Table 3 shows the intersection level of service and delay using the volumes shown in Figure 3. Calculation forms are provided in Appendix B. The increase in delay is 0.7 percent and 1.5 percent in the respective peak hours. Based upon this analysis, it is concluded that Midpoint Self Storage, Phase 2 will meet the APF criteria at the Prospect/Timberline intersection. Figure 1 shows the location of the Midpoint Self p rn CD Storage property. Midpoint Self Storage, Phase 1 is built and z T occupied. Phase 2 is for 43,500 square feet of self storage. The w a or-- trip generation for Phase 2 is shown in Table 1. Because of the low S rn trip generation, a detailed traffic impact study is not required. w i.i However, because there are existing operational concerns regarding othe Prospect/Timberline intersection, staff requested an adequate N p public facilities (APF) analysis. This memorandum addresses the APF 1� issues at the Prospect/Timberline intersection for Midpoint Self N Storage, Phase 2. The transportation impact study guidelines indicate that significant impact is defined in Section 4.5.2.A.2 in the "Larimer County Urban Area Street Standards," as follows: "When the background traffic conditions (without project traffic) causes an intersection to fail the minimum acceptable level of service standards; and when the project traffic causes more than a 2 percent increase in the intersection delay." The analyses contained in this memorandum use recent traffic counts (supplied by the City) dated November 2001. These traffic counts are shown in Figure 2. These counts indicate that the W Prospect/Timberline intersection is operating at level of service F during both hours peak with the existing geometry. a Z Since improvements to this intersection are not on a capital Fr improvement program, this APF analysis included existing traffic Zfactored to the year 2006 at 1.5 percent per year, plus V (5 known/approved projects that impact the subject intersection. These Z projects are: Rigden Farm 60 Filing, Spring Creek Center, Midpoint J LIJ Self Storage Phase 1, and Centerpoint Plaza Building A. the base j� �0 Z (2006) peak hour traffic at the Prospect/Timberline intersection is Q F shown in Figure 3. The APF analysis must use the existing geometry ¢ at the subject intersection. Table 2 shows the intersection level a of service and delay using the volumes shown in Figure 3. Calculation z forms are provided in Appendix A. Clearly, this intersection will a cc operate unacceptably with the existing geometry. In order to meet H the APF criteria, the delay at the Prospect/Timberline intersection W 03 could not exceed 123.6 seconds and 121.6 seconds in the respective 0 peak hours. These values reflect a 2 percent increase in delay at LL this intersection with the current geometry. The calculated trip generation was assigned to the Prospect/ C G Timberline intersection.
