On March 20, 1998 you were sent a letter requesting documentation that you
were actively pursuing the Westbrooke PUD, 2nd Filing, I have reviewed your
response with other development review staff and determined that there has not.
been sufficient activity related to this project. Therefore, we will be taking this
project to the Planning and Zoning Board with a recommendation of denial.
Note that the Board meeting is scheduled for June 4, 1998, not
indicated in the original letter. Should you desire, you will have
address the Board to explain the status of this project. As with
Zoning Board decision, you have the ability to appeal their deci

ibis letter is in response to your correspondence dated March 20, 1998 relating to the status of the
Westbrooke P.U.D. 21 Filing within the Fort Collins Planing Process. Your letter indicates that a final
P.U.D. application was submitted on May 28,1997 and City review comments were available on June 25,
1997. You indicate that further revisions have not been submitted to substantiate that this is an active
project.
We emphatically disagree with this analysis and offer the following documentation which indicates that
Westbrooke P_U.D. 2 d Filing should be considered an active project. This 41 lot phase is the final piece of
the Westbrooke P.U.D. approved in 1991. Formal resubmittal has not been completed at this time for ONE
reason - lack of a northerly traffic connection to Horsetooth Road or Shields Street. We stave made several
attempts to address this perceived traffic deficiency, including
proposal of a temporary connection, submittal of updated traffic information, investigation of Troutman
right-of-way and ultimately coordination with offsite property owners relating to the pending construction
of Seneca Street. A summary of these attempts follows:

In addition, several attempts have been made to segue right-of-way for the TroLwan Parkway alignment.
Several contacts have been made with Shear Engineering (Briar+ Shear) and Land Development Services
(Dennis Donovan) to review progress of plans for incorporation by reference with Westbrooke plans. The
latest Seneca Street plan sets were received on April 27,1998, and indications we that Seneca Street from
Troutman Parkway to Horsetooth Road will be built this year.
While we understand the impacts of offshe traffic issues; no changes to the planning concept or interior
infrast ucdue design have been contemplated since 1991. Roadway connection points, outfall storm sewer,
and sanitary sewer location dictate this existing plan. Modifying the planning approval process at this point
would yield no usefiil changes.
We request the following consideration for the Westlrooke P:U. D. god Filing:
1. As an active project, it be allowed to continue through the LDGS process.
2. This project ve removed from the May 21, 1998 P&Z Board Agenda
3. Restrictions placed on this project as outlined in Tim Blanford's letter of 7-2497 be
removed..
