PROJECT DESCRIPTION:
Request for final PUD approval for a parking lot and material storage on 3.052
acres, located at the City Utility Service Center at 700 Wood Street. The site is
zoned B-P. Planned Business.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
This plan proposes a new parking area to compensate for a building addition that
would be constructed over existing parking at the City's Utility Services Center.
The PUD consists of a 144-space parking lot and outside material storage as
accessory uses in the B-P, Planned Business Zone. The material storage yard is
detached from the parking lot and consists of approximately 1.9 acre. The parking
lot would gain access from a re -aligned curb cut on Wood Street. Some existing
trees would be removed to accommodate the new curb cut, while new trees would be
included in the new construction. This final plan is in substantial conformance
with the approved preliminary plan and the condition of approval regarding lighting
has been addressed.

COMMENTS:
I. Background:
The surrounding zoning and land uses are as follows:
N: C; existing offices, parking, and material storage for Service Center
S: B-P; storage yard for Concrete Products Company
E: C; warehouse and material storage for Service Center
W: R-M, existing single family I; vacant (Larimer County)
The City of Fort Collins Utility Service Center began the annexation process into
the City in 1957. Portions have been annexed as recently as 1987. The 2.06 acre
B-P portion of the P.U.D. was annexed in 1966. The site is a combination of
abandoned railroad tracks, existing parking, and vacant land.
The preliminary site plan was approved by the Board on May 21, 1990, with a
condition that all lighting be inward and downward directional. The applicant was
also asked by the Board to work with affected neighboring property owners to keep
lighting on the entire Utility Services Center from spilling off of the site, to the
extent possible.
2. Land Use:
The request for a PUD for parking and material storage is in conjunction with a
larger project at the Utility Service Center that includes a building addition and
other parking and landscape improvements. It is only that portion of the overall
improvement project that lies in the B-P zone that is subject to the PUD. Since the
balance of the Utility Service Center is zoned C, Commercial, and I-G, General
Industrial, the proposed improvements in those zones are uses -by -right and do not
require PUD review.
The proposed parking lot and storage yard in the B-P, Planned Business Zone at this
location are appropriate uses. The parking lot and yard are logically connected to
and functionally a part of the Utility Service Center. Both areas are well
landscaped and buffered from the existing single family homes in the area.
This final site plan is in substantial conformance with the approved preliminary
plan.
3. Design:
The proposed parking lot meets the intent of the City's Parking Lot Development
guidelines with respect to dimensions of stalls and aisles, layout, and safety.
The new parking areas and the frontage on Wood Street will be landscaped with
deciduous trees. Approximately five trees will be removed to accommodate the
relocated entrance drive. Existing trees that are unaffected by the improvements
will remain. The applicant is proposing a xeriscape approach to the landscaping
throughout the parking lot, so that water usage may be reduced.

4. Parkine Lot Liehtina:
There will be seven light fixtures mounted on 25 feet high poles. These fixtures
have been selected for truck clearance and to deter vandalism. The 25 foot pole is
similar to what is on the site at the present time. A condition was attached to the
Board's approval of the preliminary plan. This condition requires that all lighting
on the PUD site be inward and downward directional. The Board also asked that
the applicant work with affected neighboring property owners to keep lighting on
the entire Utility Services Center site from spilling off of the site. The applicant
has submitted a cut sheet of the proposed site lighting, which is down directional.
Staff has facilitated discussions regarding light spillage from the Utility Service
Center site between the applicant and the adjacent property owner that raised this
issue (see attached memo).
RECOMMENDATION:
The proposed Utility Service Center PUD, Final is in substantial conformance with
the approved preliminary plan and the condition of preliminary approval has been
met. Therefore, staff recommends approval of the Utility Service Center PUD,
Final, #16-90A.

Preliminary PUD #16-90
At the Planning and Zoning Board meeting on May 21, 1990, you approved the City
Utilities Service Center Preliminary PUD #16-90, with a condition that the City
address the outside lighting concerns of Mr. Al Scott. As you recall, Mr. Al
Scott stated "this project has no direct impact on his property". He requested
some relief of the overall outside lighting from the City property adjacent to
his property.
On May 24, 1990, Mr. Ken Mannon , Fleet Superintendent, and I met with Mr.
Scott to attempt to address his lighting concerns. Following is a summary of
that meeting:
1. See attached letter, dated June 8, 1990, from Mr. Al Scott regarding the
cooperation he is receiving from the City.
2. On the Equipment Services Facility site (835 Wood Street), the
following improvements will be implemented:
a. All existing parking lot lights will be changed to "flat bottom
cobra head" lights in 1991, see cut sheet attached;
b. The City is berming the site adjacent to Mr. Scott's property and
this is currently being implemented as material becomes available;
and,
c. Upon completion of the berming, trees will be planted to buffer his
site from the City's site.
3. The City will change two existing parking lot lights on the north side
of the Utilities Service Center site, 700 Wood Street, to "flat bottom
cobra head" lights.
4. Mr. Scott requested the possibility of reducing the glare of several
lights on Building "D" (700 Wood Street). We will investigate using
a softer bulb in these lights to reduce the glare.
As you can see, the City is trying to address the outside lighting concerns of
Al Scott and he does appreciate the cooperation of the City.
