Response Letter included as part of this resubmittal. 2 Comment Number: 3 09/15/2020: INFORMATION ONLY: This proposed project is processing as a Type 2 Major Amendment (MJA) with an Addition of Permitted Use (APU). The decision maker for Type 2 is the Planning and Zoning Board. Staff would need to be in agreement the project is ready for Hearing approximately 3-5 weeks prior to the hearing. I have attached the 2020 P&Z schedule, which has key dates. Acknowledged. Department: Stormwater Engineering Contact: Matt Simpson, (970)416-2754, masimpson@fcgov.com Comment Number: 2 09/14/2020: FOR HEARING: LID and Water Quality - The drainage report points out there is a previous design for an “infiltration and water quality facility” within Pond D, south of the Sam’s Club building. This is an interesting find! However, this water quality facility is not there. The existing Pond D provides major storm detention (peak flow or quantity detention) and does not provide water quality treatment or WQ volume of any type. The proposed project will trigger the City's water quality and low impact development requirements (by modifying over 1000-SF of impervious area). We suggest setting up a meeting to discuss how to get water quality and LID on this site. Acknowledged. Meeting was held, and it was decided during the meeting that we would add water quality detention to the existing Pond B behind the Sam’s Club, in lieu of treating our site. Our site will still have spill control, but no LID. Comment Number: 3 09/14/2020: FOR HEARING: Existing parking lot detention- This gas station is proposed to be within the existing parking lot detention Pond A. Please request a meeting with us to discuss mitigation options for development within this detention area. It may be very difficult to develop within this area. Acknowledged. Meeting was held to discuss options. Please show the extent of Pond A on the site plans, any grading in this area will require replacement of the storage volume and post-project volume certification. Also, “inlet 1” (from 1989 plans) was supposed to have an orifice control plate, you will need to confirm it is still there or have it replaced. Pond A approximate limits have been shown on Overall Site plan, Grading Plan and Drainage plan. Note was added to the Grading Plan (C6) referencing orifice plate “verify orifice plate has been installed. If not installed, install per orifice plate detail. Ref detail sheets. 3 Comment Number: 4 09/14/2020: FOR HEARING: Drainage report - The drainage report needs a section explaining the drainage requirements for the project, specifically the water quality and LID treatment requirements. Also, please present the net impervious area change and modified imp. area values in the body of the report. The modified impervious area requires water quality treatment for this project Section has been added to the report. The modified impervious area has been added to the report body. Revised Drainage Report included as part of this resubmittal. Comment Number: 5 09/14/2020: FOR INFORMATION: Runoff calculations – The submitted drainage report did not include runoff calculations (“rational flow” calculations) for the project area. If it turns out that during the development of this project any drainage facility needs to be sized using a flow rate, then the runoff calculations will be required at that time. Acknowledged. Acknowledged. All comments have been addressed. Please provide a calculation of the total disturbed area due to all construction activities associated with this on site's development. Please provide an erosion control escrow cost estimate. It is calculated as 1.5 times the cost of the ESC measures or the 1.5 times the cost of re-seeding the total disturbed area on the site, whichever is greater. Acknowledged. Minimum of every 100-ft and at changes in alignment (horiz and vert). For vertical change one more cleanout has been added. Comment Number: 3 09/14/2020: FOR HEARING: Why are the proposed water services so large? FYI, there are water tap fees and water rights fees equired for new services. Please contact me for more information. The proposed water service pipes have been changed to be 1.5 inch. At this time there is no primary infrastructure near this site. The nearest available would possibly be to the North or to the East but may require off-site easements. Please contact me if you would like to discuss power options. Power connection point has been changed. Power will not be served from the existing Sam’s Club. Comment Number: 3 09/16/2020: For Hearing: Transformer and meter locations must be coordinated with Light & Power Engineering and shown on the plan set. Transformers must be located within 10’ of an all-weather surface accessible by a line truck. Traffic Queuing Analysis concluded there will not be spill-over at the new fuel station resulting in a queue. Please provide luminaire cutsheets to indicate that the correlated color temperature (CCT) of all models is 3000K or below (LUC 3.2.4(11)) and that all models are fully-shielded and down-directional (LUC 3.2.4(3)). All lighting is existing to remain or relocated. Cutsheets included as part of this resubmittal. 7 Comment Number: 2 09/15/2020: FOR HEARING: If tree removal is necessary, please include the following note on the tree mitigation plan and/or landscape plan, as appropriate: “NO TREES SHALL BE REMOVED DURING THE SONGBIRD NESTING SEASON (FEBRUARY 1 TO JULY 31) WITHOUT FIRST HAVING A PROFESSIONAL ECOLOGIST OR WILDLIFE BIOLOGIST COMPLETE A NESTING SURVEY TO IDENTIFY ANY ACTIVE NESTS EXISTING ON THE PROJECT SITE. THE SURVEY SHALL BE SENT TO THE CITY ENVIRONMENTAL PLANNER. Thank you for preserving all existing trees with this project! Response: Tree inventory table and mitigation information added to the Landscape Plan. 7/22/2019: PRE-SUBMITTAL: Forestry Tree Inventory There are existing trees on the property that appear to be impacted with the conceptual design. What are the anticipated impacts on these trees? Please schedule an on-site tree inventory with City Forestry to obtain existing tree inventory and mitigation information. Due to the volume of projects submitted, a tree inventory may take up to two weeks to schedule but should occur prior to submitting an application for first round PDP. Existing significant trees should be retained to the extent reasonably feasible. Comment Number: 3 9/15/2020: FOR HEARING: There is one parking lot island tree that is less than 6 feet from a water line. Please adjust either the water line or tree location to meet 6 foot separation standards. Water lines have been adjusted. The water line is more than 9.8 feet from the center of the tree. Please reference Landscape Plan. 7/22/2019: If applicable, please include locations of any water or sewer lines on the landscape plan. Please adjust tree locations to provide for proper tree/utility separation. · 10’ between trees and public water, sanitary, and storm sewer main lines · 4’ between trees and gas lines. Proper tree/utility separation has been provided. 8 Comment Number: 5 9/15/2020: FOR HEARING: Please note that canopy shade trees may be sized at 2” caliper B&B. Currently, they are shown at 3” caliper and it may be challenging to find trees at this size. 2” caliper B&B is the City requirement. Thank you! Acknowledged. Tree sizes have been changed to 2 inches instead of 3 inches. The project may eliminate the proposed fire hydrant immediately north of the fueling station. Fire hydrant has been eliminated. Comment Number: 2 09/14/2020: FIRE ACCESS In order to verify code compliance, a fire lane is required to within 150 feet of all exterior portions of the fuel facility. While fire lane identification is labeled on the plans, limits of a fire lane are not currently indicated. Fire lane limits have been shown on the plans. Please see Site Plan and Fire Dept Access Plan. If a fire lane has not been previously dedicated, and Emergency Access Easement (EAE) shall be created prior to approval. Doc #92078372 grants a blanket easement for access, utilities, drainage, etc., over the entire development. This blanket easement appears to have no restrictions other than the access will only be allowed over the roads and parking areas in and around the development. Since the access easements are dedicated to the general public, that would also include for Emergency Access. The limits of the EAE (existing or proposed) shall be identified on the plans. The easement is blanket in nature and covers the entire parcel. The fire access turning exhibit on page C4.1 of the Fire Department Access Plan is not utilizing an approved vehicle template. Please update vehicle specifications using information provided in the Redlines folder. Fire Department Access Plan has been revised showing approved vehicle. Should the fire lane pass under any portion of the canopy, the minimum canopy height shall be 14 feet. Fire lane does not pass under any portion of the canopy. The minimum outside turning radius is established at 50 feet. Proposed fire lane will meet the radius requirement. 9 Comment Number: 3 09/14/2020: ADDRESS POSTING The canopy shall have the approved address numbers placed in a position that is plainly legible, visible from the perimeter road fronting the property, and posted with a minimum of eight-inch numerals on a contrasting background. Please add address location to elevation and canopy plans. Minimum eight-inch high address numbers in contrast to the background have been added to the Elevation and Canopy plans. Comment Number: 4 09/14/2020: CO2 DISPENSING It doesn't appear there is carbonated beverage dispensing going on at the fuel kiosk; however if yes, be advised that CO2 dispensing is regulated by Section 5307.3 of the International Fire Code and may require separate permitting though Poudre Fire Authority Project does not include CO2 dispensing. Comment Number: 4 09/04/2020: BUILDING PERMIT: Commercial occupancies must provide 10ft setback from property line and 20 feet between other buildings or provide fire rated walls and openings per chapter 6 and 7 of the IBC. Comment Number: 5 09/04/2020: BUILDING PERMIT: City of Fort Collins amendments to the 2018 IBC require a full NFPA-13 sprinkler system per IBC chapter 9 or when building exceeds 5000 sq.ft. (or meet fire containment requirements). Fuel Canopy and Kiosk area do not exceed 5000 square feet. Comment Number: 8 09/04/2020: FINAL PLAN - Building Permit Pre-Submittal Meeting: Please schedule through your Coordinator a pre-submittal meeting with Building Services for this project. Pre-Submittal meetings assist the designer/builder by assuring, early on in the design, that the new projects are on track to complying with all of the adopted City codes and Standards listed below. The proposed project should be in the early to mid-design stage for this meeting to be effective. Applicants should be prepared to present site plans, floor plans, and elevations and be able to discuss code issues of occupancy, square footage, type of construction, and energy compliance method being proposed.
