RECOMMENDATION: Staff recommends adoption of the Ordinances on Second Reading. EXECUTIVE SUMMARY: A. Second Reading of Ordinance No. 131, 1990, Annexing Property Known as the Galatia Annexation. B. Second Reading of Ordinance No. 132, 1990, Amending Chapter 29 of the Code of the City of Fort Collins, Commonly Known as the Zoning Ordinance, and Classifying for Zoning Purposes the Property Included in the Galatia Annexation to the City of Fort Collins, Colorado. On December 18, Council unanimously adopted Resolution 90-165 Setting Forth Findings of Fact and Determinations Regarding the Galatia Annexation. On December 18, Council also unanimously adopted on First Reading Ordinance No. 131, 1990 and Ordinance No. 132, 1990 which annex and zone approximately 235.5 acres located north of East Prospect Road and east of Interstate 25. Ordinance No. 132, 1990 was amended on First Reading to zone the property as follows: HB, Highway Business (28.0 acres); and IP, Industrial Park (91.9 acres), to the north and east of the interchange area; RLP, Low Density Planned Residential (115.6 acres) on the eastern part of the property and the central portion of the property. The zonings carry a PUD condition and the RLP zoning is conditioned upon development only as single-family dwellings with 1 unit per gross acre maximum density. The property is presently, for the most part, undeveloped, with the exception of a new residence at the far southeast corner of the property and a few older residential and farm structures located along the frontage road of I-25. The property is currently zoned FA-1 Farming in Larimer County. This is a voluntary annexation. On Tuesday, December 18, 1990, all 7 Councilmembers voted to annex the property into the City of Fort Collins. Council also voted to place 115.6 acres of the property into the RLP, Low Density Planned Residential, Zoning District with the following three conditions: 1. development shall be limited to single family homes only; 2. the overall gross density of residential development shall not exceed 1 unit per acre; and 3. all development must proceed as a planned unit development (PUD) and be reviewed against the criteria of the City's LAND DEVELOPMENT GUIDANCE SYSTEM. Council believes the three zoning conditions will help guarantee that development on the Galatia property will be compatible with existing subdivisions in the area and will enhance the area's overall quality of life. The PUD condition will also allow adjacent residents to be actively involved in the public review process as portions of the Galatia property develop in the future.
