Carter Urban Design, Inc. 6 Topic: Site Plan urban design. inc. 12 Relocate the trash enclosure to eliminate any site distance issues for cars backing out of the stalls along the 24' access easement? The trash enclosure location is a product of the need to provided screening for the required backup generator while keeping the generator within 100 feet of the point of connection to the building. The point of connection is in the northeast corner of the building. Department: Zoning Issue Contact: Peter Barnes Topic: Zoning 1 Remove monument sign "picture" from site plan. The sign code will regulate what size, material, color, etc. will be allowed. Sign "picture" has been removed from plan set. 2 Building can be setback no more than 15' from the Westchase ROW line per 3.5.3(B)(2)(a) & (b). While the lot fronts on 3 streets, the building must be built to at least 2 of the streets, and to a street corner. In other words, meeting the build -to -line requirement on Timberline and Carmichael, as they have done, does not meet the Code. Westchase needs to be one of the streets involved. A Planning and Zoning Board modification was granted on May 2, 2002 to allow the building to stay in it's proposed location. 3 Should a pedestrian walkway connection be provided to Westchase Rd. and Timberline Rd. also, in addition to the one they show to Carmichael? No pedestrian walkway connection to Westchase or Timberline roads will be provided due to the request of the Poudre Fire Authority and their concern with safety. 4 They've shown a building envelope, but they need to dimension it. The building envelope has been dimensioned. 5 They need to indicate how tall the exterior pole lights are, and also that they will be down directional, etc. The electrical engineer has provided this information. That way if the street widens in the future or a right hand turn lane goes in, they won't have to be relocated. Topic: landscaping 33 Who installs the 4 streets along Timberline? They are shown on your landscape plan and also on the original Westchase PUD landscape plan. Topic: lighting plan 29 The lighting plan is missing some information. See the orange circled areas on the redlined lighting plan. Section 3.2.4(D)(8) of the LUC specifies that lighting cannon spill 20 feet past the property line at levels that exceed 0.1 foot candles as a result of on -site lighting. Pleasp extend spot lighting analysis to show the light readings for all areas 20 feet beyond the property lines. The lighting plan has been modified by the Electrical Engineer. 30 This is a residential neighborhood, so we want to ensure that the site is does not create a light -pollution nuisance. Judging by the light levels at the driveway cut along Carmichael Street, the on -site lighting is too bright. Please reduce the wattage or change out fixtures so that the on -site lighting doesn't have light spillage off the site. The lighting plan has been modified by the:Electrical Engineer. 31 The lighting fixtures on the poles must be down -directional cut-off fixtures in accordance with 3.2.4(D)(3) of the LUC. An explanation of how issues have been addressed follows each comment. Applicant's engineer will submit response to engineering comments. ISSUES: Department: Current Planning Issue Contact: Troy Jones Topic: General 34 Coordinate signal requirements at Westchase Road and Timberline Road with Eric Bracke. As per Eric Bracke, the signal will be coordinated at a later date between the Poudre Fire Authority and the City of Fort Collins. 35 The screening of the parking from the street sidewalk along the southern edge of the project and the pedestrian scale design in the southeast corner of the site plan are crucial in order to create pedestrian frontage along Carmichael as part of the neighborhood center. Additional screening has been provided to buffer the parking lot along the southern edge of the project. Additionally, the Poudre Fire Authority has agreed to add a public space behind the fire station to increase the human scale of the project as it relates to Carmichael Street.
