Box 580 Fort Collins CO, 80522-0580 December 9, 1989 Re: The Orchard at Clarendon Hills - Preliminary Subdivision, Case Number 47-89B Dear Mrs Albertson -Clark, I will unfortunately be unable to attend the Planning and Zoning Board meeting on Monday, December 18, in the Council Chambers, where the "Orchard at Clarendon Hills" development will be discussed. Nonetheless, I would like to provide some input on the issue. The project location is between two major subdivisions: Clarendon Hills and Applewood Estates. There are a very large number of pre-school and elementary school age children in both of these subdivisions. Yet, there is no park within walking distance of all of these children. The nearest park is on Troutman, an excellent park but nearly two miles away from most of these children, across a dangerous stretch of Shields without a sidewalk and through a busy intersection lacking adequate crosswalks or control signals. There is a small greenbelt area in the center of Clarendon Hills, but this area is not geared for children. It has a creek and a large pond in the middle and is apparently primarily there to provide a view and "yards" for the Ashford Commons homes. I would like to suggest that some portion of the proposed subdivision be reserved and developed as a city park, with play structures and open playfields for softball, soccer, football, or whatever. Two to three acres would probably be sufficient and still would leave plenty of land for the developer to build the subdivision and make a healthy profit. Such a park would be centrally located but a safe distance from major through streets -- If properly planned, a park might even increase the total value of the developer's land, as well as provide a much -needed community service for the rapidly growing southwestern part of Fort Collins. Lastly, I would like to see a guarantee that the large cottonwood trees at the rear of lots 18 to 20 of the Knolls at Clarendon Hills will be preserved. There are few tall trees remaining in this area and it would be a shame to see them cut down. This might even be an excellent location for the park. Please let me know if I can be of any assistance.
