SUBJECT: Concerns about proposed facilities for vacant land at
Scotch Highlands, 2701 Stover (PINEWOOD PUD):
We the owners and occupants of 2701 Stover Units 1, 2, 49 51 69
79 89 91 10, 149 15, 169 18 and 19 known as Scotch Highlands
Condominiums have the following questions and concerns about the
proposed facility:
1. Parking - If the facility is approved as presented, our
park-ing would be reduced to 8 spaces in front of Building A.
This is insufficient forour needs and those of our visitors.
The P&Z has required much more than this for other condominiums
of our size. How will this be rectified?
2. Density - We are not sure what the occupant density of the
proposed facility will be because it was changed from what was
shown at the hearing on October. 259 1989. Nevertheless, the
proposed facility is far less than our present status of 466 to
1100 sq ft per occupant. Even 450 sq ft per person is not very
much total space. Less space per occupant means less quality of
living. As people have less inside space they seek more space
elsewhere if they can, which means people move outside the
facility. Where will these people be able to go? The facility
does not call for very much outside space options.
3. Property Value - As stated in 2 above, any facility that
reduces the space per occupant much below that which we presently
have would lead to a devaluation of our property. Moreover, any
construction design which does not use full brick siding would
also lead to a devaluation. We purchased our present homes for a
premium rate because we recognized the value of brick siding as a
long term low maintenance construction investment. We are also
concerned that proposed facility would not provide a quality
appearance. This too would devaluate our property.
4. Good Faith - When we purchased our units, we were given the
to believe that the Scotch Highlands Condominium Project would be
completed as shown on Attachment A. This is what the City
approved. Any deviation from this plan will seriously effect our
property.
5. Subsidization - We are told that this facility will provide
housing with subsidies from government (federal? state? county?
city?). This feature alone will drive our property values down,
but the other question we have concerns the ability of the

facility to pay the condominium fees if subsidies are not
obtained or if they are cut off for some reason. Eventho we can
place a lien against owners who do not pay their fees, this
facility may represent 30% to 4.0% of our total budget. We are not
in a position to subsidize the facility until we can claim our
lien. Will the city guarantee that this -facility can honor the
payments of the condominium fees.
6. Rezoning - Since the proposed facility is a commercial
enterprise we presume that the PSZ is being asked to rezone the
property. Here again rezoning of PINEWOOD PUD would affect our
property values.
We will be present at the hearing on December 18, 1989 to answer
any questions you may have and to present our opinions in person
if so requested.
