Dear Resident
On Thursday, August 15, 2002, at 6:30 p.m., in City Council Chambers', 300 LaPorte
Avenue, Fort Collins, Colorado, the City of Fort Collins Planning and Zoning Board will
consider a Modification of the Buffer Zone Performance Standard for a development
proposal in your neighborhood. The project is known as City of Fort Collins Utility
Service Center (700 Wood Street) Project Development Plan, #16-90E.
The applicant is the City of Fort Collins, Utility Services Department. They are
requesting to re -grade and expand the existing outdoor storage yard at 700 Wood
Street. The project also includes drainage and underground utility improvements. A
landscaped berm will be provided along Elm Street. In addition, a six-foot wide sidewalk
will be constructed between terminus of Loomis Street and Lee Martinez Park.
The project includes disturbance of a .2 acre wetland just east of the existing service
center parking lot and south of railroad spur. Also, there will be a .2 acre wetland
disturbance at the northeast corner of the site in Lee Martinez Park for a stormwater
quality pond. Total wetland disturbance is .4 acre. (Please refer to the map for
locations.)
The proposal will be to mitigate the loss of .4 acre wetland by creating a new 1.3 acre
wetland. This exceeds the required minimum for wetland mitigation.
The request is for a modification to allow disturbance or construction activity within the
specified buffer zone for wetlands as stated in the Land Use Code under Section
3.4.1(E)(2).
The list of affected property owners for this public meeting is derived from official records
of the Larimer County Assessor. Because of the lag time between occupancy and
record keeping, or because of rental situations, a few affected property owners may
have been missed. Please feel free to notify your neighbor of this pending meeting so
all neighbors may have the opportunity to attend.
