Minimum setbacks in an RF cluster- plan cannot vary from those required in the RL District, without a variance from the ZBA, Zoning Board of Appeals. Therefore any reference to setbacks should state exactly what the RL Zone allows. 2. Show the tracts on the Landscape/Site Plan. They should correspond to the tracts on the plat. Place a note on the plat and site plan explaining the purpose of the tracts. 3. The City will not accept Tract B as open space. 4. Obtain permission from WAPA for trail access across their easement prior to final approval and public use of the easement prior to the City accepting the open space. Please provide a letter for the files to this effect. 5. The City Forester will review the proposed landscaping in the open space tracts and his comments will be forwarded to you. 6. Phase 2 exceeds the 660' distance for a dead-end cul-de-sac. The proposed emergency access road has been discussed and would only be allowed to function as emergency access if it is maintained year round and meets all other access road criteria. 7. Parks and Recreation is interested in sharing the cost of a trail/emergency access road from Overland Trail to the Pineview Open Space area if an alignment can be agreed upon. 8. There should be a note on the plans stating that houses in the second filing must have automatic fire sprinkler systems installed prior to certificate of occupancy, or that an access road will be constructed prior to the issuance of any building permits. Refer to the Utility Plans for comments from the Water and Wastewater Utility. 11. Planting of trees in the open space tracts on Nesbit Court and the at the south end of Skimmerhorn Street needs to be coordinated with Public Service Company. Maintain a minimum clearance of 4' between trees and gas main installations.. 12. The Utility Plan does not show water service locations for each lot. Location of water services will need to be coordinated with Light and Power before water installation. The developer should contact Light and Power if three phase power is required. 13. Columbine CableVision would like to have Tracts A, B, C (on the plat) changed to Open Space and Utility Easements. If you have questions about this request, please contact Dennis Greenwalt at Columbine CableVision. Easements across the open space areas to connect the back yard easements may satisfy their concerns. 14. Columbine CableVision would also like to see the homes wired in a Home Run System with cable meeting Columbine's standards. 15. Sidewalk is required on both sides of the public streets. •Lot sizes and configuration do not meet the City's rural street standard criteria. The lots in phase 1 were configured in such a way that sidewalks on 1 side, etGe2o!/ouee�. 16. Nesbit Court should be designed to carry 2% slope further back. You can go to 8% street slope if necessary. 17. Please provide a pavement design and reference soils report. 18. We will double check note #4 with Light and Power. v, 19. How was the south line of the N..E. 1/4 (the south line of the plat) determined on the plat? 20. The triangular piece of right-of-way at the northeast corner of the property will have to be platted with the.2nd filing. In order to put a sign on the tract it will have to be platted. A note should be added to the plans to discuss maintenance and ownership of this tract (is this entire tract public ROW). 21. Final drainage comments will be sent under separate cover. This concludes staff comments at this time. In order to stay on schedule for the March 22, 1993 Planning and Zoning Board hearing, please note the following deadlines: 0 0 Plan revisions are due March 3, 1993 by 12:06 noon. PMT's, colored renderings, and 10 prints are due March 15. Final mylars and other documents are due March 18th by 12:00. Please be aware that the development agreement and utility Plans for Planned Unit Developments (PUD's):must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 30 days to finalize the plans and agreement, after which time, you must submit a request for an extension from the Planning and Zoning Board. No Problems _ Problems or Concerns (see below) Review of these plans should not be construed as a commitment that telephone facilities sufficient to serve this project are presently available. U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. U S WEST would require an easement across Tract C between the rear corners of Lots 2 & 3, across Tract B from the southwest corner of Lot 26 to the northeast corner of Lot 24, and across Tract A from the northwest corner of Lot 17 to a point straight west on the east property line of Lot 19. The developer is responsible for provision of all trench and street crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. Any relocation of existing telephone facilities required by these plans will be paid for by the developer.
