The Planning Staff has reviewed the request for the Mulberry Street Bed and
Breakfast Preliminary and Final P.U.D. and offers the following comments:
1. As discussed at Conceptual Review, the alley would have to be paved to
serve the parking in the rear. The depth of asphalt will be determined
by the Engineering Department. The site plan should indicate that the
alley will be paved and not be in gravel. Paving the alley must be
closely coordinated with the Engineering Department. Please be prepared
to meet with Engineering on preparation of a paving design plan.
2_. Before the alley is paved, the Light and Power Department would like to
investigate the option of placing the existing overhead electrical lines
underground. There is also a service line crossing_ the property that could
also be placed underground. Light and Power's decision to underground
must be made before the alley is paved!
3. The Stormwater Utility must have a Drainage Report from a registered
engineer describing the changes in the impervious surface area due to the
paving of the alley. The Drainage Report should address the drainage.
patterns (flow paths) and possible impacts on adjacent property. The
Drainage Report will be reviewed by the Stormwater Utility.
4. The Parking Code requires one parking space for every two beds available
to the public. Please provide information on how many beds will be
supplied to the bed and breakfast. The basement rental requires one
parking space. It is likely that, as owner occupants, that you will need
parking also. Please indicate the parking required, the parking provided,
and show the location of the stalls on the site plan. The stalls should
measure a minimum of 8.5 x 18 feet.
5. Will there be any signage associated with the business? If so, please
indicate the size and location of any signs.
6. The following comments apply to the Site Plan document:
A. By the north arrow, please provide a scale and date of preparation.
B. A vicinity map should be provided. A copy of the City's zoning map
would work well.
C. The Title of the P.U.D. should be located in the lower right corner.
D. A legal description of the property should be provided as well as the
street address..

E. The zoning and land use of adjacent properties should be indicated.
F. The P.U.D. should contain a brief narrative describing the operation,
number of bedrooms, the basement rental, and the private living
quarters for the owner occupants. This narrative should come under
the heading of "Planning Objectives".
G. The P.U.D. should include a "Land Use Data" table indicating the
amount of land in square footage, and as a percentage of the total,
devoted to buildings and structures, parking and drives, and open and
landscape areas.
H. Please indicate the existing zoning on the property.
I. All pertinent parking information should be stated on the Site Plan,
J. Three signature blocks must be placed on the Site Plan. One for the
owners of the property, one for a notary who verifies the owners
signature, and one for the Planning and Zoning Board. Examples of
these signature blocks are enclosed.
K. A "redlined" site plan is enclosed for your information. These redlines
are meant to guide the revisions. Please feel free to change the
format or be as creative as you would like. The redline sheet should
be returned with the revised plans.
This concludes Staff comments at this time. I suggest we meet at your earliest
convenience to discuss these comments and proposed revisions in depth. In
order to stay on schedule for the January 22, 1090 Planning and Zoning Board
hearing, please note the following deadlines:
Revised plans (3 sets) are due January 3, 1990.
One week before the P & Z hearing, January
Department will need 10 prints of the final site
rendering of the final site plan (rolled), and one
reduction of the site plan called a P.M.T.

On Thursday, January 19, 1990, we must receive a signed P.U.D. site plan on
reproducible mylar. Be sure to have the owner's signature notarized. Also,
please execute a document called the "Site and Landscape Covenants"
which obligates the owner to construct the public improvements indicated on
the site plan. This document is pre printed and available at the Planning
Department.
