There are grade lines associated with this development request that are being shown off -site. This would require an easement from the affected property owner and a letter of intent from that owner is required before this request can go to public hearing. 3. The phasing for this development must be clearly shown on all of the Final Compliance plans. Water/Wastewater: The proposed 6" water main, as shown, is problematic. It is a long, dead-end main. The applicant may be able to bring this main up on the east side of the property. Please coordinate this with the Poudre Fire Authority. 2. There is an existing sanitary sewer service stub to this property from the AutoZone site. This service must be used with the new development or abandoned. Planning: Some lighting levels along the west side of the property may be a little too high (0.2 - 0.5 foot candles) based on the requirement set forth in Section 3.2.4(D)(8) of the Land Use Code (LUC). 2. The "vehicular use areas" are not being adequately screened from the street and adjacent properties, per Sections 3.2.1(E)(4)(b) and 3.2.2(J) of the LUC. This completes staff (and outside reviewing agencies) review and comments at this time. Additional comments and red -lined plans may be forthcoming. This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being January 2, 2004) as set forth in Section 2.2.11(A) of the Land Use Code. Gas services to each unit (building) will need to be installed prior to asphalt. Department: Engineering Issue Contact: Katie Moore Topic: General Number: 11 Created: 12/30/2003 [12/30/03] Reading the conceptual review letter sent to the applicant, then reading my conceptual review comments in the Engineering file, it appears that engineering was mis- quoted in the letter sent to the applicant. That letter stated that: "Development of this property will have to dedicate necessary additional street right-of-way (ROW) and easements behind the ROW for West Horsetooth Road. There currently is 50' of right-of- way (south of the centerline of the street) and 57.5' is ultimately required." Engineering's file comments state that the existing ROW on Horsetooth is 50' plus 12' for the right turn lane, and 7.5' of additional ROW is needed, and that the utility easement should be a total of 15' beyond the new ROW. The additional 7.5' of ROW is still required, as is the 15' utility easement behind that. Most of the information on this plan (as submitted) appears to be a re -statement of the information typically on a civil engineering plan. There are site notes, i.e., gravel landscape, concrete wheel stops, etc.; but, there are no dimensions, no off -sets, no features are dimensioned, etc. Please lose the "civil" data and add real Site Plan data / information. Will there be a trash enclosure for the car wash in Phase Two? * The required signature blocks must be put on the Site Plan at time of Final Compliance,'at the latest. This PDP Site Plan should be revised to accommodate the signature blocks. Copies of the required signature blocks are attached to this comment letter. This should be changed accordingly. Also, please remove the reference to a Maximum Building Height of 3 Story, 40'-0". It has no relevance. They are currently enforcing the 1998 ANSI for accessibility to the toilet rooms. Any cutting and welding during automobile repair would place this development into a more restrictive Occupancy per the Uniform Building Code. Number: 38 Created: 1 /2/2004 [1/2/04] There is a dark line on both the Valvoline East & West Elevations on the Elevations Plan, A2 that in some way relates to "three bays". This is unclear, especially "since it appears to represent a break in the building plane that is not shown on the Site Plan and that would have an affect on an overhead door.
