HomeMy WebLinkAboutPALMER DESIGN CENTER - PDP - 47-98 - CORRESPONDENCE -Depending on the outcome of a scheduled meeting with Stormwater and Engineering staff later this week, this development proposal could possibly be scheduled for an administrative public hearing in the near future. The number of copies of each revised document to be submitted is defined on the attached Revisions Routing Sheet. Please return all red -lined plans and reports with your revisions when they are submitted to the Current Planning Department. See copies of the Project Comment Sheet and attachment dated 10/30/98 from Tim Buchanan, the City Forester, regarding trees in front of the southerly building. His comment has not been adequately addressed. The following comments and concerns were expressed at the weekly Staff Review Meeting on December 8, 1998: Stormwater 8. An analysis of the off -site storm sewer on the property to the east must be done. A letter of intent for a future easement is needed from the property owners to the east before this request can go to public hearing. 9. The emergency overflow from this site is currently directed to the parking lot on the property to the east. It should be directed north out to Horsetooth Road. 10. The water quality calculations are wrong and must be redone. Engineering 11. Whether or not the median in Horsetooth Road should be extended to the east needs to be addressed with this project. A meeting with Tim Blandford, Eric Bracke, and Matt Baker should be scheduled to discuss this issue. This could be a major issue. 12. A shared access easement with the property owners to the east (for shared access on the existing driveway) is needed. Planning 13. What was done to so dramatically change the lighting plan to apparently bring it into compliance with the requirements of Section 3.2.4 of the LUC that allow a maximum 10 foot-candle level? 14. Additional comments are on red -lines plans that are being forwarded to the applicant. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. 2. A copy of the comments received from Roger Buffington of the Water/Wastewater Department is attached to this letter. Kathleen Reavis of the Transportation Planning Department offered the following comments: a. Confirm that all crosswalks on -site are planned to be enhanced. It is not clear from the notes on the Site Plan because some are labeled as enhanced while others are not, although all [graphically] appear to be enhanced. Also, there should be a sidewalk on the end of the island protruding east from the southeast corner of the north building, with an enhanced crosswalk across the entry drive at that point. b. The bicycle parking locations are better than previously shown! C. The future pedestrian connection to the adjacent site to the south looks to be OK. Doug Martine of the Light & Power Department stated that it would be helpful if the streets were identified on the Landscape Plan. 6. Representatives of the Zoning Department offered the following comments: a. What are the proposed uses for each building? The uses need to be identified to enable a determination of the parking allowance for this project. b. The building on the north needs a handicapped parking space and ramp. C. Show ramps for the handicapped parking spaces at the southerly building. d. Show building dimensions and distances to the property lines. e. It is difficult to tell what the building light fixtures look like from the elevations. Be sure that they are down -directional fixtures. f. Trees in grates are needed in front of both buildings, with 3 to 4 in front of the southerly building and 1 in front of the north building. g. The Site Plan needs to show building envelope dimensions and distances to the nearest two property lines.
