Dear John:
The Colorado Department of Transportation (CDOT) has received a request to remove
the concrete plugs in structure B-16-EY that crosses 1-25. This structure is a concrete
box culvert (CBC) that carries Box Elder Creek and crosses 1-25 just north of the
Prospect Street interchange.
In 1988, a new CBC was installed to replace the existing two -cell CBC. A four -cell CBC
was installed at the request of the City of Ft. Collins for future flows as the downstream
drainage was improved. However, until the downstream improvements were made, we
agreed to plug two of the cells and leave the flow capacity as it existed at the time.
I understand that the City of Ft. Collins has recently updated their flood plans, which is
what precipitated the request for CDOT to remove the plugs in the CBC. Since the
larger CBC was installed at the City's request and this area is within you planning
jurisdiction, we need your concurrence to move forward on the removal of the plugs.
