I have put together chronological time line of events for Westbrooke PUD, 2nd Filing. In talking with
Bob, he would like you to add any dates concerning submittal dates; etc. to this. He also wants to make

RE: Chronological Time Line of Events for Westbrooke P.U.D., 2nd Filing
Provided for your information is a chronological time line of the major events that have
taken place since July 7, 1994 concerning the Westbrooke P.U.D., 2nd Filing project:
7/7/94 Utility plans submitted to the City and routed to the various
departments including Engineering
7/18/94 Engineering comments were sent to Steve Olt
7/22/94 The comment letter from Steve Olt was mailed to the Developer
5/151/96 Utility plans were resubmitted to the City and routed to the various
departments including Engineering
6/17/96 Engineering comments were sent back to the Developer
6/25/96 Letter from Engineering was sent to the Developer's Engineer stating
the City's position on connecting either Troutman Pkwy to Shields
Street or Seneca Street to Horsetooth Road. (See Exhibit `A')
7/15/96 Traffic Study submitted to the. City by Matt Delich, P.E. (See Exhibit
'B')
5/28/07 Utility plans were submitted to the City and routed to the various
departments including Engineering.
6/24/97 Engineering comments were sent to Steve Olt
7/1/97 The comment letter from Steve Olt was mailed to, the Developer
7/21/97 Ameeting was held to discuss the comments from the Engineering
Department. Jeff Couch (Developer's Engineer), Chuck Betters
(Developer), Dave Stringer, and Tim Blandford were present.
Conclusion - talk about it at our Transportation Coordination Meeting
on 7/24/97
• 7/24/97 Issue concerning the connection of either Troutman Pkwy to Shields
St. or Seneca St. to Horsetooth Road was discussed. Conclusion - A
connection needs to be made, i.e. no change in the City's position.
7/24/97 A letter was sent to the Developer's Engineer stating the results of the
Transportation Coordination Meeting. (See Exhibit'C')
8/13/97 A meeting was held to discuss the connection of either Troutman
Pkwy to Shields St. or Seneca St. to Horsetooth Road. Jeff Couch
(Developer's Engineer), Chuck Betters (Developer), Dave Stringer,
and Tim Blandford were present. The City's position has still not
changed.
12/12/97 Engineering Department received a fax of a possible solution instead
of the recommended connections. The solution would ultimately route
traffic (collector amounts) through the existing residential
neighborhood (along residential streets).. The City did not accept this
as a viable solution and stated once again that the only option would
be to connect either Troutman Pkwy to Shields St. or Seneca St. to
Horsetooth Road.
1/8/98 A meeting was held to discuss interim improvements to Seneca St.
Jeff Couch (Developer's Engineer), Chuck Betters (Developer), Dick
Pender, Dave Stringer, Tim Blandford, and Eric Bracke were present.
It was sated by City staff that interim improvements were not
acceptable due to the amounts of traffic in the area and the fact that
all of the surrounding streets have been completely constructed to
ultimate improvements.
Present To this day the City has still not received any revised utility plans that
include the design of Troutman Pkwy or Seneca St. The last submittal
was May of 1997.
