RE: Martin Bed and Breakfast PUD, Case #57-89
Dear Members of the Planning and Zoning Board:
We cannot attend the meeting this evening.
Janice L. Hill and the undersigned own and live at 318
South Grant Avenue. This is approximately 2} blocks north and
west of the proposed Bed and Breakfast PUD. We have lived in
this neighborhood and at that address for over 25 years.
We have seen the neighborhood start to deteriorate as peo-
ple moved away to newer areas of the City and we have seen it
gradually come back as other people have moved in and restored
or improved or cleaned up the older homes. It is single family
residences which have made the area a nice place to live.
We are opposed to the proposed Bed and Breakfast PUD.
It is undesirable to promote the further intrusion of
business service uses into residential areas. That is what
such a commercial activity will do. This City, in our opinion,
has no shortage of commercial opportunities in properly zoned
areas. There is no reason to spread commercial usage further
to the west. Promoting or tolerating this type of change cre-
ates continuing efforts on the part of some to then move more
and more commercial uses into residential areas, and ruin the
desirability of living in the area. For example, not too long
ago just across from our home, there was an attempt to make a
home into a commercial venture. The staff approved this
request - the neighbors protested - planning and zoning turned
it down.

Most of us in the older areas do not have the benefit of
protective covenants and have to rely on the zoning and land
use laws for protection. These laws do not provide this pro-
tection when a use as here proposed is allowed.
Finally in this situation with the high volume of traffic
on Mulberry Street, it also seems to us undesirable to have
traffic in and out of the alley and onto Mulberry Street for a
commercial use - the bed and breakfast and rental apartment.
We respectfully request that you deny this application.
