More design is needed for the Shields Street and Horsetooth Road widenings. 11. There is no construction phasing shown on the utility plans. The phasing will need to be pinned down. 12. A letter of agreement from Chism Homes, for off -site drainage requirements, is needed and must be provided by the revision due date (November 29th). 13. An updated SWMM Model must be provided by the revision due date (November 29th). 14. Trash enclosure details should be provided. Additional screening should be provided for the enclosures, especially the one at the southeast corner of Pad 'G. 15. The pedestrian area along the south side of the development looks less than desirable. Attached sidewalk close to the parking areas, little landscaping. 16. The building (architectural) intent throughout the center should be clarified. Note 12 on the Site Plan is a little vague. 17. The pedestrian circulation map is still being reviewed. Could there/should there be an east - west route midpoint in the center, between Pads F and B'? 18. A copy of the comments received from the Stormwater Utility is enclosed with this letter. This completes the review comments at this time. Additional comments will be forthcoming as they are received from the various departments and reviewing agencies that are reviewing this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the December 18, 1995 Planning and Zoning Board hearing: ****************************************************************************** Plan revisions are due no later than the end of the working day, November 29, 1995. Please contact me for the number of folded revisions required for each document. PMrs, renderings, and 8 folded copies of final revisions (for the Planning and Zoning Board packets) are due on December 11, 1995. ****************************************************************************** r, I e 3. The Zoning Department has offered the following comments: a. The 45 degree parking on Pad 'A' requires a 20' driveway flow width (15' is shown). The stall lengths need only to be 20' (25' is shown). b. Pad,'G parking garage units require a minimum of 30' between garage doors and the curbline (20' is shown). Recent experience shows cars cannot negotiate adequately (the Parking Lot Development Guide is in the process of being updated). C. You may want to make the driveway flow direction on the south side of Pad 'G only one way to solve the aforementioned concern. d. Show ramped curbs for handicapped access with an "R" on the Site Plan. e. What about loading zones/service areas? Where are they proposed to be? f. Nice elevations - "Beverly Hills Tradition". Californians should love it!!! 4. A copy of the comments received from the Building Inspection Department is enclosed with this letter. 5. The Poudre Fire Authority has offered the following comments: a. Six of the buildings exceed 5,000 square feet in size and must be fire contained or equipped with an approved automatic fire sprinkler system. b. Fire hydrants as shown meet fire flow requirements. C. Emergency access is "OK" as shown. 6. Comments from the Water/Wastewater Department are being forwarded to RBD Engineers on a red -lined set of utility plans and to Jim Sell Design on a red -lined Landscape Plan. 7. Tim Buchanan, the City Forester, has stated that Summit Ash and Ginnala Maple are not good choices as plant species. 8. A copy of the comments received from the Engineering Department is enclosed with this letter. 9. The streetscape along Arbor Avenue looks like a narrow attached sidewalk along a row of garage doors and parking. The intent should not be for mixed uses pulled up to streets. More screening is necessary. The building elevations for Pad'G will be critical. This is a row of garages facing, and very close, to the street. U.S West has stated that they have the same comments as for the preliminary P.U.D. request, dated 6/22/95. A copy of those comments is enclosed with this letter. 2. The Mapping/Surveying Department has offered the following comments: a. The subdivision plat needs a control monument east of the northwest corner of Section 35. b. Some of the outer boundary monuments are not described. C. What are the two angled lines in the 10' utility easements on the south side of Lot 1 (see enclosed red -lined plat forwarded to RBD Engineers)? d. The internal easements need bearings to define their locations. e. Arbor Avenue on this new plat should be named. f. Easements along Century Drive should be labeled like the ones along Shields Street ... would be easier to understand. 281 North College Avenue • P.O.
