Dear Ric:
Staff has reviewed the Shamrock Manor PUD Final plan and has the following
comments to make:
1. Utility mains and services are existing within the subdivision. The utilities
must either be used or abandoned.
2. Any relocation of existing Light and Power facilities will be at the
developer's cost. Modifications appear to be minimal.
3. Drainage comments remain the same as at preliminary: "The drainage plan
submitted does not clearly indicate the changes that are going to be made..
Please submit a separate sheet that shows the previously approved site and
changes proposed; existing drainage easement and changes proposed; and
detention pond limits. The drainage report needs to be expanded to more
clearly describe the changes to be made and how they differ from the
approved plan. Additional comments are made on the plan and report." A
solution for the existing garage that was constructed at an incorrect
elevation must be reached, as per the condition of approval by the
Planning and Zoning Board. Note 019 on the siteplan should also be
changed to reflect the proposed solution to this existing garage.
4. All new buildings must be equipped with fire sprinkler systems. Fire
service lines are not shown on utility plans. These lines must be shown on
the utility plans.
5. Public Service Company asks that the developer coordinate placement of
proposed trees and timing of paving installation with PSC. Gas lines need
to be installed across the access and parking easement, as well as in areas
to be landscaped.
6. Exterior building lighting should be positioned in such a way that building
numbers/addresses are visible. The proposed additional parking lot light
should match existing parking lot lighting, in terms of height, style, color.

7. Platting building envelopes on the plat is acceptable; however, the
applicant should be aware that platting envelopes would require replatting
and/or easement vacations, should there ever be a need to build outside
the envelopes.
8. A note needs to be added to the landscape plan, stating that landscaping
needs to be installed or a letter of credit for 125% of the cost of
landscaping improvements will be required.
9. A note needs to be added to the landscape plan stating "prior to planting
any trees on the public right=of-way, a free permit must be obtained from
the City Forester
10. The location of the trash dumpster for this project needs to be identified
on the site plan.
11. The fencing along the south property line needs to be identified on the
landscape plan as matching the existing picket fence.
12. A condition of Planning and Zoning Board approval was that building
elevations include brick as the predominant building material and that all
building materials match existing material of buildings on site. The final
elevations need to be revised accordingly, indicating materials, as well as
colors.
13. A note needs to be placed on the site plan, regarding the condition of
approval that would limit the occupancy of each efficiency apartment unit
to a maximum of one resident.
14. The landscape legend should be removed from the final site plan.
By Wednesday. January 3. 1989 five copies of the revised site plan and any
other information needed to address these comments must be submitted to the
Planning Office. By Monday. January 15. 1989. ten (10) folded sets of the site
and landscape plans, a colored rendering (unfolded) of the site and landscape
plans and an 8-1/2" x 11" PMT reduction of both plans must be submitted for
the Board meeting January 22. If you have any questions or comments, please
