash, lube and gasoline dispensing. There will not be any heavy mechanical work done in this development. The project will be developed in one phase with construction schedule to begin in the late fall of 1999. Three points of access are proposed along the private drive to the south, which leads east from Manhattan Avenue and one point of access to the east into the existing movie theater parking lot. The site plan includes parking spaces for 12 cars and 8 bicycles. There is an existing detached sidewalk along the south side of Horsetooth Road and along the south side of the private drive. This project will provide links to both existing sidewalks providing pedestrian circulation all the way across the site. The buildings are oriented to allow adequate car queuing distances, good site circulation for vehicles while minimizing pedestrian interaction with the vehicles. The service areas are well screened from major public visibility points. The focal point of the car wash building is designed to provide both prominent visibility to Horsetooth Road and a very pleasant waiting area for pedestrians. The predominant architectural material is concrete block masonry with split, standard and ground face types in natural gray tones. The steel lintels, aluminum storefront system and standing seam metal roofmg will provide color accents for the project. The design objectives of the landscape plan are to screen parking and service areas, enhance the pedestrian experience on the site and compliment the building and streetscape with a band of brightly colored landscaping along Horsetooth Road. City Plan Principles and Policies achieved by the proposed plan include: • The project promotes a compact development pattern. • Direct pedestrian connections are provided to all adjacent existing sidewalks and are designed to be safe, comfortable and attractive. • Building entry points are clearly defined and visible from the streets. • Buildings demonstrate a reflection of local values with site specific design. • Building materials, architectural details, color range, building massing and relationships to streets and sidewalks contribute to local character of the neighborhood. • Site design and configuration lend themselves to a natural approach to crime prevention and security. • Site lighting and landscaping are designed to attain Community Appearance and Design objectives.
