The property was listed as an "intrusion" within the Laurel School National Register District, when that district was created in 1980. At that time, the property was deemed to have been altered to the extent that it did not contribute to the historical or architectural characteristics of the district. The property was re- surveyed in August of 1997, and was evaluated then as having the potential to contribute to the district. Mr. Heckendom would make the final determination, reconciling the discrepancy between the two evaluations. Please be aware that there are substantial financial benefits available to properties that contribute to the Laurel School District. Olive Dear Mr. Parker and Ms. Yarber: This letter is in response to your question regarding the eligibility (or lack thereof) of this property for designation, either on the National Register of Historic Places or on Fort Collins' local registry. Depending upon your plans, a determination of the property's current eligibility for designation may be necessary under the Demolition/Alteration Review and Development Review processes. Demolition/Alteration Review Process. Because the property in question is more than 50 years old, work requiring a permit should trigger the Demolition/Alteration review process. This process provides the opportunity to prevent the loss or significant alteration of buildings or structures important to Fort Collins' history, by delaying demolition/alteration decisions in order to explore alternatives. Applications are evaluated in what amounts to a two -phased process. The first phase, which takes no more than a week, involves a $50 fee, photographs, and a description of the proposed work. After consultation with staff and the Chair of the Landmark Preservation Commission, the Director of Advance Planning determines if the property has significance to our community, if it would be eligible for designation as a Fort Collins Landmark, or if the proposed work would affect the integrity of the historic resource. If the answer is "no" to each of the above, the application can be immediately approved. If the answer is "yes" to the above questions, then the application proceeds to the second phase, explained in the enclosed information sheet. Development Review Process. Because your property is located within the Laurel School National Register District, when applicable, such as with a change of use, approval of your plans is dependent upon the plans conforming to Section 3.4.7 of the Land Use Code. This section ensures that historic resources are protected and that new construction is designed to respect and be compatible with the surrounding historic resources. A copy of the relative code section is attached, as is a document on guidelines for compatible preservation design.
