PROJECT DESCRIPTION:
This is a request for a P.D.P. and Plat for the newly acquired land area to the City of
Fort Collins Service Center (700 Wood Street) as represented by the 1.69 acres of
railroad right-of-way. This new area will be used for outside storage. No new buildings
will be constructed. The additional land area, along with land already contained within
the parcel boundary, will be re -graded to comply with new storm drainage requirements.
Other improvements include a landscaped berm along Elm Street, east of the existing
improvements. In addition, the presently unpaved segment of Elm would be paved from
Wood Street to Loomis Street. A new box culvert will be installed to convey storm flows
to the outfall at the northeast corner of the site where a new water quality pond will be
built. A new bicycle/pedestrian path would be constructed at the southeast corner of the
site and connect into the parking lot of The Farm at Martinez Park. The outside storage
of electrical transformers will be enhanced with a separate stormwater containment
area.
A Request for a Modification of Standard to Section 3.4.1(E) Establishment of Buffer
Zones was considered by the Planning and Zoning Board on August 15, 2002. The
request would mitigate the loss of .4 acre wetland by creating a new 1.3-acre wetland.
This Modification was approved subject to verification that there is no presence of
Preble's Jumping Mouse in the A -acre wetland area.

Planning Objectives for City of Fort Collins Utility Service Center
Improvements — Type 1 Review.
Dear Ted,
The City of Fort Collins Utility Service Center is located at the northeast
intersection of Wood Street and Elm Street. Lee Martinez Park is east of the site
and un-subdivided land to the north. The site currently includes a variety of utility
service departments, employee and utility service parking, service areas and
equipment and materials yard storage. The main access to the site is from Wood
Street. An existing section of the Burlington Northern Railroad right -of way
currently extends from the southeast corner diagonally into the site. This section
of right of way will be annexed into the site. The site is zoned E, Employment.
This submittal includes updating the Overall Development Plan (ODP), a Project
Development Plan (PDP) for the first phase of improvements and a Minor
Amendment for the existing yard storage.
The Overall Development Plan submitted replaces the current recorded Overall
Development Plan dated May 8,1997 and shows the existing and future
proposals for the entire site. The plan also shows a "Limits of Development area"
around a proposed off -site water quality pond located northeast of the site.
The Project Development Plan (PDP) addresses the first phase improvements.
This includes:
• The equipment and materials yard storage expansion.
• Grading, drainage and utility improvements.
• Rerouting of the existing Le Martinez irrigation lateral.
•

• Facilitation of full conveyance of tributary off site basins flows.
• Off -site water quality pond northeast of the site.
• Completion of the paving of Elm Street, from Grant Street to Loomis
Street.
• Extension of the pedestrian 4 1 /2 foot wide sidewalk along the north side
of Elm Street.
• A 6 foot wide trail from the end of Loomis Street to the Lee Martinez Park.
• Landscape to a proposed berm, in the buffer and open space area, along
the south side of the site, and along the proposed trail to the Lee Martinez
Park.
The improvements will also include the existing railroad right-of-way, already
contained within the parcel boundary. No new buildings would be constructed
with this phase of improvements.
The existing yard paving will be removed, re -graded and resurfaced with asphalt,
with a concrete area for the transformers. The yard storage will be expanded
approximately 27,822 square feet to the south. An eight foot high security fencing
will be installed at the perimeter of the expanded yard area, which will tie in with
the existing perimeter fencing around the entire site.
The landscape and grading in the buffer zone / open space area, along the south
side of the service center aims to provide a visual buffer from the existing
residential areas along Elm Street. The proposed berm will extend from the east
side of the existing employee parking lot east to the southwest corner of the
storage yard. The berm will be approximately 7 to 9 feet high and will be densely
planted with a variety of low water / native deciduous and evergreen trees and
shrubs.
The proposed trail will be graded in order to be handicapped accessible and will
be landscaped either side with dryl.and grass seed and native shrubs and trees.
Two large mature Austrian pines form part of the landscape in this area.
The Minor Amendment addresses the east and north edges of the outside of the
yard storage which are required to be landscaped with a minimum 5 foot wide
shrub bed. At a meeting held on 01/29/02 with the Planning and Zoning
Departments it was determined that the existing yard was approved and
recorded on a Site Plan and Plat dated 6/25/90 without the 5 foot shrub bed
requirements at that time. The Minor Amendment therefore updates the existing
fenced area to the yard storage as shown on the Overall Development Plan with
the current recorded Site Plan and Plat.

The project is located at 700 Wood Street. There are two zonings on the property. The
south line of the railroad right-of-way is the dividing line. North of the line, the zoning is
E, Employment. South of the line, the zoning is L-M-N, Low Density Mixed -Use
Neighborhood. The specific area subject to this P.D.P. is zoned Employment.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The P.D.P. and Plat are for the 1.69 acres only. The balance of the proposed
improvements are contained within an approved P.U.D. that has been amended on May
31, 2002 according to Section 2.2.10(A) — Minor Amendments. The P.D.P. is subject to
review by the Planning and Zoning Board as required by Section 3.4.1(E)(3). The land
use is considered an accessory use to a Public Facility and permitted in the
Employment zone.
COMMENTS:
1. Background:

B. Approval History
The City of Fort Collins Utility Service Center began the annexation process into the city
limits in 1957. Portions were annexed as recently as 1987. Before the West Side
Neighborhood Plan (1989), and before the City Plan rezonings (March 28, 1997), the
Utility Service Center was located in three zone districts: I-G, General Industrial, C,
Commercial, and B-P, Planned Business.

Two of these zones, I-G, and C, allowed buildings, parking lots, and outside material
storage as uses -by -right. The B-P zone, however, required building expansions,
parking lot additions, and new outside storage areas to be processed as a P.U.D. under
the L.D.G.S. Consequently, a portion of the Utility Service Center (3.05 acres) was, at
one point, governed by a P.U.D. that was approved in July of 1990. This P.U.D.
consisted of a parking lot (144 spaces), and outside material storage as accessory uses
in the B-P zone.
This 1990 P.U.D. was submitted and approved in conjunction with a larger project that
included a building addition for Water/Wastewater Utility, and other parking lot and
landscaping improvements which were located in the I-G, and C zones. These projects
were completed as permitted uses.
In 1989, the West Side Neighborhood Plan was adopted. In accordance with the WNP,
the entire Utility Service Center was rezoned to R-C, River Corridor.
On March 28, 1997, the Utility Service Center was again rezoned this time to E,
Employment.
In June of 1997, the Utilities purchased the old concrete pipe yard at the corner of Wood
and Elm Streets containing 4.86 acres and zoned L-M-N. This parcel was then
redeveloped into a landscaped parking lot. The entire complex now includes
approximately 15.85 acres.
On August 15, 2002, the Planning and Zoning Board granted the Request for
Modification to Section 3.4.1(E) to allow the loss of .4-acre wetland to be mitigated by
construction of a new 1.3 acre wetland, subject to verification that there is no Preble's
Jumping Mouse in the .4-acre wetland.
C. Current Request
The current P.D.P. is in response to the convergence of three factors. First, the City
has recently purchased the B.N.S.F. railroad spur on the southeast portion of the site.
This former right-of-way will be converted to an expansion of the existing outside
storage area. Second, U.S. Environmental Protection Agency has promulgated new
stormwater protection rules regarding outside storage of electrical transformers. Third,
the modeling of the West Vine Drainage Basin, based on the new rainfall criteria,
indicates that additional stormwater will sheet flow across the parking lot and storage
yard in an unacceptable manner.

In response to these factors, the City has a designed a project that will expand the
outside storage area and place the electrical transformers in a specially designed
containment area (even though the City does not use transformers containing P.C.B.'s).
The site will be regraded and storm sewers will be installed to accommodate the
increase in upstream storm flows West Elm Street.
Further, and perhaps most importantly, a new water quality pond will be built so that all
runoff from the site (including upstream flows) will be treated prior to release into the
Poudre River.
The project also includes a landscaped berm along Elm Street to enhance
neighborhood compatibility. In addition, a six-foot wide sidewalk will be constructed
between the terminus of Loomis Street and Lee Martinez Park. A stub would be
provided from the terminus of Whitcomb Street as well. This will facilitate bike and
pedestrian access to the park.
This improvement plan would eliminate two existing .2-acre wetlands (total of .4-acre)
but result in construction of a new 1.3-acre wetland and a new water quality pond.
There would be no increase in the number of employees as a result of this project.
Therefore, the requirement for a Transportation Impact Study has been waived.
2. Compliance with Zone District Standards:
The overall site is in two zone districts, L-M-N, Low Density Mixed -Use Neighborhood
and E, Employment. The entire area subject to the P.D.P., however, is zoned
Employment.
The land use is classified as a Public Facility which is permitted in the E, Employment
zone. For the overall site, the area located within the E zone represents the original
portion of the Service Center, including the newly acquired railroad right-of-way. This
area is presently used for outside storage as an accessory use to the Service Center as
per the approved P.U.D. This area will continue to be used for outside storage.
Outside storage is considered a permitted accessory use for a Public Facility in the
Employment zone. Therefore, the proposed land use complies with the land use
standards of the E zone.
3. Compliance with Applicable General Development Standards:
The subject 1.69 acres, a former rail spur, are shaped like a tuning fork that penetrates
the site from the southeast. The wide part of the parcel is located between the northern

terminus of both Loomis and Whitcomb Streets. The long portion is located northwest
of Loomis Street.
A. Section 3.2.1 - Landscaping and Tree Protection
The southern boundary of the P.D.P. will feature landscaping. Outside the boundary of
the P.D.P. but part of the overall improvement project, there will be a landscaped berm
along Elm Street and street trees will be planted along Elm Street between the walk and
curb.
B. Section 3.2.1(E)(1) - Buffering Between Incompatible Uses and Activities
The neighborhood to the south is buffered by the aforementioned berm and
landscaping.
C. Section 3.2.2 - Access, Circulation and Parking
In accordance with the street standards, a 4.5 foot wide sidewalk will be constructed
along the north side of Elm Street. From Loomis Street east to Martinez Park, there will
be a six foot wide sidewalk connecting the neighborhood to the park. This walkway will
feature connections to both Loomis and Whitcomb Streets.
D. Section 3.2.4 - Site Lighting
The lighting levels will not exceed 0.1 foot-candle as measured 20 feet from the
property line as a result of the on -site lighting.
E. Section 3.4.1(E) - Establishment of Buffer Zones
A Modification of Standard was granted by the Planning and Zoning Board on August
15, 2002, subject to verification that there is no evidence of Preble's Jumping Mouse in
the affected .4-acre wetland.
F. Section 3.5.1(I)(1) - Outdoor Storage Areas
All outdoor storage will be located at least 20 from a public street, sidewalk, or internal
pedestrian way.

G. Section 3.8.11 — Fences and Walls
New fencing within the P.D.P. will be eight foot high chainlink with no barbed wire.
(Note: in the portion of the project in the L-M-N zone, landscaping, not chainlink, is used
for screening purposes.)
4. Neighborhood Meetings:
Utility Services has held two neighborhood meetings, one on June 17, 2002 and one on
July 15, 2002. These meetings indicate a general agreement with the project.
5. Findings of Fact and Specific Findings as per Section 2.8.2(H)(3):
In evaluating the P.D.P., Staff makes the following findings of fact:
A. The proposed P.D.P. and Replat are part of larger project that integrates several
improvements to the outside storage area of the Utility Services Facility at 700
Wood Street.
B. The proposed land use, accessory use to a Public Facility, is permitted in the
Employment zone.
C. The P.D.P. satisfies the applicable General Development Standards of Article
Three.
D. The Planning and Zoning Board granted a Modification of Standard to Section
3.4.1(E) on August 15, 2002.
RECOMMENDATION
Staff recommends approval of the City of Fort Collins Utility Service Center, P.D.P. and
Plat, #16-90E.

RE: City of Fort Collins Service Center Storage Yard Expansion Project
To Whom It May Concern:
The City of Fort Collins Utilities Department has proposed an expansion of its storage
yard at 700 Wood Street. The project will necessarily include some minor wetland
impacts north and south of the current facility, and mitigation for these impacts is
planned in accordance with U.S. Army Corps of Engineers and City of Fort Collins
requirements.
Two U.S. Fish and Wildlife Service (USFWS) listed threatened species are of concern
when dealing with wetland impacts in the City, the Ute ladies' tresses orchid (Spiranthes
diluvialis), and the Preble's meadow jumping mouse (Zapus hudsonius preblei). Surveys
for both of these species have been conducted at the site of the proposed work by
USFWS qualified individuals. These surveys are in accordance with USFWS guidelines.
Neither species was found. In the case of the Preble's meadow jumping mouse, over 600
trap nights have been recorded with negative results. Reports of the surveys are currently
being prepared, and will be submitted to USFWS within the next two weeks.
