HomeMy WebLinkAboutCITY OF FORT COLLINS UTILITY SERVICE CENTER 5TH FILING PDP AND FDP - 16 90C - DECISION - HEARING OFFICER DECISIONThe hearing was called to order at 2:10 p.m. in the 281 Conference Room by Director of Current Planning Bob Blanchard. Staff Present: Bob Blanchard, Director of Current Planning a.nd.Ted Shepard, Senior Planner. Others Present: Citizen John Kosalis. Director Blanchard reviewed the procedures set forth in the Land Use Code for the hearing. Ted Shepard, Senior Planner gave a brief staff report stating this was a request for a one -lot subdivision 4.8 acres in size located at the northeast comer of Wood Street and Elm Street. He stated this was part of the 700 Wood Street Utility Service Center Complex. Planner Shepard stated that the project was reviewed by Section 3.3.1 of the Land Use Code and that the project complied with the criteria in the Code. Staff recommended approval of the project. Director Blanchard stated that the applicant was not present. PUBLIC INPUT John Kosalis, 604 Sycamore Street commented that the neighborhood concerns were still there regarding traffic. He was concerned with the access to the parking lot on Elm Street and the additional traffic that would create on. that street: He asked that all traffic be diverted to Wood Street and that employees be encouraged to car pool and use alternative transportation. Mr. Kosalis encouraged a satellite location on the south end of Fort Collins. Director Blanchard responded that there would be signage on Elm Street to route truck traffic to Wood Street and that the City would also encourage its employees to use Wood Street. Director Blanchard concluded the hearing and would render his decision in a couple of days. ,, . The area of the plat includes 4.86 acres located to the south of the service center complex. This additional area is a former concrete pipe manufacturing facility. The site is located at 700 Wood Street. The public hearing was advertised in the Coloradoan on June 25, 1997. PUBLIC _HEARING After reviewing the Staff Report and recommendation, a public hearing was held on the subject application at 2:00 PM on July 3, 1997. The hearing was held in the main conference room at 281 North College Avenue, Fort Collins, Colorado. None Community Concerns: jLEFAGAS Mr Kese" , while recognizing that this was a hearing on the platting of the property in question not on the proposed use and design of the project (a parking lot expansion) noted concerns that had been presented at the Planning and Zoning Board meeting of June, 1997 when the am.:endment to the. Overall Development Plan had been approved.. Specifically, he questioned why this facility needed to expand when most of the growth in the City was to the South and there had previously been discussions of establishing a satellite facility with similar uses in the southern portion of the City. He also asked if there was a way that trucks exiting the parking area onto Elm Street. could, in turn, be routed onto Wood Street rather than proceeding east on Elm Street. City Response: City staff noted that Facilities' had indicated that they would take into consideration the Planning and Zoning Board's recommendation of signing the exit onto Elm Street directing truck traffic to Wood Street. This was not made a condition of the Board's approval. BACKGROUND This proposal is to plat a portion of the City of Fort Collins' Utility Service Center, located at 700 Wood Street, to create a lot which would allow the expansion of the parking area for both staff and maintenance vehicles. All plats must comply with Section 3.3.1, Plat Standards, of the Land Use Code. The specific review criteria include: Section 3.3.1(B)(1) - Lots: Lots within a subdivision are required to meet the minimum lot size of the applicable zoning district and have access to a public street:. Side lot lines must be at right angles or radial to street lines. The single lot area (4.86 acres) exceeds the minimum lot size requirement in the L-M-N Zone District which is dependent on the type of development proposed. The lot gains vehicular access to a public Street (Wood Street). Side lot lines are at right angles to street lines.. Section 3.3.1(B)(2) - Lots: The general layout of lot, driveways, utilities, drainage facilities, and other services within the proposed development area designed in a way that enhances an interconnected street system within the neighborhood, preserves natural areas and features, and otherwise accomplishes the purposes and intent of the Land Use Code. Adjacent streets do not interconnect through this property due to previous development both on the site and adjacent to the site to the north and east. The plat preserves an existing wetland on the south side of the site. Connectivity with adjacent neighborhoods is maintained with sidewalks and bike paths. Section 3.3.1(C)(1) - Public Sites, Reservations and Dedications: An applicant must dedicate all necessary public street rights -of -way, drainage easements and utility easements. Additional street right-of-way must be dedicated when required by the Land Use Code, The plat dedicates rights -of -way for public streets, drainage easements and utility easements as needed to serve the area being platted. FINDINGS. CONCLUSIONS AND DECISION FINDINGS AND CONCLUSIONS After reviewing the staff report and the record of the public hearing, the Hearing Officer makes the following findings and conclusions: 1. The proposed project is the platting of a lot for the expansion of the parking area for the City of Fort Collins' Utility Service Center located at 700 Wood Street. 2:. The plat satisfies all applicable review criteria contained in Section 3.3.1 - Plat Standards, of the Land Use Code. DECISION Based on the findings and conclusions, the request to plat.a portion of the City of Fort Collins' Utility Service Center located to the south of the service center complex located at 700 Wood Street, File #16-90C is APPROVED.
