Please keep in mind that Midpoint is a collector without on -street parking. (REPEAT COMMENT 9-23-03) A striping plan was not submitted with the second submittal. On the utility plan the curb, parkway and sidewalk end prior to the edge of the property on Sharp Point Drive, while the landscape and site plans have these improvements shown to the edge of the property? According to the Engineering Dept. the curb and walk are to end prior to the edge of the property. Please make the corrections to the site and landscape plans to reflect the utility plans. (REPEAT COMMENT 9-23-03) The discrepancy,.between the plan sets has not been corrected. Topic: Utility Number: 70 Created: An Air Relief Valve (ARV) will be required on the at the high point adjacent to the railroad tracks standard ARV detail on the detail sheet. 9/24/2003 12-inch water main Provide the Number: 71 Created: 9/24/2003 A minimum of 4.5 depth of bury over water mains is our standard. A variance to a minimum depth of 4 feet could be granted if all other options have been explored an ruled out. Perhaps using dual arched pipes at the proposed water main raising will allow the necessary room to avoid a variance. i Number: 72 Created:'9/26/2003 Please provide a cost estimate for the construction of the 12-inch water main from the proposed plug to the south side of the existing railroad tracks. City staff has determined that the plans are in a condition that enables the project to be scheduled for an administrative (Type I) public hearing. However, Final Compliance approval cannot be granted until the necessary off -site easements are completed. The other outstanding issues '(from City staff) can be addressed prior to the PDP public hearing or with the Final compliance submittal. Be sure and return all of your redlined plans when you re -submit any plans. The street, tree locations must be adjusted to provide 40 ft. minimum clearance between the tree(sb and streetlight (s). If the tree is an ornamental, the clearance can be reduced to 15 ft. Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Easements Number: 20 Created: 7/22/2003 9/23/03 Need to obtain a 20 foot temporary easement and a 20 foot permanent easement for the revised pipe outfall into the pond. This will be needed prior to final plan approval. Topic: Utility Plans Number: 24 Created: 7/22/2003 9/23/03 The utility plans do not differentiate correctly between the existing, future and proposed lines, particularly for the existing lines along Midpoint Drive and Sharp Point Drive. Please clarify and adhere to the symbols as shown in the legend. Topic: Water Line Separation Number: 69 Created: 9/23/2003 The proposed separation between the future water line in Sharp Point Drive and the proposed 36 " storm sewer is only 12". Is this from outside pipe diameter ? This is below the 18" minimum, and would. leave only 3.5 feet of cover for the future water line. It is suggested that an elliptical pipe be used or dual 30 inch pipes that would provide the water line with a minimum 4 feet of cover. 12 separation will then be approved as a variance by the utilities (stormwater and water). Topic: Landscape I Number: 55 Created: 7/25/2003 Need to show where the curb gutter and sidewalk are going to end on Sharp Point. The trees beyond this point will probably not be able to go in and will need to be escrowed for with the rest of the street improvements. 9/26/03 Curb gutter and walk will not go all the way to the railroad tracks at this time and as such that corner will not be at final grades. What is to be planted here? Maybe better to escrow for the plantings that would not be in ultimate grade. Topic: Drainage outfall Number: 82 Created: 10/3/2003 The most critical outstanding comment from staff is the need for the off -site drainage easement that must go to the Natural Resources Advisory Board and ultimately City Council (at 2 readings) for a final decision. The PDP administrative (Type I) hearing can be scheduled but no Final Compliance approval can be given until Council has approved the off -site easement. The last paragraph of the interpretation clearly states that parking areas internal to a mini -storage facility that are visible from adjacent streets and properties still must be adequately screened.
