Dear Jeff,
This letter is in response to your resubmittal of the revised utility plans for the Westbrooke P.U.D.,
2"d Filing project. This project was submitted for review on May 28, 1991

are the comments from the utilities, the redlined plans, a copy of the letter addressed to you from
Kerrie Ashbeck for your reference, and the redlined drainage report. After reviewing the history of
this project, reevaluating the comments from Kerrie Ashbeck, and reading the enclosed letter dated
June 25, 1996, the Engineering Department will recommend denial of the Westbrooke P.U.D., 2nd
Filing project. This position will remain in effect unless the conditions stated in the above -
mentioned letter are adequately addressed. At this time, the status of this project has not changed,
and will remain on hold until the conditions stated in the June 25 letter are met.
Since this project has been in the City's review process, the same issue lhas come up the.project
needs to have a second point of access. Currently there are tliree possible alternatives that will
achieve this requirement. Either extend Seneca Street to the north, extend Troutman Parkway to
Shields Street, or build a "temporary" road that connects Wabash Street to Troutman Parkway. If
the third alternative is chosen, the developer will be required to construct a "temporary" road that
meets the.street standards set forth in the `'Design Criteria and Standards for Streets" manual. The
developer will also need to escrow sufficient funds at.150% of the cost to pay for the futureremoval
and realignment of the temporary street and all associated utilities. This is necessary to provide the
ultimate street and utility connections in the locations acceptable to the City. The relocation of the
"temporarystreet and the utilities will need to be placed in a location to best serve the properties
to the east. Please reference the attached June 25 letter which states these same requirements..
Again, the position that the Engineering Department has taken at this time is to put this project on
hold until the utility plan submittal contains the necessary design requirements as stated above. No
further review will take place until these issues are addressed.
