The Planning Staff has reviewed the proposal for the Altair Resources P.U.D.,
Preliminary and Final, and offers the following comments:
The applicant and the owner are reminded that the Water and Sewer
Department needs an agreement between Mr. Keulen and the City stating
that Building B may be served by the existing water and sewer taps
serving the residence as long as Building B is not converted to a residence
or divided and sold to another party. Please consult. Mr. Brian Hahn,
Water and Sewer Department, 221-6681, for details. This agreement should
be executed prior to the Planning and Zoning Board hearing.
2. Because the retail business represents a change of use of the existing
building, the City Code requires the property to be platted. This involves
submitting a boundary survey on a plat document that meets the criteria
of the Subdivision Code. The plat will be reviewed concurrently with the
P:U.D. so there will be no application fee. The entire property should be
platted as a one lot subdivision. The Planning Staff is available to answer
questions on this process.
3. A sidewalk will be required to be constructed along the front of the
property along Prospect Street. This sidewalk should be four feet wide.
and attached to the curb. Please call the Engineering Department,
221-6605, on details of design and possible methods of payment.
4. The Public Service Company will need separate gas service and meters for
Building B.
5, The Light and Power Department will need an 8 foot wide utility easement
along the front of the property on Prospect as well as along the rear
property line. This easement can be dedicated to the City by the
subdivision plat.
6. The applicant and owner are reminded to contact the Light and Power
Department regarding electrical needs and the rate. Please recall from
Conceptual Review that the building may still be on record and billed for
a machine shop. A conversion to retail use would lower the billing rate.

7. The site plan should indicate the location of existing trees and shrubs. If
the existing landscaping is not indicated, the Planning and Zoning Board
may mistakenly assume that no landscaping exists. Symbols may be used
on the site plan with a "Key to Symbols" table for explanation.
8. Please indicate the existing fencing (solid? open?) on the property lines. The
site plan should also indicate any fencing to be installed with this P.U.D.
9 Parking adjacent to property lines should be screened by solid fencing or
landscaping material of sufficient density to block headlights. Screening
parking areas from adjacent residential uses is very important when
reviewing commercial developments in residential areas.
10. Please indicate whether the sign will be single or double face. In either
case, indicate on the site plan what the total square footage will be. (10.4
square feet or 20.8 square feet?)
11. The site plan should designate separate motorcycle and bicycle parking
areas.
12. Please address whether there will be any additional lighting on the property
either for parking lot safety or security. If so, will this lighting be wall
mounted or on poles?
13. The handicap parking stall 'must be identified by a raised sign. Please
indicate a raised sign on the site plan.
14. Please expand the description of the P.U.D. at the top of the sheet under
the existing heading of "Altair Resources, Ltd." Since the P.U.D. will cover
the entire property, this narrative should include a statement that Building
A is a single family residence and Building B is for Altair Resources.
Also, it would clarify the P.U.D. to state that: "Both buildings are
existing. No new construction or exterior remodeling are anticipated.
Yard area to serve as private use for Building A."
15. Again, referring to the narrative under "Altair Resources, Ltd.", please
expand what is meant by sales and service. Sales is self-explanatory but
service is less clear. In order to avoid any misconceptions, please describe
in greater detail what the service component will consist of.
16. On the site plan, please designate the zoning and land use of all four
adjacent properties. Everything south of Prospect is zoned R-P but also
add what the adjacent use is. (Townhome, office, vacant, residential).
North of Prospect is zoned R-L and appears to be exclusively single family
residential.
17. The "Key To Drawing" should be given a title above it called "Land Use
Data", and include the percentage of each component of the total site area.
House A = 18.03%, Building B = 11.36%, Yard = 21.92%, Parking and
Driveway = 48.68%. Under the Total, please state that the site is zoned
R-P, Planned Residential.
18. Under the "Owner Certification", please add a notarial block. An example
of this block is enclosed. For your convenience, the Planning Department
Office Manager is a licensed notary and available to witness signatures.
19. Under the scale, please add that. I inch = 16 feet.
20. The parking situation lends itself to a table. Please state the exact number
of regular parking stalls, handicap parking stalls, motorcycle and bicycle
parking, and total parking. Also, please indicate the dimensions of each.
21. Since the project is a Planned Unit Development, it will be reviewed by
the criteria of the. Business Service point chart of the Land Development
Guidance System. One review criterion for which points are awarded is
energy conservation. If it can be demonstrated that one of the Dovetec
Corn Heaters will be installed, provide alternative heat, and thereby reduce
non-renewable energy consumption, then points may be awarded under the
review criterion. Please advise whether such a unit will be installed.
Please be aware that the energy saving appliance is not necessary in order
to achieve the minimum point score. The installation and point benefit
would be a bonus only.
In order to stay on schedule for the January 22, 1990 Planning and Zoning
Board hearing, please note the following deadlines:
A set of three revised plans, based on these comments, are due back to the
Planning Department on January 3, 1990.
One week before the P & Z hearing, on January 16, 1990, please submit to the
Planning Department 10 sets of the site plan, folded, one colored
rendering of the site plan, rolled, and one 8 1/2 x 11 P.M.T. (high
quality reduction).
On Thursday, January 19, 1990, the Planning Department should receive
a signed site plan on reproducible mylar. Be sure to have the owner's
signature notarized.,
This concludes Staff comments at this time. It is suggested that we meet at
