Figure 3 shows the short range background peak hour traffic at the key intersections. The background traffic includes development of the Timberline Village retail center north of Harmony Road, but does not include development of the Harmony Lifestyle Center. The Harmony Lifestyle Center is not likely to be built and occupied by the year 2006. Table 2 shows the operation at the key intersections using the traffic shown in Figure 3. The key intersections are expected to operate acceptably. Calculation forms are provided in Appendix B. Figure 4 shows the short range total peak hour traffic at the key intersections. The site generated traffic was added to the background traffic to develop these traffic forecasts. Table 3 shows the operation at the key intersections using the traffic volumes shown in Figure 4. Calculation forms are provided in Appendix C. The key intersections will operate similarly to that shown with just the background traffic. Discussions with City staff indicated that pedestrian connections to the adjacent neighborhoods were important for the PVHSHC. Appendix D contains a graphic showing the pedestrian destinations within 0.25 miles of the proposed PCMOB. There are three residential areas within 0.25 miles of this site. The existing buildings within the PVHSHC are also within 0.25 miles of the site. The Pedestrian LOS Worksheet for the PCMOB is also provided in Appendix D. This site is in the Transit Corridor Area Type, even though there are no current transit routes on Harmony Road. It is also in the School Walking Area Type, even though there will be little pedestrian affinity between schools and the PCMOB. The minimum levels of service for both of these area types are B for all factors, except for visual interest and amenities, which is C. Some of the service factors cannot be achieved. It is recommended that a temporary asphalt path be constructed connecting to destinations 1 and 2. Destination 4 will be connected with completion of the loop drive. The desired pedestrian level of service cannot be reasonably achieved for the mobile home park. The City staff will need to grant an exception with regard to this pedestrian destination. By definition, there is only one bicycle destination with 0.25 miles of the PCMOB. This is the Traut Core Knowledge School. However, there will be little affinity between the PCMOB and the school. When the recommended temporary asphalt path is built between Timberwood Drive and the PCMOB, bicyclists will be able to utilize this facility. It should be wide enough to accommodate pedestrians and bikes. The Bicycle LOS Worksheet is provided in Appendix D. There is no existing transit service within one mile of this site. The site plan is shown in Figure 1. The z private loop drive is intended to be extended to Snow Mesa Drive. A portion of Snow Mesa Drive will be built south of Harmony Road. A N n scoping conversation was held with Eric Bracke, Fort Collins Traffic ti N Engineer. This proposal was presented to the Fort Collins engineering and planning staff. There will be on -going discussions regarding the access to Harmony Road. Given all of the previous information provided regarding the PVHSHC, a technical memorandum was agreed upon., The proposed PCMOB will be 22,500 square feet. Using Trip Generation, 7 h Edition, ITE, this building is expected to generate approximately 710 average daily trip ends, 56 morning peak hour trip ends, and 77 afternoon peak hour trip ends. Based upon current traffic counts and review of previous transportation studies for the PVHSHC, the trip distribution is expected to be 40% to/from the west, Uj 30% to/from the north, 15% to/from the east, and 15% to/from the south. CL cs z ¢ Figure 2 shows recent balanced counts at key intersection in Zthe area. Most of these traffic counts were obtained in late 2003. The balancing occurred due to traffic counts being obtained on ® z different days. Table 1 shows the current operation at the key U intersections. Calculation forms are provided in Appendix A.
