HomeMy WebLinkAboutWESTBROOKE PUD SECOND FILING FINAL - 3 90H - CORRESPONDENCE - STAFF'S PROJECT COMMENTS (5)Planning Department Fort Collins July 22, 1994 P & B Partnership c/o Chuck Betters 375 East Horsetooth Road Fort Collins, CO, 80525 Dear Chuck, Staff has reviewed your documents for the Westbrooke P.U.D., 2nd Filing - Final that were submitted to the City on July 5, 1994, and would like to offer the following comments: 1. The Post Office has stated that an alternative to the street name of "Northbrooke Court" should be selected. This name exists in the approved Northbrooke Patio Homes RU.D, The City Police Department also has a concern about duplication of street names. 2. A copy of the comments received from U.S. West is attached to this letter. 3. Public Service Company of Colorado has stated that they will need to install a new gas main on the south side of Troutman Parkway. Because City Light & Power typically installs their facilities between the curb and sidewalk (if detached) on streets with.68' wide rights -of -way, that leaves PSC no alternative but to golin the utility easement behind the sidewalk. The fence and trees must be moved to the back line of the utility easement along Troutman Parkway so that their gas line is not fenced away from access on the street side. Also, PSC needs a 9' wide, not 8', utility easement along the local streets. 4. The City Mapping & Surveying Department has the following comments to offer (all being related to and required on the subdivision plat): a. Control monuments must be described. b. State the long chord bearing and distance of the outer boundary curve. C. How was Seneca Street dedicated? Please show this 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 FAX (303) 221-6378 • TDD (303) 224-6002 6 d. It appears that the total 68' right-of-way width for Troutman Parkway is dedicated. Is this true? If not, please clarify the status. e. Westbrooke P.U.D., 1st Filing shows a temporary cul-de-sac and access easement within this plat. The 2nd Filing plat must vacate this easement. Please contact Kerrie Ashbeck at 2.21-6750 to get the appropriate language to put on the plat. 5. The Light & Power Department has stated that there are some conflicts with the street tree placement along Seneca Street and Troutman Parkway. Enclosed is a redlined plan (sent only to Redpeak Engineering) showing tree relocations that could resolve the conflicts. Also, street trees would be more effectively placed between the curbs and sidewalks to function as street trees in a parkway. This will require the minimum separation between curb and walk to be 9.5' to allow for electric utilities and trees. The property owners would be responsible for the maintenance of this landscaping. 6. The Engineering Department has numerous comments about this development renuest. A copy of their comments is attached to this letter. 7. The Pleasant Valley & Lake Canal has stated that their ditch right-of-way must be protected: They have not yet seen the storm drainage plans for this development. It is important for them to review and comment on the amount of proposed stormwater runoff into the ditch. The ditch company has not yet approved the proposed City trail in their right-of-way. 8. This development is dependent on a connection to South Shields Street or West Horsetooth Road. There will have to be a condition of approval that one of these connections will be made prior to or with this development. A condition of this_ importance on a Final plan is not recommended. 9. The storm drainage for this development is dependent on other developments. You should coordinate your SWMM Model with RBD, the engineers for the Mountainridge project to the north. The detention for this development will occur in Mountainridge and it is not yet known when that project will move ahead. The downstream drainage facilities need to be in place before this development can occur. If the rear yards of the lots are to drain in the Pleasant Valley &.Lake Canal the release rate must be at the historic rate or less. The final drainage report is lacking sufficient information. There are no drainage basin lines delineated. Revised drainage plans must be submitted to the Stormwater Utility no later than 5:00 p.m., Wednesday, August 3, 1994, to enable this item to stay on the P & Z agenda for August 22nd. 10. Fencing guidelines are referenced on Landscape Plan. What are these guidelines? The City would like to see fence details. 11. It is being recommended that a sign should be appropriately placed notifying these residents about the possibility of a future commercial center directly to the east, across the Pleasant Valley & Lake Canal, in the Pineview P.U.D. A note to this effect should be on the Site Plan. 12. Final approval of this request by the Planning and Zoning Board I seems to be at least one month premature due to its dependence on off -site stormwater and transportation improvements. Without these improvements resolved or in place staff would be unable l to recommend approval of the Westbrooke P.U.D., 2nd Filing Final.. This completes the review comments at this time. Additional comments' may be forthcoming as the various departments and reviewing agencies continue to review this request.
