The results of these ' analyses are shown in Table 4. Backup calculation forms are provided in Appendix D. The analyzed intersections operate acceptably. The volumes on the area streets are appropriate. The increase in traffic on Wood Street and Vine Drive will be caused by the combination of background traffic and traffic generated by the Utility Service Center. Traffic on collector and local streets will not likely change signifi-cantly. Traffic on Cherry Street will increase, since it is a convenient access to College Avenue and to City Hall. However, the volumes will not be excessive for a collector ' level street. Based upon the operational analyses performed and the projected traffic volumes., no geometric improvements are recommended on area streets. Over the course of the next twenty years, routine maintenance will require resurfacing of the streets in the area. The overlays may be required to ' maintain or improve the structural integrity of the streets. It is likely that the City will want curb/gutter and sidewalk improvements along Wood Street and Vine Drive. The need for these improvements should be determined by the City. ' IV. Parking Analysis A parking inventory and survey was performed on July 11, 12, and 13, 1989 at the Utility Service Center. All parking space=_• were inventoried and parking space occupancy was noted ' at four times: 9:30 AM, 11:15 AM, 2:00 PM, and 3:30 PM. Spaces specifically designated for city vehicles (cars and ' trucks) were removed from the inventoried spaces. There were 227 parking spaces at the Utility Service Center available for private vehicles (employees and ' visitors). The occupancy of the spaces was as follows: 9:30 AM - 171 vehicles 11:15 AM - 181 vehicles I 2:00 PM - 146 vehicles 3:30 PM - 103 vehicles It was concluded that the critical time period for parking demand was late morning (11:15 AM). Subsequent analyses used this time as critical for determining parking demand. At the time of the parking survey, the following information about the employees at the Utility Service Center ' was provided: Regular employees. based at the Center - 197 200 ' Absentee employees on survey days - 20 Additional summer employees at the Center (Streets) - 22 1 4 1] • 1 1 1 1 I-- 1 Based upon observations during traffic counting, it was determined that there were 10 bicycle riders to/from the Utility Service Center on a typical work day. Using the occupied spaces (181) and the employee count adjusted by the various factors, a critical ratio of parking spaces/employee of 0.95 was calculated. This ratio includes allowances for visitors to the Utility Service Center for meetings and appointments with city staff. The size of the departments located at the Utility Service Center are largely a function of the size of the city both in population and area.. Projections of employees based at the Utility Service Center is shown in Table 5. Two employee projections are made for 1995. It is expected that by about 1995, the Streets Department will no longer be located at the Utility Service Center. Also shown in Table 5 are the projected employee/visitor parking requirements on site. V. CONCLUSIONS This study assessed the impacts of the expansion of the Fort Collins Utility Service Center on the existing street system in both 1995 and 2010. As a result of this analysis, the following is concluded: - The expansion of the Utility Service Center is feasible from a traffic engineering standpoint. It is estimated that at full expansion approximately 2100 average weekday trips will be generated by the uses considered in this study. - Current operation of the nearby intersections and streets is acceptable. Stop sign control is recommended at the nearby intersections both now and in the future considering the traffic volumes used in this study. - At the 1995 level of expansion of the Utility Service Center, both the area intersections and streets will operate acceptably. Based upon traffic operations and volumes, street improvements are not required. - In the long range future (2010), streets and intersections will continue to operate acceptably. Geometric improvements are not recommended based upon the traffic_ projections, however improvement of the structural integrity of some key streets (Vine, Cherry, and Wood) may be necessary over the next twenty years. An employee/visitor parking space=_• per employee ratio of 0.?5 is recommended for this site. City vehicles (cars and trucks) should have designated parking spaces not in the employee/ visitor areas. Visitor parking spaces should be clearly marked and located near the main doors to the various city Idepartments housed on this site. IEXECUTIVE SUMMARY ' The Fort Collins Utility Service Center, located near the intersection of Vine Drive and Wood Street in Fort Collins, Colorado, is proposed to be expanded. This ' expansion will entail a building enlargement in the short range future with a gradual incr•ease in employees to meet the needs of the individual city departments. The study involved the steps of trip generation, distribution and assignment; traffic projection; and capacity analysis as set forth in the City's Traffic Impact Study Guidelines. The location of the proposed development is shown in Figure 1. During the course of this analysis, numerous contacts were made with the project planning consultant (Robb, Brenner, & Brelig) and the City Traffic Engineering Department. The study conforms to the format set forth by the Transportation Department of the City of Fort Collins. The study involved the following steps: - Collect physical, traffic, and development data. - Perform trip generation, trip distribution, and trip assignment. - Project traffic growth. - Determine peak hour• traffic volumes. - Conduct capacity and operational level of service analyses on key intersections. - Analyze signal warrants and signal progression. In addition to the above, an extensive parking study was conducted. The results of this study are also presented in this report. II. EXISTING CONDITIONS The site of the Utility Service Center, as shown in Figure 1, is in a. mixed use area. To the south across the railroad tracks, it is bounded by a vacant lot with storage us•e and residential use south of that. The railroad tracks ar•e not used and are often discussed for other uses (extension of the Utility Service Center, a bikeway trail, and the extension of Vine Drive east of blood Street). To the west across Wood Street, it is bounded by residential and former agricultural uses.. To the east, it is bounded by Lee Martinez Park and vacant land. To the north, it is bounded by light industrial. Most streets in the immediate area ar•e classified as local streets. Vine Drive, west of blood Street; Cherry Street, between College and Shields; and Loomis Street, south of Cherry Street, are classified as collectors. The nearest arterials a.r•e Shields Street to the west, College Avenue to the east, and La Porte Avenue to the south. The local and collector streets mentioned above have one travel lane in each direction. Most intersections are stop sign controlled. The nearest signalized intersection is Shields/La Porte. These counts were classified by vehicle type, in order to determine the vehilce mix, utilizing this facility. These counts are shown in Figure 2. Also shown in Figure 2 are peak hour counts at the Loomis/Cherry intersection. Raw traffic count data is provided in Appendix. A. Existing Operation All intersections north of La Porte, west of Shields, and ea.st of Howes., operate acceptably with the existing stop sign control and geometric=.. Operation at the counted ' intersections are shown in Table 1 with calculation forms provided in Appendix B. Volumes on observed streets were reasonable for their respective classifications and no significant delays were observed. The number of trucks in the traffic streams on blood Street, Vine Drive, and Cherry Street were significantly higher than normal for typically classified streets. Most of these heavy trucks had one end of their trip at the Utility Service Center. III. PROPOSED DEVELOPMENT The Utility Service Center is a proposed multi - department city development east of Wood Street and north of the Colorado & Southern Railroad tracks. A schematic of the site plan showing the proposed access points is provided in I Figure ?. Two accesses to Wood Street are proposed to the site. [1 1 I C Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing street system. Rather than using published trip generation data compiled by the Institute of Transportation Engineers, traffic counts were performed at the current facility at the morning, noon, and afternoon peak hours. These counts were classified by vehicle type. The trucks were further classified by department. Since the existing Utility Service Center has only one access., the counted vehicles reflect the typical generated travel for the counted time periods. Vehicles going to the Fort Collins Fleet Maintenance Facility and to private uses north of the Utility Service Center were subtracted from the counted traffic. Trip Distribution and Assignment rThe directional distribution of generated trips from the Utility Service Center• was determined based upon analysis of the counted data. The trip distribution used is shown in 1 Figure 4. Trip assignment is how the generated and distributed trips ar•e expected to be loaded on the street system. The 1 Assigned trips are the resultant of the trip distribution process. Figure 5 shows the peak hour trip assignments with factored 1989 peak hour volumes to reflect 1995 conditions. The peak hour traffic was factored by 2 percent per year to determine the background traffic growth in the area. Figure 6 shows the year 2010 peak hour projections in the area. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the I "Manual on Uniform Traffic Control Devices." Signals will not likely be warranted at any intersections in the immediate vicinity of the Utility Service Center. Signal Progression Since no new signals ar•e warranted, signal pror•ession ' analysis was not performed. IOperations Analysis Capacity analyses were performed on key intersections to 1 determine how each would operate in 1995 with a site population of 278 employees at the Utility Service Center. Operations analyses were performed on key intersections for ' yeas• 2010 traffic with full development (site population of 323 employees) of the Ut i 1 i ty Service Center•. The initial capacity analyses were conducted on the 1995 traffic conditions as shown in Figure 5. The analyses assumed the same geometric conditions at the key intersec- tions and two lane local or collector streets as appropriate. The results of these analyses are shown in Table 3 . Backup calculation forms a.r•e provided in Appendix C. The analyzed intersections operate acceptably. Volumes on the area streets are within acceptable limits for the appropriately classified streets.
