Subject: Traffic Study – Proposed 1516 Remington Street Project
The following memorandum provides the results of a traffic study related to a
proposed fraternity house at 1516 Remington Street in Fort Collins. The project
location is shown on Figure 1. The traffic study will address the following areas:
• The estimated trip generation of the project.
• The pedestrian environment and level of service.
• The bicycle system and associated level of service.

PROJECT DESCRIPTION
The proposed 1516 project will accommodate a fraternity house with 19 beds.
The project site plan is shown in Figure 2. Historically, the Sigma Chi fraternity
was located at 1516 Remington Street. Vehicular and bicycle access will be from
both Remington Street and the north/south alley behind the house. The driveway
from Remington Street is one-way in the eastbound direction. Parking is
proposed on the east side of the site off of the alley. The bicycle parking will be
directly adjacent to the east side of the house. Pedestrians can access the
house from either Remington Street or the alley.
The project is directly adjacent to the Remington Greenway. This corridor was
identified as a community priority to provide a supportive environment for
bicycling and walking. The improvements near the project site include a buffered
bike lane, bulb-outs at Remington and Lake Street, enhanced crossing at the
Performing Arts Center/Trial Gardens with connections to the Garden Bike Trail
and a Bike Fixit Station.

PROJECT TRIPS
The trip generation of the proposed project was determined based on rates that
were developed by the City of Fort Collins for student housing. The rates and
associated trips are provided in Table 1. As shown the project will generate
approximately 50 daily, 4 morning and 8 evening peak hour trips. The City of
Fort Collins has established threshold standards for traffic studies within the
Larimer County Urban Area Street Standards (LCUASS), adopted January 2,
2001 with updates through September 19, 2016. If a project generates less than
200 trips/day and/or the peak hour trip generation is less than 20, the traffic
impact study may be waived. Due to the low trip generation, no further vehicular
operations analysis was required.

PEDESTRIAN ENVIRONMENT/ANALYSIS
The City of Fort Collins has established pedestrian and bicycle level of service
definitions. They address a number of elements, or quality indicators that impact
the environments these users experience. The City’s Pedestrian Plan, February
15, 2011 describes the parameters to evaluate the pedestrian environment. The
proposed project is within the “Transit Corridor Area” also depicted as within ¼
mile of the ETC (Enhanced Travel Corridor). Within Transit Corridors, the City
has established a LOS B for Directness and Security. For the three remaining
elements a LOS C is the minimum. The elements identified as important to
supporting a beneficial pedestrian environment are:

5. Security

Each of these is described in depth in the Pedestrian Plan. The Plan requires
that destinations within 1,320 feet of the Project are identified and analyzed for
each pedestrian element. This area is depicted on Figure 3. The results of this
analysis are summarized in Table 2 along with the associated LOS for each
element.

As shown in the table, nearly all of the level of service elements are A. Based on
this analysis it is concluded that the overall level of service for pedestrians is LOS
A.
BICYCLE NETWORK/ANALYSIS
The bicycle network within the 1,320 foot area of the project site was evaluated
for two destinations: CSU and the Performing Arts Center/Trial Gardens located
in the block north of the site off of Remington Street.
The bicycle analysis is for Continuity adjacent to the Project and to these two
destinations. The results are provided in Table 3. It should be noted that
because the site is a single lot, facilities within a block of the site were considered
“directly adjacent”.
The project is adjacent to the Remington Greenway which exemplifies the
highest level of design for both pedestrians and bicyclists. The Remington
Greenway provides direct access to the Garden Bike Trail. This trail provides a
grade separated connection below College Avenue and a Fixit Bike Station that
provides a pump and tools. The grade separation is a significant benefit to both
bicyclists and pedestrians who desire to travel east/west across College Avenue.
The overall level of service is LOS A.

CONCLUSIONS
The proposed 1516 Remington project will accommodate a 19 bed fraternity.
The estimated trip generation is low and is not anticipated to significantly impact
the roadway system. The proposed project is located within an enhanced
pedestrian and bicycle network with its adjacency to the Remington Greenway
and the Garden Bike Trail. The overall level of service for both pedestrians and
bicyclists are LOS A
