Comment Summary: Department: Forestry Contact: Nils Saha, nsaha@fcgov.com Topic: General Comment Number: 1 Comment Originated: 08/04/2020 10-6-2020: FOR APPROVAL-UPDATED The note on sheet 3 should include #19 as it is proposed to be transplanted. 08/04/2020: FOR APPROVAL Thank you for updating the tree inventory. Please address the following: 1. Please update the symbol for tree #36 on sheet 3. Per the inventory, it should be preserved. Adjust mitigation numbers accordingly. 2. Please update the note on sheet 3 to indicate that only trees #24 and #25 will be transplanted. JR response: Addressed Comment Number: 3 Comment Originated: 08/04/2020 10-6-2020: FOR APPROVAL-UPDATED The hot wings maple is an ornamental tree. It should be listed as such in the plant schedule. 08/04/2020: FOR APPROVAL 2 Please change the scientific name of hot wings maple in the plant schedule on sheet 6. JR response: Addressed Comment Number: 6 Comment Originated: 08/04/2020 10/6/2020: FOR APPROVAL - UPDATED Tree/utility separation and final tree counts/spacing will be verified at FDP. 08/04/2020: FOR APPROVAL Tree/utility separation and final tree counts will be verified in the next round. JR response: Noted Comment Number: 7 Comment Originated: 10/06/2020 10/6/2020: FOR HEARING Please see the following comments for the tree mitigation matrix and adjust accordingly. 1. The mitigation value for tree #19 is missing. If I recall correctly, the mitigation should be 1.5 trees. 2. The mitigation values for the trees to be relocated haven’t been added to the “tree mitigation required” column. There are 18.5 mitigation trees required, without counting the relocated trees. 3. It is not clear how the relocation mitigation credits are being calculated. For the six trees that are proposed for relocation, there should be nine mitigation trees total. You can choose to add these additional nine trees to the “tree mitigation required” column and claim nine credits from the 27.5 mitigation trees. The other option would be to not include these values in the “tree mitigation required” column, since forestry is not requiring mitigation for relocated trees. In either case, there should be a total of 18.5 mitigation trees proposed. JR response: Addressed Comment Number: 8 Comment Originated: 10/06/2020 10/06/2020: FOR APPROVAL Based on the extent of maintenance involved for street trees in close proximity to stop signs, traffic operations has requested that street trees are placed ~50’ from stop signs. Please adjust the two street tree locations on either end of Green Lake Dr. JR response: Addressed Comment Number: 9 Comment Originated: 10/06/2020 10/06/2020: FOR APPROVAL Are all the electric vault and street light locations included in the landscape plan? JR response: Yes, they are included Comment Number: 10 Comment Originated: 10/06/2020 10/06/2020: FOR APPROVAL There are a few ornamental trees proposed in the parkway, and it does not appear there are any limitations that would necessitate ornamnetal trees. Shade trees are preferred whenever space allows. Another option may be to straighten out the aprons that are angled at the intersections, since the "faux" perpendicular alley intersections probably present a more awkward turning movement than if the intersections are angled slightly. JR response: This comment was discussed offline and was intended to be removed by Spencer. Comment Number: 8 Comment Originated: 08/03/2020 10/05/2020: FOR APPROVAL If you want to defer the pavement marking removals to another approved set of utility plans, please add a note on the demolition plat that states what plans are to be referred to. 08/03/2020: Please call out pavement marking removals on the demolition plan. Light and Power also has an existing oval vault at the east side of the site (on the west side of Campfire Dr.) that may be in conflict with the Green Lake Dr. drive approach at Campfire Dr. Modifications fees will apply if this existing primary vault needs to be relocated for the drive approach. I couldn't find it on the Overall Legend. I'm looking for clear direction in the plan set as residential construction does not trigger a fire inspection prior to CO. JR response: signage revised Comment Number: 3 Comment Originated: 07/31/2020 07/31/2020: ADDRESS POSTING One of the difficulties associated with planning for emergency response is that city GIS does not participate in the planning process. Without their input, I'm forced to make some assumptions. During the conceptual review, I recommended that "those residences facing onto greenbelts should be addressed off of Green Lake Dr." That is my best guess as to what GIS will require unless the alleys are named (I'm not recommending naming the alleys). If this assumption holds true, either the address range will need to be posted on the street facing side of the greenbelt homes OR a freestanding monument sign will need to be located near the street so as to be visible and clearly indicate 6 best access to any residence. Once again, as PFA will not be part of the site inspection process, this information shall be clearly resolved prior to approval and details indicated with the plans.
