HomeMy WebLinkAboutPROSPECT INDUSTRIAL PARK, MIDPOINT SELF-STORAGE - PDP - 28-98D - CORRESPONDENCE - (4)StormwaterBasil Hamdan There is an issue with the "future" storm sewer pipe. Stormwater wants the ultimate pipe designed and constructed now. 2. Letters of intent for the necessary easements from Third Parties must be submitted for review prior to scheduling this development request for a public hearing. 3. How will the inlet on the future Sharp Point Drive function? 4. Minimize (combine) the number of outlets. 5. All stormwater easements must be 20' wide. 6. The plans do not clearly differentiate between what is existing and what is proposed in this project. Water-Wastewater/Jeff Hill A 12" water main, instead of an 8" main, is required in Sharp Point Drive. 2. The number of proposed fire hydrants in the project appears to be excessive. Please check with the Poudre Fire Authority for their needs. This completes staff (and outside reviewing agencies) review and comments at this time. Additional comments and red -lined plans may be forthcoming. This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being July 30, 2003) as set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all of your red -lined plans when y re -submit. The number of copies of each document to re -submit is shown on the attached Revisions Routing Sheet. If you have any questions regarding these issues or any other issues related to this project, please feel free to call meat (970) 221-6341. Yours Truly, Steve Olt City Planner cc: Midpoint Development North Star Design King Surveyors Land Architects Page 8 I/ Number: 15 Created: 7/17/2003 Fire hydrants which connect to a proposed water main must be connected with a swivel tee. Maintain a 10 foot separation between buildings and fire hydrants. Number: 16 Created: 7/17/2003 Provide a steel casing on the 12-inch water main at the dual storm sewer crossing. Include the steel casing detail on the detail sheet. Include all information for the construction of the steel casing (i.e. wall thickness, length, diameter, etc.). Number: 17 Created: 7/17/2003 Maintain 10 feet minimum separation between thrust blocks and all other underground utilities. See site landscape and utility plans for other comments. Department: Zoning. Issue Contact: Peter Barnes Topic: zoning Number: 3 Created: 6/18/2003 The driveways are considered a parking lot per the definition of "off-street parking or vehicular use area". Therefore, 6% of the interior of the parking lot is required to be in landscape islands. (Section 3.2.2(M)(1) and 3.2.1(E)(5)). Number: 4 Created: 6/18/2003 Site plan lacks a lot of information. Need to show building dimensions or envelopes and distances to lot lines or other buildings. Need a land use data table containing description of proposed use, number of storage units, square footage, etc. Number: 5 Created: 6/18/2003 Provide a fence detail showing what the 6wood fence looks like. Number: 6 Created: 6/18/2003 The site plan indicates that all of the drive aisles are 25' wide. However many of them scale to only 20' wide. Either change the plan so that all the aisles scale to 25', or change the plan to correctly state what the aisle widths are. If they really are only 20', that's probably to narrow. The following comments were expressed by City staff at a development review meeting on July 16, 2003: Engineering/Sheri Wamhoff The temporary storm sewer at the southeast comer of the site should be designed and shown as a permanent sewer now. 2. There will be an overlay project for Midpoint Drive done soon. Any. cuts to that street after the overlay is done will be very expensive. 3. There are utility and Natural Resources easements needed for this project. The necessary easement from the Natural Resources Advisory Board could delay the development review process. Page 7 Department: Transfort Topic: General Number: 7 No comment Issue Contact: Garold Smith Created: 6/26/2003 Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation Number: 8 Created: 7/16/2003 Since both Midpoint and Sharp Point Drives are classified as collectors on the Master Street Plan, a striping plan for both streets is needed. Please keep in mind that Midpoint is a collector without on - street parking. Number: 9 Created: 7/16/2003 Please delineate and label the new right-of-way on all plan sets, including the site plan for Midpoint and Sharp Point Drives. Number: 10 Created: 7/16/2003 There appears to be an inconsistency between the site and landscape plans and the utility plan. On the utility plan the curb, parkway and sidewalk end prior to the edge of the property on Sharp Point Drive, while the landscape and site plans have these improvements shown to the edge of the property? According to the Engineering Dept. the curb and walk are to end prior to the edge of the property. Please make the corrections to the site and landscape plans to reflect the utility plans. Department: Water Wastewater Issue Contact: Roger Buffington Topic: Utility Number: 18 Created: 7/21/2003 As a, result of a meeting with PFA, delete two fire hydrants and move one as noted on the utility plans. Number: 19 Created: 7/21/2003 Coordinate with JR Engineering on alignment of water main in the future Sharp Point Drive. The cost of the boring and railroad crossing will be the responsibility of this development and the SideHill development. A meeting is suggested to facilitate this coordination and determine which plans will include the crossing. Department: Water Wastewater Issue Contact: Jeff Hill Topic: Utility Number: 12 Created: 7/17/2003 Include the standard general note pertaining to the utility/landscape separation distances. Show all existing/proposed water and sewer lines the site/landscape plans and maintain the required landscape/utility separation distances. Number: 13 Created: 7/17/2003 Include a note on the utility plans to coordinate abandonment of existing water and sewer service with the city of Fort Collins Utilities. Number: 14 Created: 7/17/2003 Water line within the Sharp Point Drive extension must be 12-inch. Provide a profile of the 12-inch water line and complete the design for the crossing at the rail road tracks (Include a steel casing at the rail road crossing). Page 6 Department: Police Topic: General Number: 11 No comments. Issue Contact: Joseph Gerdom Created: 7/ 17/2003 Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Drainage outfall Number: 21 Created: 7/22/2003 The proposed temporary drainage outfall from Pond 2 and from the rear swale should be redesigned such that the permanent outfall is built now rather then with the construction of Sharp Point Drive. There is no need for an interim outfall situation since the permanent facilities can be built at this stage. Storm sewer 1 A profile shows a 11 foot separation from the existing 42 in sanitary sewer main. Please provide a 1.5 foot separation from that main if possible in order to maintain proper clearances, otherwise provide support to prevent the 42 in line from weighing on the sanitary sewer main. Topic: easements Number: 20 Created: 7/22/2003 Please provide a 20 foot wide drainage easement for all proposed storm sewers. A permanent drainage easement from the City of Fort Collins Utilities who owns the ponds where this site drains to will be required prior to hearing. Please contact the City Right Of Way office to start the process of obtaining such easements. Topic: Erosion Control Number: 25 Plan is OK. Created: 7/22/2003 Topic: Grading Number: 24 Created: 7/22/2003 Please call out the elevations for the proposed fill along the future Sharp Point Drive Right Of way. Topic: Inlet on Sharp Point Drive Number: 23 Created: 7/22/2003 How will the inlet on Sharp Point Drive be protected in the interim situation to prevent dirt from eroding and draining freely into the existing pond. Topic: Pond 2 Grading Number: 22 Created: 7/22/2003 It seems that some of the grading for Pond 2 will involve excavating around an existing power pole. Please obtain the approval from the owner of the electric line for: sharing in their easement and for excavating around their power pole. Topic: Water Quality Outlet Details Number: 26 Created: 7/22/2003 Please provide a water quality outlet elevation table for Pond 2 similar to the one provided for Pond, 1. Page 5 Topic: Landscape Number: 52 Created: 7/25/2003 Do not title the plans addition to midpoint self storage. They should be `Midpoint Self Storage' with what ever you want at the end. Number: 53 Created: 7/25/2003 Identify that the sidewalks are 5 foot and the parkways are 8 foot. Number: 54 Created: 7/25/2003 Need to identify the emergency access location and identify what the interior striping would be there. May also need to identify what happens to the area when the emergency access point on Midpoint goes sway. A separate bubble for these may work best. Number: 55 Created: 7/25/2003 Need to show where the curb gutter and sidewalk are going to end on Sharp Point. The trees beyond this point will probably not be able to go in and will need to be escrowed for with the rest of the street improvements. Topic: Plat Number: 31 Created: 7/25/2003 Correct the certificate of dedication Number: 32 Created: 7/25/2003 Correct the City approval signature Number: 33 Created: 7/25/2003 EAE easements are not listed in the legend Number: 34 Created: 7/25/M03 They are to be emergency access easements not fire access easements. Number: 35 Created: 7/25/2003 Need to identify what Tract A is. Is it row dedication? Number: 36 Created: 7/25/2003 Need a radius at the NE corner of the property. Number: 37 Created: 7/25/2003 Show the off -site easements that are needed with this project. Department: Light & Power Issue Contact: Doug Martine Topic: Light & Power Number: 1 Created: 6/18/2003 Light & Power Development charges will apply to this site even if additional power is not required. Assuming tract A becomes a dedicated city street (Sharp Point Dr.), these charges are currently estimated to be $20,000. Coordinate with L&P Engineering at 221-6700. Number: 2 Created: 6/18/2003 There is an existing electric vault near the N.E. comer of this site. This vault may be the one identified as "existing fiberoptic vault to remain." This fiberglass electric vault cannot be in the street. If it needs to be relocated, the costs will be at developer expense. Page 4 Number: 41 Created: 7/25/2003 Need to address how the drainage will work at the intersection of Sharp Point and Midpoint Drive with the removal of the curb and gutter. It might be a good idea to meet with Engineering, Stormwater and Natural Resources regarding this design. It might be worth looking at adding some inlets and tying into and upsizing the 24 inch pipe to drain the intersection. Number: 42 Created: 7/25/2003 Please provide some elevations at the access drive off of Sharp Point so can determine how the drainage at this drive is going to work. Also please label as future emergency access. Number: 43 Created: 7/25/2003 Note on the plans that the curb height at the emergency access drive off of Midpoint Drive is to transition to a 0 inch height at the sidewalk. Number: 44 Created: 7/25/2003 Midpoint Drive will need to be fully milled and overlayed from the west side of the first cut to the intersection with Sharp Point. This street will be milled and overlayed in mid September. As your work will occur after this you will need to do a full mill and overlay when your work is done. This needs to be noted and shown on the utility plan. Number: 45 Created: 7/25/2003 Need to provide spot elevations for the intersection of Sharp Point and Midpoint Drive. Number: 46 Created: 7/25/2003 " A portion of the new curb you are showing on the east side of Sharp Point may need to be built in order to get the intersection to drain. Number: 47 Created: 7/25/2003 Show that there will be a future ramp on the east side of the intersection if one does not already exist. Number: 48 Created: 7/25/2003 A cross -pan is not allowed across collectors. We would like to look at other options before we agree to the use of a cross -pan. If cross -pan is used need to provide information showing that it is meeting min grades. Number: 49 Created: 7/25/2003 Need to work with utilities to make sure that the driveway as you are showing still works for them (that any changes to it are acceptable). Number: 50 Created: 7/25/2003 Your note on the street plans. This is true we are not requiring the off -site design if we have a design from SideHill that this ties into. Not sure that what we have seen from SideHill ties in at this location. The grade going down to the railroad tracks seems to comply with what they have shown, although from what we have seen from them the grade break between the two designs is greater than allowed. Number: 51 Created: 7/25/2003 Please show 20 - 50 feet of the centerline grade proposed by SideHill. I have shown what the plans we have said, but don't think that is the most current design. Page 3 0 Topic: Site Number: 56 Created: 7/28/2003 The Site Plan as submitted lacks a significant amount of information. It does not contain the required signature blocks, a Vicinity Map, Land Use Statistics, Legal Description, etc. Please see a copy of the recorded Site Plan for the first Midpoint Self -Storage project that was approved on August 3, 2001. The same information needs to be on this current Site Plan. Number: 58 Created: 7/28/2003 How many total square feet of leasable floor area in the buildings will there be? The Site Plan currently does not provide this information. Number: 59 Created: 7/28/2003 The Site Plan shows 2 fences in the project, a wrought iron fence at the front corner and a 6' high wood fence along the rear and a portion of the east side. Details are needed, on either the Site or Landscape Plan, for both these fences. Also, is there to be a section of fence between Buildings 9A & 913? If so, what kind? Number: 60 Created: 7/28/2003 The existing sewer easement running diagonally through the property must be identified on the Site & Landscape Plans. Number: 61 Created: 7/28/2003 More information is needed on the Site Plan relating to land uses, zoning, and improvements on properties surrounding this subject property. Topic: Utility Number: 27 Created: 7/23/2003 Len Hilderbrand of Excel Energy (Public Service Company) offered the following comments: a. Public Service Company has an existing gas main and electric distribution line located along the proposed development. Any relocation of existing lines would be at the developer's expense. b. It appears that Public Service Company may need to relocate an existing electric feeder pole and lower the existing gas line. C. No trees may be planted within 4' of gas lines and 10' of overhead electric lines. Department: Engineering Issue Contact: Sheri Wamhoff Topic: Drainage outfall Number: 39 Created: 7/25/2003 Storm line I needs to be built now, not in the future. This will save the developers the cost of one pipe. Number: 40 Created: 7/25/2003 Need to obtain the off -site easements from utilities and natural resources for the drainage pipes. Topic: General Number: 38 Created: 7/25/2003 Please provide two benchmarks. Page 2 am STAFF PROJECT REVIEW Citvof Fort Collins DCB Construction Company, Inc. Date: 7/30/2003 c/o Darren Zethren 909 East Sixty -Second Avenue Denver, CO 80216 Staff has reviewed your submittal for PROSPECT INDUSTRIAL PARK, MIDPOINT SELF STORAGE (LOT 33) - TYPE I (LUC) #28-98D, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Steve Olt Topic: Building Number: 30 Created: 7/23/2003 Rick Lee of the Building Department is sending a copy of the Building Code and Standards that will apply to this development proposal. Number: 62 Created: 7/29/2003 Most of the directional references on the Building Elevations are incorrect, based on a cross-reference to the Site Plan. Please see the red -lined Building Elevations that are being forwarded to the applicant. Number: 63 Created: 7/29/2003 Two short wall sections of Building 5 should be changed to masonry walls. These two sections have a significant visual impact to and from Midpoint Drive. Please see Sheet SP-4 of the red -lined Building Elevations that are being forwarded to the applicant. Topic: General Number: 64 Created: 7/29/2003 Will the "outermost driveway loop" within the facility be a Fire Lane, similar to the identified Fire Lane in the existing facility? Topic: Landscape Number: 29 Created: 7/23/2003 Laurie D'Audney of the City's Water Conservation section is sending copies of the Water Conservation Standards for Landscaping and Irrigation Systems. Number: 57 Created: 7/28/2003 Per the Zoning Department's comment #3, the drives in this self -storage facility are considered to be a parking lot and are required to provide at least 6% interior landscaping as set forth in Section 3.2.1(E)(5) and Section 3.2.2(M)(1) of the Land Use Code. The applicant will be required to submit to the City a request for modifications to these 2 standards if the intent is to not meet these standards. If a request is submitted then only the Planning and Zoning Board is authorized to grant the modifications. Number: 65 Created: 7/29/2003 The Landscape Plan does not comply with Section 3.2.1(D)(3) of the Land Use Code dealing with Minimum Species Diversity. The maximum number of any one species of trees permitted is 15%, or I I trees (of the 72 trees on the plan). More diversity is required. Page 1
