MEETING TU174, STAFF TED .SMEPA D City of Fort Collins PLANNING STAFF REPORT PROJECT: Utility Service Center, #16-90C APPLICANT: City of Fort Collins Facilities Services 117 North Mason Street Fort Collins, CO 80521 OWNER: City of Fort Collins 300 LaPorte Avenue Fort Collins, CO 80521 PROJECT DESCRIPTION: This is a request for a Final Plan for a Final Plat for a portion of the Utility Service Center. The area of the plat includes 4.86 acres located to the south of the service center complex. This additional area is a former concrete pipe manufacturing facility. The site is located at 700 Wood Street at the northeast corner of Wood Street and Elm Street. The parcel is zoned L-M-N, Low Density Mixed -Use Neighborhood. RECOMMENDATION: Approval COMMENTS: Compliance with the Land Use Code: The new Land Use Code requires that subdivision plats comply with a prescribed set of standards Compliance with the applicable standards, as outlined in Article 3, Division 3, Section 1, are as follows: A. Section 3.3.1 (13) (1) - Lots: The single lot area exceeds the minimum requirement in the L-M-N Zone District. The lot gains vehicular access to a public Street (Wood Street). Side lot lines are at right angles to street lines. Therefore, the proposed subdivision complies with this Section. IA COMMUNITY PLANNING AND ENVIRONMENTAL SERVICES 281 N. College Ave. P.O. Section 3.3.1 (B) (2) - Lots: The general layout of lot, driveways, utilities, drainage facilities, and other services within the proposed development area designed in a way that enhances an interconnected street system within the neighborhood, preserves natural areas and features, and otherwise accomplishes the purposes and intent of the Land Use Code. Therefore, the proposed subdivision complies with this Section. C. Section 3.3.1 [C] (1) - Public Sites, Reservations and Dedications: The plat demonstrates that the applicant has dedicated rights -of -way for public streets, drainage easements and utility easements as needed to serve the area being platted. 2. Findings of Fact and Conclusion: In review and consideration of the request, Staff makes the following findings of fact: A. The plat conforms to the requirements of the L-M-N Zone District. B. The plat satisfies the applicable criteria of the Article 3, Division 3, Section 1, "Plat Standards" of the Land Use Code. Colorado 80525 PHONE (970) 224-5828 FAX (970) 224-1662 This project is located at the northeast comer of Wood Street and Elm Street and is directly south of the existing City of Fort Collins Light and Power building. The parking lot proposed on this site is to be used for employees of the City of Fort Collins Light and Power and Water Departments. Pedestrian circulation has been carefully considered on this site. Public, detached sidewalks are provided along Wood Street and Elm Street. Walkway connections through the parking lot to public sidewalks and to the Light and Power building have been provide. The landscape plan includes canopy trees along Wood Street and Elm Street. Evergreen trees and ornamental trees have been clustered on site to provide visual interest and buffering between public walkways and the proposed parking lot. The City of Fort Collins is the sole owner of this property. The applicant, and sole owner will be the City of Fort Collins. The City of Fort Collins plans to construct this proposed parking lot in the summer of 1997. No variances are being requested for this proposed parking lot. All off - site easements and off -site right-of-ways will be negotiated by the City of Fort Collins. This project has been submitted to the city previously. The last submittal was in October of 1995.. This previous submittal was under the name "Wood Street Light & Power Parking Lot Minor Subdivision". There have been several informal neighborhood meetings (not required by the City). Jack Gianola with City of Fort Collins Facilities Department can be contacted for information on these informal, non=required meetings with residents of the area. City land use policies that support this application include: Policy LDN 2.6 Additional Services and Conveniences. In. addition to Neighborhood Centers, non -retail development such as places of worship, day care, recreation facilities, schools, and shall civic facilities, may be incorporated into a neighborhood in other locations. } VF Ripley Associates. Planning Objectives for Utility Service Center Parking Lot Page, 2 Policy LND 2.9 Outdoor Spaces.. Additional mini -parks, squares, or other purposeful common outdoor spaces should be encourages, as highly visible, secure settings, formed by the street layout and patter of lots to be easily observed from public streets. These spaces may be very low -maintenance, intended primarily for visual relief, or they may be maintained for more active use. Policy AN 1.6 Pedestrian Network. A neighborhood should have a frequently connected network of walkways and bike paths, with small park and outdoor spaces, benches, and other amenities. On long blocks, intermediate connections in the pedestrian network should be provided, with a maximum distance of about 500 to 700 feet between walking connections.
