RE: Westbrooke P.U.D. 2nd Filing
Dear Steve:
Attached are the revisions for Westbrooke P.U.D. 2°d Filing based on your comments dated July 3,
2000. Generally, we have made several revisions along Troutman Parkway to coordinate with
Mountain Ridge Farm P.U.D. 3,1 Filing.
We have numbered our responses to match comments in your letter of July 3, 2000 as follows:
RJL Surveys has made changes to the subdivision plat. Street names have been
coordinated with Emergency Services.
2. A copy of a response to the Pleasant Valley and Lake Canal Company, as requested by
them, is attached.
3. We have not included bikelped. connections from the cul-de-sacs based on previous staff
comments. Seneca Street and Troutman Parkway improvements are now being designed
by Dennis Donovan as part of Mountain Ridge Farm 3,d Filing.
4. A revised traffic analysis for the entire area has been provided by Matt Delich.
5. Zoning comments are changed on the site and landscape plans.
6. Attached is our letter to Terry McKee of the Corp of Engineers. Terry has indicated to us
that this wetland area is the result of phased development in a growth area and can be
removed. His response is forthcoming.
7. Engineering comments have been addressed on the plans.

8. Stormwater comments have been addressed on the plans and in the drainage report.
9. Water/Wastewater comments have been addressed on the plans.
10. Plat revisions have been completed by RJL Surveys.
11. Off -site construction and grading easements are not needed since this project will no
longer build Troutman Parkway.
12. ADS pipe has been changed to concrete.
13. Troutman Parkway is now being completed by Mountain Ridge Farm P.U.D. 3,d Filing.
Troutman Parkway information on the Westbrooke plans is for reference only as noted.

15. We understand. This project will not proceed before Mountain Ridge Farm P.U.D. 3,d
Filing.
16. Westbrooke P.U.D. 2Rd Filing participated in an updated regional study for this entire area
along with adjacent developers. Matt Delich has submitted this study for review.
17. Troutman Parkway and Seneca Street design is being completed by Mountain Ridge
Farm.
18. Bike/Ped walks between cul-de-sacs are not being proposed based on past staff
comments.
19. The Johnson Elementary School stormwater overflow is being directed down Seneca
Street as requested.
20. No comments forwarded by Staff.
21. Since there is no HOA for this project, it would not be prudent to create a tract that would
never be owned by an entity that would accept responsibility for its maintenance.
22. This easement is being provided by Mountain Ridge Farm P.U.D. 3,d Filing.
