A Back -Flow -Prevention -Device with flow detection is required on the fire line. Landscaping is not allowed within 10 feet of District facilities. If not relocate proposed trees to their ultimate location. Topic: Site Plan 12 Relocate the trash enclosure to eliminate any site distance issues for cars backing out of the stalls along the 24' access easement? Department: Zoning Topic: Zoning 1 Remove monument sign "picture" from site plan. will be allowed. Issue Contact: Peter Barnes The sign code will regulate what size, material, color, etc. 2 Building can be setback no more than 15' from the Westchase ROW line per 3.5.3(B)(2)(a) & (b). While the lot fronts on 3 streets, the building must be built to at least 2 of the streets, and to a street corner . In other words, meeting the build -to -line requirement on Timberline and Carmichael, as they have done, does not meet the Code. Westchase needs to be one of the streets involved. 3 Should a pedestrian walkway connection be provided to Westchase Rd. and Timberline Rd. also, in addition to the one they show to Carmichael? 4 TheyVe shown a building envelope, but they need to dimension it. 5 They need to indicate how tall the exterior pole lights are, and also that they will be down directional, etc. 6 The trash enclosure must be of similar materials as the building. 3.5.1(1)(2) Be sure and return all of your redlined plans when you re -submit. Topic: Grading Plan 14 Please add a concrete pan running from the high point on the west side of the buiding to the north parking lot. Page 3 Topic: Modification 32 As you know, a modification is required to section 3.5.3(13)(2)(a) to locate the building where you have requested. I have received the request, and it will be decided upon together with the whole project's approval at the May 2nd Planning and Zoning Board Hearing. Department: Engineering Issue Contact: Susan Joy Topic: General 17 Project Name and Legal Description on the Utility Plan: Is this the entire project name? If so, the Site/Landscape Plans need to match. If the project name is "PFA Station #14" then put that as the 2nd line and then the legal description as the 3rd. Topic: landscaping 25 Darken up the utility lines just a bit. There so light that they're easy to miss. 26 Move the trees closer to the sidewalk and to their ultimate location. That way if the street widens in the future or a right hand turn lane goes in, they won't have to be relocated. Topic: Utility Plans 18 Provide the second benchmark on the cover sheet and line 40 of the General Notes. 19 Add line 48. List the variances OR put NA. 20 See redlines, sheet 4 of b, for 2 other possible parking spot locations. One thought might be to move the trash can location west (this would solve the sight distance problem) and put a parking spot in its old location OR squeezing one in on the north parking lot, west side. This last one is not a very attractive option, I admit, but one that Dave thought you might explore. If neither one of those options work out, then apply for the variance. Please restate the variance to read something like: There are only X# (20, or whatever) of public vehicles per day so there won't be much conflict. There won't be any threat to public health or safety - something to that effect. That's something I can take to Cam and he can say "yes" to. Please call if you have any questions! 21 1 discussed your variance request for the 40' driveway with Dave and he said that Engineering would be favorable to granting it. What I need you to do is restate the request to say that this is a limited use driveway and that it poses no threat to public health and safety. Also, you can include the variance to the 150' minimum distance between a driveway and an arterial and for the radius driveway in the same variance request. We've met with Ron Gonzales with PFA and he said that he can work with the 20' radius versus the 25'. Apparently he won't be using the "big truck" at this location and the smaller one won't have a problem with that turning diameter. 22 Sheet 4: Add the street cut note: Limits of street cut are approximate. Final limits are to be determined in the field by the City Engineering Inspector. All repairs to be in accordance with City street repair standards. COLLINS, CO 80525 Staff has reviewed your submittal for PFA STATION #14 - TYPE 1 #14-02, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Troy Jones Topic: General 34 Coordinate signal requirements at Westchase Road and Timberline Road with Eric Bracke. 35 The screening of the parking from the street sidewalk along the southern edge of the project and the pedestrian scale design in the southeast corner of the site plan are crucial in order to create pedestrian frontage along Carmichael as part of the neighborhood center. 36 See handwritten comment sheets from City Forestry, Fort Collins - Loveland Water District, Traffic Operations, and Excel Energy. 37 Please submit the requested revisions for final compliance review. See the revision routing sheet enclosed with the comments. Topic: landscaping 33 Who installs the 4 streets along Timberline? They are shown on your landscape plan and also on the original Westchase PUD landscape plan. Topic: lighting plan 29 The lighting plan is missing some information. See the orange circled areas on the reclined lighting plan. Section 3.2.4(D)(8) of the LUC specifies that lighting cannon spill 20 feet past the property line at levels that exceed 0.1 foot candles as a result of on -site lighting. Please extend spot lighting analysis to show the light readings for all areas 20 feet beyond the property lines. 30 This is a residential neighborhood, so we want to ensure that the site is does not create a light -pollution nuisance. Judging by the light levels at the driveway cut along Carmichael Street, the on -site lighting is too bright. Please reduce the wattage or change out fixtures so that the on -site lighting doesn't have light spillage off the site. 31 The lighting fixtures on the poles must be down -directional cut-off fixtures in accordance with 3.2.4(D)(3) of the LUC.
