The LOS analysis results shown on Table 1 indicate that for short-term background conditions, the westbound right turn at Timberline Road/Midpoint Drive will continue to operate at LOS C during the peak hours. As through traffic volumes increase over the short term, the delays on the Sharp Point Drive approaches to Prospect Road are shown to increase. While there will continue to be delays for the minor street movements, the overall intersection will operate acceptably. As mentioned in the discussion for existing conditions, there are alternate routes to access the developments along Sharp Point Drive and Midpoint Drive that are expected to be utilized as delays at the intersection of Sharp Point Drive/ Prospect Road increase. With the addition of the minimal peak hour site traffic volume, the intersections will continue to operate as described for short-term background conditions. No modifications are recommended at the study intersections. Site Access and Circulation Access to the mini -storage area and office/apartment is provided by one new curb cut onto Midpoint Drive. From this access, a 25 foot drive aisle is generally provided throughout the site. This spacing of the drive aisles is generally sufficient to accommodate the tuming radius of a passenger car with trailer, a motor home, or a single -unit truck. Some maneuvering may be necessary depending on the storage space being accessed. The proposed security gate is setback over 50 feet from Midpoint Drive which should provide adequate off-street stacking for vehicles while the gate is opened. Conclusions The Midpoint Self Storage Solutions Project is a proposed mini -storage facility on Midpoint Drive just west of the intersection with Sharp Point Drive in Fort Collins, Colorado. The site plan includes approximately 100,000 square feet of indoor storage units, a 25,000 square feet outdoor storage area, and an office with an apartment unit. There are no development plans for the eastern portion of the site at this time. The site is estimated to generate 320 vehicle trips per day with approximately 20 trips in the AM peak hour and 30 trips in the PM peak hour. The westbound right turn movement at the intersection of Timberline Road/ Midpoint Drive is currently operating at LOS C during the peak hours. In the short-term (Year 2005), the intersection is expected to continue operating at LOS C for background conditions and with the addition of site traffic. While the overall intersection of Sharp Point Drive/ Prospect Road is operating acceptably, the left turn movements from Sharp Point Drive currently experience delays during the peak hours. These delays are expected to continue over the short term. The volume of site traffic is low and only a slight difference in operations are expected once the site is constructed. Based on the analysis, no modifications are recommended to the study area intersections. The site plan shows adequate on -site circulation and setback to the security gate. This difference is primarily due to the limited data set used in the software. In addition, the software does not accurately consider the gaps created by the upstream and downstream signalized intersections. As a result, the software can overestimate the delay for the minor street movement and for the overall intersection. Based on studies at other stop controlled intersections, delay is expected to be more in the range of 90 to 120 seconds. As through traffic increases and the delays are extended, instead of making a left turn movement at this unsignalized intersection, some drivers are expected to seek an alternate route on the existing road network to avoid the longer delays. This intersection is not identified by the City as a candidate for future signalization. Site Traffic Trip generation estimates were calculated for the proposed mini -storage operation using the rates contained in the Institute of Transportation Engineers trop generation manual'. The rates and estimated site trips are shown in Table 2. The traffic volumes generated by the proposed mini - storage site are low, with approximately 20 vehicle trips during the AM peak hour and 30 vehicle trips during the PM peak hour. The site trips were assigned to the surrounding road network based on the distribution percentages shown on Figure 4. The distribution was established based on existing traffic volumes and a general knowledge of area traffic patterns. Figure 5 presents the site generated traffic volumes estimated at the study intersections. Since Midpoint Drive is a right in/right out access only, trips destined for southbound Timberline Road were assigned to exit at Sharp Point Drive and travel on Prospect Road to access Timberline Road Short Term Traffic Volume Forecast Construction of the proposed mini -storage facility is planned to be completed within the next five years. Background traffic volumes were estimated for the Year 2005 using a two percent annual growth in traffic at the study area intersections. Using this growth rate on the side streets (Midpoint Drive and Sharp Point Drive) will account for development on the remaining few lots within the area. The resulting short-term (Year 2005) background traffic volumes are presented on Figure 6. The total Year 2005 traffic volumes including the background and site generated traffic are shown on Figure 7. While there are long-term plans to extend Sharp Point Drive to the south, this improvement is not expected to be initiated over the short term. As shown on Figure 7, no short- term improvements were identified within the study area and the existing laneage and traffic control were used in the analysis. The existing counts and lane geometry are presented on Figure 3 and the count data is included as an attachment. Midpoint Drive and Sharp Point drive are designated as collector roadways. The road cross -sections are sufficiently wide to provide two travel lanes and parking lanes (or additional turn lanes at intersections). The posted speed limit is 25 miles per hour on the two roads. Sharp Point Drive presently terminates as a gated access to a water reclamation facility where there is also trail head parking. Timberline Road is a two-lane arterial roadway near the site with a posted speed limit of 40 miles per hour. The paved shoulders provide bike lanes. The intersection of Timberline Road/ Midpoint Drive is restricted by a "pork chop" median to right in/right out access to Midpoint Drive. Prospect Road is a two-lane arterial roadway with auxiliary right and left turn lanes in the east and westbound directions at the intersection with Sharp Point Drive. This intersection is controlled by stop signs on the Sharp Point Drive approaches. The posted speed limit is 40 miles per hour to the west of Sharp Point Drive and 45 miles per hour to the east of Sharp Point Drive. Existing Intersection Operations To evaluate the existing operations at the two study intersections, the Level of Service (LOS) was calculated. The Highway Capacity Manual (HCM)' applies LOS A through F designations, with LOS A indicating very good operations and LOS F indicating poor, congested operations. The intersection LOS is represented as a delay in seconds per vehicle for the intersection as a whole and for critical turning movements. The LOS was calculated for the peak hours at the study area intersections using the methods in the HCM manual. The City of Fort Collins Traffic Impact Study Guidelines' indicate that LOS D is the minimal acceptable overall operating condition at intersections. The results of the intersection LOS calculations are summarized in Table 1. The intersection LOS worksheets are included as an attachment. The data in Table 1 show that the westbound right turn movement at the intersection of Timberline Road and Midpoint Drive is operating acceptably at LOS C during both peak hours. At the intersection of Sharp Point Drive and Prospect Road, the minor street traffic on Sharp Point Drive experiences delay in turning onto Prospect Road as shown by the LOS F for the left turn movements during the peak hours. Based on a discussion with the city traffic engineer, this project required only a brief traffic impact study letter evaluating the short term traffic conditions at the intersections of Midpoint Drive/ Timberline Road and Sharp Point Drive/ Prospect Road. An evaluation of pedestrian and bicycle facilities was not required due to the nature and location of the project. Project Description This project proposes the construction of a mire -storage facility on lots 32 and 33 of the Prospect Industrial Park, located near the intersection of Sharp Point Drive and Midpoint Drive. A vicinity map is included as Figure 1. The area surrounding the site is mostly developed and includes light industrial and office uses. The proposed mini -storage facility will include approximately 100,000 square feet ofindoor storage, a 25,000 square foot outdoor storage area (for RVs, boats, etc), and an office/apartment unit. A preliminary site plan is presented on Figure 2. There are no current plans for development of the eastern portion of the site which may include dedication of a tract for a future right-of-way for the extension of Sharp Point Drive. Access to the site will be provided through a twenty-five foot new curb cut onto Midpoint Drive near the western property line. The entrance will access a small parking area and entry to the storage area will be restricted by a gate located approximately 50 feet from Midpoint Drive.
