Improvements which was presented before the Conceptual Review Team on January 14, 2002.
The comments are offered by staff to assist you in preparing the detailed components of the

6aCONCEPTUAL REVIEW STAFF COMMENTS
City of Fort Collins
ITEM: Wood Street Improvements
MEETING DATE: January 14, 2002
APPLICANT: Mr. Jack Gianola, City of Fort Collins Facilities, c/o Mrs Cathy
Mathis, V-F Ripley and Associates, 401 West Mountain Avenue,
Fort Collins, CO. 80521.
LAND USE DATA: Request to add land area to the City of Fort Collins 700 Wood Street
Utility Services Facility by obtaining railroad right-of-way. This additional land area, along with
land already contained within the parcel boundary, will be re -developed to construct a berm
along Elm Street, east of the existing improvements. In addition, the presently unpaved segment
of Elm would be paved. Since portions of the site are now determined to be within a non-
F.E.M.A. 100-year floodplain, the existing outside storage yard would be re -graded to
accommodate the requirements for both floodplain and stormwater management. This area will
continue to be used as outside storage. A new box culvert will be installed to convey storm
flows to the outfall at the northeast corner of the site. A new bicycle/pedestrian path would be
constructed at the southeast corner of the site and connect into the parking of The Farm at
Martinez Park. No new buildings would be constructed with this phase of improvements.
COMMENTS:
1. The site is zoned E, Employment, which permits the proposed land uses. The east and
north edges of the outside storage yard are required to be landscaped with a minimum of
a five foot wide shrub bed. If this cannot be accomplished, then a Modification of
Standard is required to be submitted to the Planning and Zoning Board. Such
Modification may be submitted as a "stand-alone" or in conjunction with the P.D.P.
2. Electrical power may need to be extended to serve the irrigation controller or other
miscellaneous appurtenances. Any change or modification to the existing system will be
at the owner's expense. Streetlights may be desired along Elm Street although it is
possible that light spillage from the parking lot and storage yard may be render the need
for new streetlights unnecessary. Street trees are required between sidewalk and curb
along Elm Street.. Street trees must be kept 40 feet from streetlights and ornamentals
must be kept 15 feet from streetlights. For further information, please contact Bruce

3. This site is in the Old Town North Tributary drainage basin where the new development
fee is S4.150/acre which is subject to the runoff coefficient reduction and due with
building permit issuance (certificate of completion since there are no structures). The
standard Drainage and Erosion Control Reports and construction plans are required.
Water quality features will be required. Usually water quality is provided by extended
detention. There should also be stormwater containment for the transformer storage area.

4. For information regarding development regulations in a non-F.E.M.A. floodplain, please
contact Marsha Hilmes, 221-6681.
5. There is an existing 27-inch diameter sanitary sewer line that runs under the parcel. In
addition, there are existing water mains for both Elco and North Weld Countys Water
Districts under the parcel. When excavating for the proposed box culvert, care should be
taken not to disturb these lines. For further information, please contact Roger Buffington,

6. The site will be served by the Poudre Fire Authority. They will require that fire access
lanes be retained and that any hard surface area serving as a turn -around for fire
equipment also be retained.
7. Please check with Matt Baker, 221-6605, regarding the applicability of the Street
Oversizing Fee and the Larimer County Road Fee.
8. The developer is responsible for the repair of any damaged sidewalk, curb and gutter
along Elm or Wood Streets.
9. Please be aware that any street cuts along Wood Street or the paved segment of Elm
Street are subject to street cut fees based on the condition of the asphalt. For further

10. Please be cautioned that any construction activity off -site will require an easement from
the property owner.
11. Additional right-of-way and easement may be needed along Elm Street.
12. The applicant should research to ascertain whether or not the gravel roadway behind the
Salvation Army building is a publicly dedicated alley or simply an informal use of
existing railroad right-of-way. If found to be a dedicated alley, then it must be vacated by
two readings of City Council.
13. Utility Plans will be needed at the time of submittal. A Development Agreement may be
required prior to recording final documents. A Development Construction Permit may be
required prior to beginning site work. For further information, please contact Katie

14. Department of Natural Resources will require a wetland delineation study. If wetlands
are found on the property, and proposed to be disturbed, then mitigation will be
necessary. Please note that Bob Zakely is available to inspect for wetlands and soils that
have wetland hydrological characteristics. Native plants and grasses are preferred.
15. The overlot grading phase may require a Fugitive Dust Permit from the Larimer County

16. The bicycle/pedestrian path should be at least six feet wide.
17. A neighborhood meeting will not be required since the applicant has conducted
approximately four meetings with the Martinez Park Neighborhood Association already.
