Department: Water Wastewater Issue Contact: Jeff Hill Topic: General 159 Subdrain will not be allowed in the same trench as the sanitary sewer where subdrain is above sanitary sewer. 160 Clearly define all irrigation tap sizes and locations (remove note pertaining to size and location being coordinated with landscaper). 161 Maintain 5 feet minimum separation between water services and sidewalk chases. See site, landscape and utility plans for other comments Department: Water Wastewater Issue Contact: Roger Buffington Topic: Utility plans 167 Provide information on the grasscrete pavers. Is there adequate load bearing capacity for heavy sewer cleaning equipmnet and tandem dump trucks? 168 Subdrain cleanouts, if located in streets, are to terminate below the pavement section. Please return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Sincerely, CAMERON GLOSS Page 5 This submittal is still missing several key elements required by CITY OF FORT COLLINS SPECIFICATIONS for an erosion/sediment control plan. These include, but are not necessarily limited to calculations, notes, etc. Please submit correctly so a review of the plan can be made. Topic: Floodplain comments 163 Pinnacle Townhomes Comments July 3, 2002 1. The previous Floodplain comment concerning no fill in the floodway (comment #3) was not adequately addressed. There cannot be any fill in the floodway even if it is related to the bike trail. All work must be at or below existing grade or must be shown through a technical analysis to not cause a rise in water surface elevation. A no -rise certification form is attached. Please complete this form and describe that either there will be no fill in the floodway or how you can demonstrate no rise. Please include the following note on the plans: The boundary of the floodway area shall be staked and posted as a no disturbance area except for those items, Storm Sewer C, the bike path reconstruction, and....., that are to be constructed in the floodway as shown on the Final Development Plan documents. The area encompassed within the floodway limits cannot be used for equipment storage, material storage, or temporary storage of fill dirt. Failure to comply with such a condition shall result in the stoppage of work on the site, withholding of building permits and/or certificates of occupancy. Topic: Floodplain Protection Details 164 The details do not seem to match between what is called out in the tables as far as minimum elevations and the elevations called out on the grading plan. For example the slab elevation for lot 52 on sheet 6 is called out at 48.33 while it should be at least 53.66 according to the table on sheet 17. Topic: Subdrain Outfall Elevation 165 Please call out subdrain outfall elevation into Spring Creek. It seems from the shown profile that the outfall will be within the banks of Spring Creek which will cause the pipe to be frequently surcharged due to tailwater conditions. Please redesign to keep it at least out of the 2-year water surface elevation. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation Level of Service 153 The sidewalk extension to the west along the southern edge of Prospect Road needs to be improved to an acceptable design. Please work with the Transportation Page 4 178 improvement plan should not show existing facilities 179 call out size and depth of rip rap sheet 19 180 Under drain outlets into Spring Creek. How will you prevent back flow from creek? Design per LUCASS Standards 5.6 181 Have not received any information regarding adjuticated water rights if assigned to others Department: Excel Energy Issue Contact: Len Hilderbrand Topic: Utility plans 169 Gas Meters must be clustered on one end of attached building complexes 170 No trees may be planted within 4 feet of gas mains or services. Department: Light & Power Issue Contact: Alan Rutz Topic: General 151 Streetlight at southwest corner of Apex Dr and Robertson St is being relocated to Robertson St on the northwest corner of the intersection, Please adjust street tree locations as appropriate. Department: Park Planning Issue Contact: Craig Foreman Topic: Parks Planning 154 Parks Maintenance staff need to attend the DCP meeting in order to coordinate work around the Spring Creek Trail. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Construction Within Spring Creek Floodway 166 Please minimize the construction within the Spring Creek floodway. Please delineate areas of disturbance on the plans and call out for restoration/re-vegetation of disturbed areas.. Topic: Erosion Control 162 Third Review June 26, 2002 Page 3 Topic: landscape plan 116 Plan is difficult to read, to much information with small scale. sheet 1, What are plantings being proposed in cul-de-sac island? These need to be low level growing plantings Topic: Subsurface Report 110 Subsurface report does not address issues as outline in LCUASS 5.6, 1, Site location map does not address irrigation ditches, wet lands or other features. 2. Where are flow rates addressed, potential high water levels? 3. What is the potential sourse of the groundwater? 4. Are there any existing wells in the area, statement that City has jurisdication of water doesn`t mean there are not other judicated holders, 5. Address ground watewr quality. 6. Address water flow calculations, how was pipe sized, what are recommendations for construction of subdrain? 7. Indentify the cone of influence as a result of the dewatering. 8, Subdrain terminates at SS trunk man hole, what steps are being taken to prevent subdrain blockage and /or back flow? ill Need better design of sub drain system, ie. Cleanouts, wrapped pipe in gravel encasement and etc, Topic: Utility plans 171 Many times the wrong sheet number is used when being referenced 172 Show more clearly where retaining walls are to be built 173 Add off -site sidewalk plans as numbers 27 and 28 of plan set 174 Appears water line stubs are outside of project property, need easements 175 See attached sheet for subdrain clean out location, materials and etc. 176 Use type III barricade from R.O.W to R.O.W. 177 Inlets that allow flows from street into channels are to be concrete unciewalk drains, like type R Page 2 STAFF PROJECT REVIEW City of Fort Collins PINECREST PLANNING AND DESIGN Date: 7/8/2002 C/O TOM DUGAN 4225 WESTSHORE WAY FT.
